{"id":12076,"date":"2012-11-22T06:20:40","date_gmt":"2012-11-22T06:20:40","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=12076"},"modified":"2015-10-29T10:36:48","modified_gmt":"2015-10-29T03:36:48","slug":"adaptasi-perubahan-iklim-perlu-belajar-dari-pengalaman-nyata","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/12076\/adaptasi-perubahan-iklim-perlu-belajar-dari-pengalaman-nyata","title":{"rendered":"Adaptasi perubahan iklim perlu belajar dari pengalaman nyata"},"content":{"rendered":"<p style=\"text-align: left;\">BOGOR (21 November 2012)_Program adaptasi nasional terhadap perubahan iklim perlu belajar dari pengalaman nyata, baik dari ketidakpastian saat menghadapi bencana, kerentanan ekosistem dan masyarakat, maupun modal sosial yang telah ada di masyarakat sebagai dasar penyusunan strategi adaptasi.<\/p>\n<p>\u201cStrategi ini berguna untuk memberi prioritas yang tinggi terhadap program dan pendanaan adaptasi,\u201d kata Daniel Murdiyarso, peneliti senior perubahan iklim dari CIFOR dalam lokakarya \u201cMengarusutamakan Adaptasi terhadap Perubahan Iklim dalam Agenda Pembangunan\u201d yang digelar oleh Akademi Ilmu Pengetahuan Indonesia (AIPI) dan CIFOR di Bogor, baru-baru ini.<\/p>\n<p>Belajar dari kasus bencana alam, badai, banjir, dan kekeringan di Indonesia, upaya adaptasi berguna sebagai dasar dalam membuat rencana antisipasi, mulai dari penyebarluasan informasi, tindakan dan penanganan, hingga pelibatan masyarakat. \u201cUntuk itu perlu diidentifikasi wilayah mana dari Indonesia yang paling rentan terkena dampak perubahan iklim,\u201d kata Daniel.<\/p>\n<p>Program Adaptasi dirancang untuk menyesuaikan dan mengurangi dampak ekstrem perubahan iklim. Menyadari bahwa Indonesia termasuk dalam negara yang rentan terhadap dampak perubahan iklim, pemerintah tengah menyusun Rencana Aksi Nasional untuk Adaptasi Perubahan Iklim (RAN-API).<\/p>\n<p>Pembelajaran dari aksi lokal tak luput dari perhatian pemerintah. Endah Murniningtyas, Deputi Bidang Sumber Daya Alam dan Lingkungan Hidup, Kementerian PPN\/Bappenas mengatakan, informasi adaptasi tradisional akan dimasukkan dalam RAN-API.<\/p>\n<p>\u201cPenyusuran informasi kami lakukan dari bawah ke atas,\u201d kata Endah. \u201cKoordinasi dan kerjasama dengan pemerintah daerah untuk memulai kegiatan adaptasi di masing-masing provinsi gencar kami lakukan,\u201d tandasnya.<\/p>\n<p>Menurut Daniel, dalam menyusun rencana adaptasi yang komprehensif, selain identifikasi wilayah, perlu ditetapkan kriteria dan indikator (K&amp;I) kerentanan sektor, ekosistem, dan masyarakat. \u201cPetani dan nelayan merupakan contoh masyarakat yang memiliki kerentanan tinggi, sehingga sektor pertanian dan pangan menerima dampak terbesar akibat perubahan iklim ini,\u201d katanya.<\/p>\n<p>Kemampuan adaptasi yang dimiliki masyarakat juga perlu digali dalam pengembangan program ini. \u201cPilihan cara masyarakat setempat untuk bertahan hidup di lingkungan masing-masing juga perlu dipertimbangkan dalam K&amp;I,\u201d katanya, seraya menambahkan konsultasi terhadap semua pihak merupakan keharusan.<\/p>\n<p>Pendapat senada dinyatakan juga oleh Emilia Pramova bahwa <a href=\"http:\/\/www.forestsnews.org\/10612\/kekayaan-sosial-dan-bahaya-sosial-membentuk-kapasitas-adaptasi-di-setulang\/#.UJjZCYb8lnU\">adaptasi seharusnya tidak hanya berfokus pada masalah-masalah yang berkaitan dengan kondisi keuangan atau fisik semata<\/a>. \u201cAdaptasi perlu mempertimbangkan modal sosial dan risiko sosial yang masing-masing dapat memperbaiki dan menghambat proses pengembangan kapasitas adaptasi,\u201d ujar Emilia, peneliti adaptasi perubahan iklim dari CIFOR.<\/p>\n<p>Masyarakat Setulang di Kalimantan Timur misalnya, menganggap persatuan dan persaudaraan lebih berperan penting membantu penduduk mengelola bencana alam. Masyarakat membentuk tim tanggap yang bertugas membantu penduduk desa mendapatkan kembali harta benda yang hilang saat bencana terjadi. \u201cSumber daya sosial ini adalah tindakan adaptasi spontan yang dipilih sendiri oleh masyarakat,\u201d jelasnya.<\/p>\n<p>\u201cPemerintah sudah memutuskan agenda adaptasi perubahan iklim ke dalam agenda pembangunan, jadi perlu gerak cepat merangkum informasi
