Ceci fait de lui le premier acheteur de bois et de meubles sur le march\u00e9 int\u00e9rieur. Une <a href=\"https:\/\/www.cifor.org\/knowledge\/publication\/6332\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u00e9tude<\/a> du <a href=\"https:\/\/www.cifor.org\/fr\/a-propos-du-cifor\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Centre de recherche foresti\u00e8re internationale<\/a> (CIFOR) montre que le bois l\u00e9gal repr\u00e9sente seulement 27% du volume total du bois d\u2019\u0153uvre commercialis\u00e9 dans les principales villes du pays. L\u2019\u00c9tat s\u2019approvisionne donc sur un march\u00e9 domestique largement domin\u00e9 par le sciage informel.<\/p>\n<p>Cette tendance va bient\u00f4t changer suite \u00e0 la publication d\u2019un nouveau <a href=\"https:\/\/www.atibt.org\/files\/upload\/news\/Cameroun\/Arrete_conjoint_162_Minfof-Mintp-Minmap_151220_Clause_bois_legal.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">arr\u00eat\u00e9 interminist\u00e9riel<\/a> le 15 d\u00e9cembre 2020. Conjointement sign\u00e9 par les minist\u00e8res <a href=\"http:\/\/www.minfof.cm\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">des For\u00eats et de la Faune<\/a> (MINFOF), des <a href=\"http:\/\/www.mintp.cm\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Travaux Publics<\/a> (MINTP), et des <a href=\"https:\/\/minmap.cm\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">March\u00e9s Publics<\/a> (MINMAP), le texte introduit une clause de l\u00e9galit\u00e9 dans la passation des march\u00e9s publics impliquant l\u2019utilisation du bois et des produits d\u00e9riv\u00e9s du bois.<\/p>\n<p>\u00ab On \u00e9tait dans une posture o\u00f9 l\u2019\u00c9tat \u00e9tait le premier \u00e0 ne pas respecter la l\u00e9galit\u00e9 qu\u2019il avait lui-m\u00eame impos\u00e9e \u00bb, d\u00e9clare Guillaume Lescuyer, scientifique du CIFOR-CIRAD et coordinateur du projet <em>Essor des demandes publiques et priv\u00e9es en sciage d\u2019origine l\u00e9gale au Cameroun<\/em> (ESSOR).<\/p>\n<p>\u00ab Dor\u00e9navant les op\u00e9rateurs \u00e9conomiques engag\u00e9s dans les constructions d&rsquo;\u00e9difices et r\u00e9novation d&rsquo;infrastructures publiques devront utiliser le bois l\u00e9gal pr\u00e9alable \u00e0 la r\u00e9ception de leurs livraisons \u00bb, explique Hortense Motalindja, sous-directrice \u00e0 la Direction de la promotion et de la transformation des produits forestiers du MINFOF.<\/p>\n<p>C\u2019est une premi\u00e8re victoire pour les acteurs engag\u00e9s dans la lutte contre l\u2019exploitation foresti\u00e8re ill\u00e9gale. Avec la nouvelle d\u00e9cision, \u00ab l&rsquo;\u00c9tat ne va plus contribuer \u00e0 travers la commande publique \u00e0 aggraver l&rsquo;exploitation foresti\u00e8re ill\u00e9gale \u00bb, se r\u00e9jouit H. Motalindja. Le caract\u00e8re l\u00e9gal du bois devient un crit\u00e8re majeur dans l\u2019\u00e9valuation des dossiers des prestataires aux appels d\u2019offres de l\u2019\u00c9tat, impliquant l\u2019utilisation du bois et des produits d\u00e9riv\u00e9s.<\/p>\n\n<p><strong>Un plaidoyer inclusif<\/strong><\/p>\n<p>Il a fallu plus de dix ann\u00e9es de recherche puis de n\u00e9gociation pour aboutir \u00e0 l\u2019introduction de cette clause de l\u00e9galit\u00e9 \u2013 un long processus que le MINFOF et le CIFOR ont conduit par des \u00e9tudes, du plaidoyer et des conseils d&rsquo;experts.