Perjanjian Cancun memberikan ruang yang luas bagi terlaksananya dialog dan kerjasama bilateral maupun multilateral bagi pelaksaan REDD+, termasuk di Indonesia \u00a9CIFOR\/Takeshi Toma<\/figcaption><\/figure>\n

Masih hangat dalam ingatan kita tentang sebuah konvensi internasional yang khusus membahas tentang perubahan Iklim, COP (Conference of the Parties) 16, di Cancun, Mexico pada akhir Bulan November \u2013 pertengahan Bulan Desember 2010 lalu. Program yang sama diselenggarakan oleh UNFCCC setiap tahun. Namun ada yang berbeda dari hasil pencapaian COP 16 yaitu \u201cPerjanjian Cancun (Cancun Agreement)\u201d. Beberapa analisis tentang perjanjian ini mencatat beberapa poin keberhasilan Perjanjian Cancun, yang juga merupakan sebuah resolusi bagi \u2018Copenhagen Accord\u2019 yang bagi banyak pihak dianggap sebagai sebuah kegagalan. Walaupun Perjanjian Cancun masih menyisakan banyak pekerjaan rumah untuk merinci kerangka implementasi di tingkat nasional dan lokal, namun dianggap berhasil memperbaharui kepercayaan banyak pihak untuk kembali bekerja sama dalam kerangka multilateral untuk mengatasi perubahan Iklim.<\/p>\n

Perjanjian Cancun berhasil menyediakan kerangka kerja untuk beberapa komponen penting dalam upaya mengatasi perubahan Iklim, salah satunya adalah mekanisme REDD+ (Reducing Emissions from Deforestation and Forest Degradation, carbon stock enhancement and forest conservation). \u201cPerjanjian Cancun memberi kerangka kuat bagi masuknya hutan hujan tropis dalam agenda utama penanganan perubahan Iklim, melalui skema REDD+, adaptasi, konservasi dan peningkatan cadangan karbon hutan dan pengelolaan hutan berkelanjutan. \u201cBila tidak sekarang, mungkin baru satu dekade lagi hutan hujan tropis diperhitungkan dalam upaya penanggulangan perubahan iklim, sementara tingkat kerusakannya sudah sangat mengkhawatirkan\u201d, jelas Louis Verchot, peneliti senior CIFOR, yang juga akrab dipanggil Lou.<\/p>\n

Apa arti Perjanjian Cancun bagi REDD+ di Indonesia?<\/strong><\/p>\n

REDD+ memiliki arti penting bagi Indonesia. Bukan hanya karena Indonesia memiliki hutan hujan tropis terluas ketiga di dunia, tetapi juga karena himbauan untuk bertukar pengalaman dari kegiatan-kegiatan yang bertujuan untuk pengurangan emisi yang berasal dari deforestasi dan perusakan hutan tropis, pertama kali tertuang secara formal di \u2018Bali Action Plan\u2019 yang dihasilkan pada UNFCCC COP 13 yang diselenggarakan di Bali, Indonesia.<\/p>\n

Pada tanggal 26 Mei 2010, Pemerintah Indonesia juga telah menandatangani nota kesepakatan (Letter of Intent atau LoI) dengan Pemerintah Kerajaan Norwegia untuk mewujudkan upaya pengurangan emisi gas rumah kaca dari penggundulan dan kerusakan hutan dan konversi lahan gambut.<\/p>\n

Perjanjian Cancun telah meletakkan dasar politik yang kuat bagi dukungan internasional bagi upaya ini. Sejak penandatanganan LoI dengan Norwegia sebenarnya Indonesia telah banyak membuat kemajuan dalam persiapan pelaksanaan REDD+, tetapi menurut Lou, Indonesia harus mempersiapkan agar REDD+ tidak dilaksanakan sekali waktu saja karena adanya LoI tersebut tetapi juga harus dijaga keberlanjutannya walaupun kesepakatan dengan Norwegia telah berakhir. \u201cMasih banyak pasar karbon di negara lain yang mampu memberi insentif lebih besar bila Indonesia bisa menjaga keberlanjutan pelaksanaan REDD+\u2019, tambahnya.<\/p>\n

Perjanjian Cancun memberikan ruang yang luas bagi terlaksananya dialog dan kerjasama bilateral maupun multilateral bagi pelaksaan REDD+, termasuk di Indonesia. Dengan kerangka kerja ini, transfer pengetahuan dan teknologi, kesempatan berbagi pengalaman serta dukungan keuangan akan semakin kuat sehingga diharapkan dapat mempercepat pelaksanaan REDD+ di negara-negara yang memiliki hutan hujan tropis termasuk Indonesia. Selain itu, skema Perjanjian Cancun merupakan \u2018pengakuan\u2019 terhadap kontribusi aktif dari negara-negara berkembang dalam upaya mitigasi perubahan Iklim.<\/p>\n

Dalam kesempatan berbeda, Agus Purnomo, Asisten Khusus Presiden Republik Indonesia untuk Perubahan Iklim yang juga sekaligus Kepala Sekretariat Dewan Nasional Perubahan Iklim, menjelaskan bahwa profil emisi karbon Indonesia adalah 70-80% berasal dari hutan dan lahan gambut. \u201cWalaupun masih banyak pekerjaan rumah yang harus diselesaikan oleh Indonesia, tetapi Indonesia sudah melakukan arah kebijakan nasional yang benar dalam penanganan perubahan Iklim\u201d, jelas Lou menutup wawancaranya.<\/p>\n
