{"id":10550,"date":"2012-08-15T04:15:13","date_gmt":"2012-08-15T04:15:13","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=10550"},"modified":"2015-11-05T16:21:34","modified_gmt":"2015-11-05T09:21:34","slug":"kalimantan-timur-akan-uji-coba-sistem-safeguards-redd","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/id\/10550\/kalimantan-timur-akan-uji-coba-sistem-safeguards-redd","title":{"rendered":"Kalimantan Timur akan Uji Coba Sistem Safeguards REDD+"},"content":{"rendered":"<p>BOGOR, Indonesia (15 Agustus 2012) _Uji coba pelaksanaan <a href=\"http:\/\/www.dephut.go.id\/files\/SIS%20of%20REDD+_2.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Sistem Informasi <em>Safeguards<\/em> REDD+<\/a> (SIS REDD+) akan dilakukan di provinsi Kalimantan Timur akhir Desember tahun ini sebagai salah satu persiapan Indonesia untuk memastikan bahwa REDD+ dan kompensasi perlindungan hutan mengikuti standar internasional dan diterima baik oleh masyarakat.<\/p>\n<p>\u201cProvinsi Kaltim termasuk mandiri: bantuan dana dari luar tidak banyak, tapi maju dalam pelaksanaan REDD+,\u201d kata Nur Masripatin, Kepala Pusat Standardisasi dan Lingkungan, Kementerian Kehutanan dalam acara komunikasi dengan para pemangku kepentingan mengenai pembangunan SIS REDD+ baru-baru ini di Jakarta.<\/p>\n<p>SIS REDD+ akan menyediakan informasi tentang bagaimana perlindungan lingkungan dan sosial \u201cditangani dan dihormati\u201d dalam persiapan dan pelaksanaan REDD+, menurut Kementerian Kehutanan. Sistem ini akan mengumpulkan, mengolah dan menyajikan data implementasi praktik-praktik <em>safeguards<\/em>, atau pengaman sosial, di lapangan.<\/p>\n<p>\u201cUji coba SIS dilaksanakan agar kami bisa mendapat <em>template<\/em> dalam konteks Indonesia,\u201d kata Nur. Pembangunan SIS REDD+ mencoba mengidentifikasi pendekatan yang tepat dan mengacu pada indikator <em>safeguards<\/em> yang telah disepakati di konvensi multi-pihak perubahan iklim, atau COP, di tahun 2010, termasuk diterapkannya keterbukaan informasi dan mekanisme partisipasi masyarakat adat dan komunitas lokal pelaksanaan REDD+, tambahnya.<\/p>\n<p><em>Safeguards<\/em> adalah syarat mutlak pelaksanaan REDD+, atau pengurangan emisi dari deforestasi dan degradasi hutan, yaitu skema global yang memberikan kompensasi bagi negara-negara berkembang untuk melindungi hutan mereka. Ada lebih dari 40 program uji coba REDD+ yang pernah dimulai di Indonesia dengan sistem pengaman yang berbeda-beda, namun bertujuan sama yaitu menghindari pengabaian hak-hak masyarakat.<\/p>\n<p>Clinton Climate Initiative (CCI), misalnya mensosialisasikan praktik safeguards di proyek uji coba REDD+ yang mereka fasilitasi di Kalimantan Tengah, misalnya proyek PT Rimba Makmur Utama dan PT Rimba Makmur, dengan membentuk gugus tugas kerja untuk mendapatkan masukan, saran dan komentar dari masyarakat tentang pengaruh dan dampak program REDD+ di Kalimantan, kata Stepi Hakim, koordinator nasional CCI.<\/p>\n<p>\u201cKami juga membuat ruang keluhan di setiap pertemuan untuk menampung dan mencoba mencari solusi dari kesulitan komunitas,\u201d tambah Stepi.<\/p>\n<p>Pedoman <em>safeguards<\/em> untuk semua<\/p>\n<p><em>Safeguards<\/em> sebenarnya bukan merupakan hal baru di Indonesia karena kebijakan ini sebenarnya sudah diberlakukan untuk berbagai inisiatif atau kebijakan berdampak sosial lainnya. Namun, belum adanya satu pedoman <em>safeguards <\/em>khusus untuk proyek REDD+ yang digunakan semua pihak membingungkan publik, termasuk para investor REDD+. Ada berbagai jenis pengaman sosial yang digunakan di tingkat internasional, misalnya <em>safeguards<\/em> Climate, Community and Biodiversity (CCB) dan Strategic Environmental and Social Safeguard Assessment (SESA).<\/p>\n<p>CCB adalah standar <em>safeguards<\/em> yang memungkinkan pengukuran dalam skala kecil, sehingga komunitas lokal dapat membuat proyek REDD+ mereka sendiri. \u201cCCB lebih berorientasi pada pasar karbon,\u201d ujar Dharsono Hartono, Direktur PT. Rimba Makmur yang mengelola <em>Katingan Peat Restoration Project<\/em> di Kalimantan Tengah.<\/p>\n<p>Sementara itu, Bank Dunia, misalnya, mengharuskan negara-negara peserta Forest Carbon Partnership Facility, yang membiayai beberapa proyek uji coba REDD+, untuk menggunakan SESA. Standar ini mengedepankan identifikasi resiko sosial lingkungan dalam proses persiapan aksi-aksi mitigasi dan pelaksanaan REDD+.<\/p>\n<p>Hartono menghimbau kepada para pembuat kebijakan untuk memudahkan pelaku dan investor REDD+ dengan membuat pengaman sosial yang dapat berlaku di semua kondisi dan diterima oleh semua pihak, baik dari tingkat nasional maupun internasional.<\/p>\n<p>Hal ini memang tidak mudah. Namun, ada contoh yang mungkin bisa dipakai sebagai model, yaitu kesepakatan antara Forest Stewardship Council (FSC) dan Lembaga Ekolabel Indonesia (LEI) bahwa sertifikasi kayu yang dikeluarkan oleh satu organisasi dapat diterima oleh organisasi lainnya, kata Agus Sari, Ketua Kelompok Kerja Pendanaan Satgas REDD+.<\/p>\n<p>Indonesia memberlakukan dua macam standar sertifikasi produk kayu. Sertifikasi internasional dikeluarkan oleh FSC dan sertifikasi nasional diusung oleh LEI.