<\/p>\n<p>Selon G. Lescuyer, au c\u0153ur de ces efforts se trouvait une collaboration serr\u00e9e avec l\u2019administration publique. Le r\u00e9sultat a \u00e9t\u00e9 le caract\u00e8re participatif du travail de conception et de r\u00e9daction du nouvel arr\u00eat\u00e9. \u00ab Ce n\u2019est pas quelque chose qui a \u00e9t\u00e9 fait dans un bureau ou dans un seul minist\u00e8re. Non, il y a eu tout un processus inclusif, d\u00e9mocratique, transparent et vraiment constructif \u00bb, dit-il.<\/p>\n<p>Chaque minist\u00e8re signataire de l\u2019arr\u00eat\u00e9 est en train de l&rsquo;introduire dans sa feuille de route annuelle. \u00ab Le MINFOF devrait s&rsquo;assurer de la disponibilit\u00e9 du bois l\u00e9gal sur le march\u00e9, le MINMAP devrait int\u00e9grer cette disposition dans les dossiers d&rsquo;appels d&rsquo;offres et le MINTP comme autorit\u00e9 du b\u00e2timent devrait encadrer la mise en application de cette mesure \u00bb, dit H. Motalindja.<\/p>\n<p><strong>D\u00e9fis et opportunit\u00e9s \u00e0 venir<\/strong><\/p>\n<p>La signature de l\u2019arr\u00eat\u00e9 interminist\u00e9riel symbolise une grande avanc\u00e9e dans la promotion du bois l\u00e9gal dans le march\u00e9 domestique au Cameroun, mais il y a encore des d\u00e9fis importants.<\/p>\n<p>\u00ab On n\u2019a pas encore identifi\u00e9 et diffus\u00e9 de mani\u00e8re syst\u00e9matique les sources de bois l\u00e9gal \u00bb, pr\u00e9cise G. Lescuyer. Selon l\u2019expert, un nouveau projet appel\u00e9 <a href=\"https:\/\/www2.cifor.org\/essor\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">ESSOR2<\/a>, mis en \u0153uvre par le CIFOR et le MINFOF, s\u2019attaque \u00e0 ce probl\u00e8me. \u00ab \u00c0 travers la mise en place d\u2019une plateforme virtuelle, le projet vise \u00e0 faciliter les transactions de bois l\u00e9gal entre offreurs et demandeurs \u00bb, ajoute-t-il.<\/p>\n<p>A c\u00f4t\u00e9 du travail avec l\u2019administration, le CIFOR mise sur la sensibilisation des entreprises de B\u00e2timents et Travaux publics (BTP) \u00e0 aller vers le bois l\u00e9gal. \u00ab Apr\u00e8s l&rsquo;\u00c9tat, le secteur priv\u00e9 est le principal acheteur de bois du pays. Donc nous sommes en train de construire des collaborations avec des entreprises BTP qui sont aujourd\u2019hui pr\u00eates \u00e0 inclure des clauses de bois l\u00e9gal dans leurs politiques RSE \u00bb, d\u00e9clare le chercheur du CIFOR.<\/p>\n<p>L\u2019arr\u00eat\u00e9 ouvre \u00e9galement des opportunit\u00e9s au-del\u00e0 du Cameroun. Dans une r\u00e9cente <a href=\"https:\/\/www.cifor.org\/publications\/pdf_files\/brief\/6927-OFACBrief.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">note briefing<\/a> publi\u00e9e par l\u2019Observatoire des for\u00eats d\u2019Afrique centrale (OFAC), des experts recommandaient l\u2019adoption des politiques publiques de promotion des bois de source l\u00e9gale ou durable dans les commandes publiques dans chacun des dix pays membres de la <a href=\"https:\/\/www.comifac.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Commission des for\u00eats d\u2019Afrique centrale<\/a> (COMIFAC). Le Cameroun est le premier pays \u00e0 appliquer cette r\u00e9forme de la politique foresti\u00e8re et \u00ab on peut imaginer que cela aura des r\u00e9percussions dans les pays de la sous-r\u00e9gion \u00bb, affirme G.
