DOHA, QATAR (2 Desember 2012)_Para ahli kehutanan telah menyerukan sebuah pendekatan baru untuk mengelola lahan dan mengatasi perubahan iklim \u2013 memberi tantangan pada perdebatan yang tengah berlangsung bahwa hutan harus dikorbankan untuk kepentingan pembangunan daerah terpencil dan keamanan pangan.<\/p>\n

Pemerintah, para pembuat kebijakan dan ilmuwan di seluruh dunia telah bertahun-tahun melakukan uji coba dengan pendekatan yang berbeda untuk mengelola bentang alam daerah pedalaman, dari pengelolalaan daerah aliran sungai sampai dengan restorasi habitat, namun sejumlah usaha ini jarang dilakukan dalam kaitannya dengan mengatasi tantangan perubahan iklim.<\/p>\n

\u201cIni saatnya untuk melihat cara baru dalam memecahkan permasalahan lama,\u201d ujar Peter Holmgren, Direktur Jenderal Centre for International Forestry Research (CIFOR) pada pidato utama di Hari Hutan (Forest Day) 6, sebuah acara sehari yang diselenggarakan di sela-sela pembicaraan iklim PBB di Doha.<\/p>\n

\u201cPerubahan iklim perlu ditangani dengan melintasi batas-batas sektor. Hutan dan kehutanan harus dilihat melalui lensa ketahanan pertanian, pangan dan pembangunan berkelanjutan yang lebih luas. Sudah saatnya bagi kehutanan untuk keluar dari hutan dan memberikan kontribusi lebih luas.\u201d<\/p>\n

Andreas Tveteraas, Penasihat Senior untuk International Climate and Forest Initiative Norwegia, mendukung pandangan ini: \u201cTantangannya adalah untuk melakukan keduanya, konservasi hutan dan meningkatkan produksi pangan [tanpa] perlu mengorbankan hutan. Jika pemerintah harus memilih diantara keduanya, maka tidak diragukan lagi bahwa hutan akan selalu kalah, dengan demikian tantangannya adalah untuk mendorong pengelolaan hutan yang sejalan dengan tuntutan pangan populasi.<\/p>\n

Sebuah pendekatan berbasis bentang alam,<\/a> yang meliputi sinergi dan timbal balik dari mengelola suatu gabungan sumber daya yang luas, telah dipuji sebagai cara baru untuk membawa bersama-sama sektor pertanian, kehutanan, energi dan perikanan untuk mengelola sumber daya dunia secara lebih baik dan juga menawarkan peluang untuk adaptasi iklim dan mitigasi.<\/p>\n

\u201cJendela untuk tetap berada pada dunia dengan dua sisi akan tertutup dengan sangat cepat,\u201d ujar Mary Barton-Dock, Direktur Perubahan Iklim dan Keuangan, Bank Dunia.<\/p>\n

Semua yang anda pikir telah anda ketahui tentang deforestasi pada abad ke-20 sudah tidak lagi benar<\/p><\/blockquote>\n

Dan pada konteks perubahan iklim, ia menambahkan, \u201cSuatu pendekatan bentang alam akan menjadi sangat penting untuk memenuhi kebutuhan pangan yang terus meningkat tanpa menyerang hutan.\u201d<\/p>\n

\u201cTantangan keamanan pangan bukan merupakan sesuatu dari masa depan,\u201d ujar Deborah Bossio, Direktur Wilayah Penelitian Tanah, International Center for Tropical Agriculture (CIAT).<\/p>\n

\u201cKami melangkah maju dari era ketika lahan masih banyak dan sekarang kita dihadapkan pada meningkatnya masalah kelangkaan lahan. Konservasi hutan dapat berkontribusi dan menjadi bagian dari pertanian cerdas iklim.\u201d<\/p>\n

Hampir 4 milyar hektar tutupan hutan pada permukaan bumi, membentuk sekitar 30 persen dari total wilayah daratan. Namun demikian dunia sedang dilanda perubahan besar<\/a> yang mendefinisikan ulang tekanan terhadap hutan, termasuk urbanisasi, meningkatnya diet berbasiskan daging, pertumbuhan penduduk dan ledakan permintaan untuk kayu dan hasil-hasil pertanian.<\/p>\n

\u201cSemua yang anda pikir telah anda ketahui tentang deforestasi pada abad ke-20 sudah tidak lagi benar,\u201d ujar Doug Boucher, Direktur Penelitian dan Analisis Iklim di organisasi Union of Concerned Scientists.<\/p>\n

\u201cPertumbuhan penduduk telah menurun di seluruh dunia pada daerah-daerah pedalaman, namun demikian kita masih menyaksikan adanya urbanisasi yang besar dan perkembangan industri-industri perkotaan yang saling berinteraksi satu sama lain.. oleh karena itu kita harus waspada terhadap pemicu-pemicu yang muncul.\u201d<\/p>\n

Mempertahankan penghidupan masyarakat hutan dalam agenda perubahan iklim<\/p>\n

Wu Hongbo, Under-Secretary-General untuk Bidang Ekonomi dan Sosial di PBB menyoroti pendapatan tidak terlihat yang disediakan hutan bagi penghidupan di pedalaman.<\/p>\n

\u201cKontribusi kas formal dari hutan untuk membangun ekonomi adalah sebesar 326 milyar US$. Jumlah ini lebih dari dua kali lipat dari jumlah keseluruhan aliran bantuan pembangunan yang resmi (Official Development Assistance\/ODA).<\/p>\n

Ephraim Kamuntu, Menteri Urusan Air dan Lingkungan Uganda, menyoroti kebutuhan untuk memastikan bahwa penghidupan di pedalaman ditindaklanjuti sebagai bagian dari agenda perubahan iklim.<\/p>\n

\u201cTantangan yang kita bicarakan terikat secara intrinsik dengan pengentasan kemiskinan di negara kami.\u201d<\/p>\n

Hutan memainkan peran penting dalam pendekatan yang luas ini yaitu dalam menindaklanjuti konservasi, penghidupan di pedalaman, keanekaragaman hayati dan kemanan pangan, ujar Barton-Dock.<\/p>\n

\u201cPepohonan benar-benar masih menjadi pahlawan kita dalam hal mereka berfungsi memenuhi kebutuhan kita untuk air, kebutuhan untuk karbon dan untuk kebutuhan masyarakat setempat. Bergerak menuju bentang alam akan membantu kita untuk mencapai kelestarian.\u201d<\/p>\n

Acara hari ini menandai peristiwa pertama diperluasnya agenda Hari Hutan melalui kombinasi pertimbangan pertanian, kehutanan dan tata guna lahan, serta dampaknya terhadap masyarakat. Hari Hutan diselenggarakan bersamaan dengan Hari Pertanian, Bentang alam dan Penghidupan, di bawah tema \u201cBentang alam Kehidupan\u201d, dengan kedua peristiwa menelusuri sinergi, saling melengkapi, dan timbal balik dari bentang alam untuk menawarkan solusi yang berkelanjutan dalam rangka adaptasi perubahan iklim dan mitigasi serta meningkatkan penghidupan.<\/em><\/p>\n
