Dalam sebuah diskusi sampingan yang dipadati peserta, para pemimpin kehutanan dan ilmuwan menegaskan perlunya investasi baru dan berkelanjutan untuk memperkuat perkebunan pohon skala kecil sebagai bagian penting dari masa depan kawasan kehutanan.<\/p>\n\n\n\n

Diskusi bertajuk \u201cPerkebunan pohon skala kecil di Asia-Pasifik: tantangan dan peluang ke depan\u201d ini diselenggarakan oleh CIFOR-ICRAF<\/a>, FAO<\/a>, dan ITTO<\/a>, bersamaan dengan Sidang ke-31<\/a> Komisi Kehutanan Asia-Pasifik.<\/p>\n\n\n\n

Acara ini menghadirkan pakar, peneliti, dan perwakilan pemerintah dari India, Indonesia, Fiji, dan Nepal, yang membahas potensi besar sekaligus tantangan kehutanan berbasis petani kecil di Asia-Pasifik\u2014mulai dari akses pembiayaan hingga dukungan kebijakan.<\/p>\n\n\n\n

Menjawab lonjakan permintaan dengan solusi dari petani kecil<\/strong><\/h2>\n\n\n\n

Membuka diskusi, Direktur Jenderal CIFOR sekaligus Direktur Sains CIFOR-ICRAF, Robert Nasi, mengingatkan para peserta bahwa petani kecil saat ini sudah memasok sebagian besar kayu industri di kawasan Asia-Pasifik.<\/p>\n\n\n\n

\u201cKetika petani kecil diperkuat dengan kebijakan yang tepat, akses pasar, dan dukungan ilmu pengetahuan, kita bisa memenuhi meningkatnya kebutuhan kayu di Asia tanpa harus terus merusak hutan alam,\u201d ujar Nasi. \u201cMerekalah arsitek senyap dari ekonomi pedesaan yang lebih hijau dan tangguh.\u201d<\/p>\n\n\n\n

Dalam kesempatan tersebut juga diluncurkan laporan baru FAO\u2013CIFOR-ICRAF<\/a> berjudul Agroforestry for Wood Production: Insights from multifunctional smallholder tree-farming systems in Asia and the Pacific<\/em>.<\/p>\n\n\n\n

Laporan ini menunjukkan bahwa pohon-pohon yang dikelola petani kecil, dalam beragam sistem produksi, menyumbang porsi besar pasokan kayu bulat di sejumlah negara\u2014terutama Tiongkok, India, Indonesia, Vietnam, Malaysia, dan Filipina.<\/p>\n\n\n\n

Para pembicara berbagi pengalaman dari berbagai negara yang menunjukkan kemajuan, sekaligus tantangan yang masih dihadapi.<\/p>\n\n\n\n

Dari India, Rekha Warrier menjelaskan bahwa sistem agroforestri dan pohon di luar kawasan hutan\u2014yang sebagian besar dikelola oleh petani kecil\u2014kini mencakup sekitar sepertiga dari total tutupan pohon dan hutan di negara tersebut. Sistem ini memasok sekitar 90 persen kayu industri India dan lebih dari 60 persen kayu bakar, menunjukkan bagaimana dukungan kebijakan jangka panjang mampu mengubah perekonomian pedesaan.<\/p>\n\n\n\n

Di Indonesia, Agus Justianto memaparkan bagaimana program kehutanan sosial dan perhutanan masyarakat di tingkat nasional terus memperluas keterlibatan masyarakat lokal dalam produksi kayu, sekaligus meningkatkan pendapatan rumah tangga dan memperkuat pengelolaan hutan.<\/p>\n\n\n\n

Dari kawasan Pasifik, Alivereti Naikatini menjabarkan target penghijauan dan rehabilitasi hutan di Fiji yang dirancang untuk mendorong pertumbuhan ekonomi sekaligus meningkatkan ketahanan lingkungan. Petani kecil, katanya, akan memegang peran kunci dalam mewujudkan target tersebut.<\/p>\n\n\n\n

Sementara itu di Nepal, Deergha Narayan Koirala menyoroti proyek Building a Resilient Churia Region, yang didanai oleh Green Climate Fund dengan pendanaan pendamping dari Kementerian Kehutanan dan Lingkungan Nepal serta FAO. Inisiatif ini mendukung para petani di kawasan perbukitan Churia yang rentan untuk memperluas praktik agroforestri\u2014memulihkan ekosistem, menurunkan emisi, dan memperkuat ketangguhan masyarakat.<\/p>\n\n\n\n

Bukti dari sains dan praktik lapangan<\/strong><\/strong><\/h2>\n\n\n\n

Pejabat Kehutanan FAO, Faustine Zoveda, menekankan bahwa studi regional terbaru ini disusun secara kolaboratif, dengan merangkum sembilan studi kasus dan tinjauan pustaka yang komprehensif. Penelitian ini melibatkan 33 penulis dan penelaah dari 12 organisasi, termasuk CIFOR-ICRAF, Australian Centre for International Agricultural Research, Central Agroforestry Research Institute (ICAR), Institute for Global Environmental Strategies, ITTO, RECOFTC, dan University of Melbourne.<\/p>\n\n\n\n

Laporan ini juga diperkaya melalui tiga konsultasi ahli, yakni Lokakarya Pakar ITTO, forum Sustainable Wood for a Sustainable Future, serta konsultasi anggota Asia-Pacific Forestry Commission.<\/p>\n\n\n\n

Ilmuwan CIFOR-ICRAF sekaligus salah satu penulis laporan, Himlal Baral, menggambarkan perkebunan pohon oleh petani kecil sebagai cara untuk \u201cmengubah pohon menjadi tabungan hidup\u201d\u2014memberi likuiditas dan rasa aman bagi rumah tangga pedesaan, sekaligus memulihkan bentang alam yang terdegradasi. Ia menekankan bahwa kepastian tenurial, akses terhadap benih dan bibit berkualitas, pasar yang berfungsi dengan baik, serta harga yang adil merupakan syarat kunci agar model ini berhasil dalam skala besar.<\/p>\n\n\n\n

Perwakilan FAO dan ITTO juga menegaskan bahwa produksi kayu berbasis petani kecil berkontribusi langsung pada Tujuan Pembangunan Berkelanjutan (SDGs) dan Dekade Restorasi Ekosistem PBB, dengan menyelaraskan aksi iklim, pelestarian keanekaragaman hayati, dan penghidupan masyarakat.<\/p>\n\n\n\n

Menuju ekonomi kayu yang berkelanjutan<\/strong><\/strong><\/h2>\n\n\n\n

Menutup diskusi, Sheila Wertz-Kanounnikoff, pejabat senior kehutanan di Kantor Regional FAO untuk Asia dan Pasifik, menegaskan bahwa agroforestri memegang peran kunci dalam transisi kawasan menuju bioekonomi sirkular.<\/p>\n\n\n\n

\u201cBuktinya sudah jelas,\u201d ujarnya. \u201cPerkebunan pohon oleh petani kecil mampu menyatukan aksi iklim, pemulihan keanekaragaman hayati, dan peluang ekonomi. Berinvestasi pada sistem ini berarti berinvestasi pada masa depan.\u201d<\/p>\n\n\n\n

Para peserta sepakat bahwa hubungan yang lebih kuat antara riset, pembiayaan, dan kebijakan sangat dibutuhkan agar jutaan petani dapat memproduksi kayu secara berkelanjutan dalam skala besar sekaligus memastikan hutan yang sehat tetap mampu menopang kebutuhan generasi mendatang.<\/p>\n\n\n\n
