Le processus du Plan national d’adaptation (PNA)<\/a><\/span> a obtenu davantage d’attention. La fa\u00e7on dont le PNA peut \u00eatre pris en charge par le FVC (Fonds vert pour le climat)<\/a><\/span> sera un sujet des discussions pr\u00e9alables aux pourparlers de Paris en 2015. Le Forum mondial sur les paysage<\/span>s<\/span><\/span> (<\/span><\/span>Global Landscape Forum <\/span>ou <\/span><\/span>GLF)<\/span><\/a> organis\u00e9 parall\u00e8lement \u00e0 la COP par le Centre de recherche foresti\u00e8re internationale <\/span>(CIFOR)<\/span><\/a> et ses partenaires, affirme clairement que les approches d\u2019adaptation et d’att\u00e9nuation peuvent \u00eatre combin\u00e9es et renforc\u00e9es par les \u00ab approches paysag\u00e8res<\/a><\/span> \u00bb.<\/p>\n

Il est temps pour les pays et les r\u00e9gions de mettre les r\u00e9sultats de Lima en pratique, tant au niveau national que r\u00e9gional.<\/p>\n

La position de l’Union africaine<\/a><\/span> a toujours \u00e9t\u00e9 de donner la priorit\u00e9 \u00e0 l’adaptation dans toutes actions li\u00e9es \u00e0 la lutte contre le changement climatique en Afrique. Cependant, en Afrique centrale on n’a pas le m\u00eame avis. Ici, l’att\u00e9nuation par la REDD+ (R\u00e9duction des \u00e9missions issues de la d\u00e9forestation et <\/span>de la <\/span><\/span>d\u00e9gradation des for\u00eats<\/span><\/a>), la conservation, la gestion durable des for\u00eats et le renforcement des stocks de carbone forestier dans les pays en voie de d\u00e9veloppement ont \u00e9t\u00e9 consid\u00e9r\u00e9es comme prioritaires, tandis que l’adaptation n’a pas re\u00e7u suffisamment d’attention.<\/p>\n

Avec les projets CoF<\/span>CCA (For\u00eats du <\/span>b<\/span><\/span>assin du Congo et <\/span>a<\/span><\/span>daptation au <\/span>c<\/span><\/span>hangement <\/span>c<\/span><\/span>limatique<\/span>)<\/span><\/a> et COBAM (C<\/span>hangement climatique et for\u00eats du bassin du Congo : <\/span>s<\/span><\/span>ynergies entre adaptation et att\u00e9nuation<\/span>)<\/span><\/a>, le CIFOR et ses partenaires ont commenc\u00e9 en 2008 \u00e0 sensibiliser sur la n\u00e9cessit\u00e9 de travailler \u00e9galement sur l’adaptation et sur la synergie entre l’adaptation et l’att\u00e9nuation. En r\u00e9ponse, un chapitre entier du rap<\/span>port \u00ab Les for\u00eats du bassin du Congo : <\/span>\u00e9<\/span><\/span>tat des <\/span>f<\/span><\/span>or\u00eats 2013 \u00bb<\/span><\/a> a \u00e9t\u00e9 consacr\u00e9 \u00e0 l’adaptation. En outre, la COMIFAC <\/span>(Commission des for\u00eats d’Afrique centrale)<\/span><\/a> a inclus l\u2019adaptation dans son nouveau plan de convergence de 10 ans<\/a><\/span>. Ce plan doit encore \u00eatre appliqu\u00e9 en pratique aux niveaux r\u00e9gionaux, nationaux et locaux.<\/p>\n

Certaines questions cl\u00e9s peuvent aider \u00e0 transformer le plan sur le terrain.<\/p>\n

Pour les pays de la r\u00e9gion, le PAN est-il aussi int\u00e9ressant que la R<\/span><\/span>EDD-RPP (<\/span>plan de pr\u00e9paration <\/span>\u00e0 la<\/span><\/span> REDD<\/span>)<\/span><\/span><\/a> ? La vuln\u00e9rabilit\u00e9 des communaut\u00e9s pauvres face au changement climatique peut-elle recevoir la m\u00eame attention que la vuln\u00e9rabilit\u00e9 des stocks de carbone face \u00e0 la d\u00e9forestation \/ d\u00e9gradation ? Les compromis et les possibilit\u00e9s de synergie entre l’adaptation et l’att\u00e9nuation peuvent-ils \u00eatre explor\u00e9s dans le cadre des 12 paysages d\u00e9finis initialement pour la conservation de la biodiversit\u00e9 dans le bassin du Congo <\/a><\/span>? Peut-on trouver un \u00e9quilibre entre les for\u00eats humides et les autres \u00e9cosyst\u00e8mes des pays d’Afrique centrale ? Et entre la for\u00eat et les autres secteurs ?<\/p>\n

Juste avant la conf\u00e9rence sur le climat \u00e0 Lima, le CIFOR et ses partenaires ont lanc\u00e9 une r\u00e9flexion sur \u00ab les opportunit\u00e9s et les d\u00e9fis des th\u00e8mes \u00e9mergents sur le changement climatique en Afrique centrale \u00bb<\/span><\/a><\/span> lors d’une r\u00e9union du PFBC (Partenariat pour les for\u00eats du bassin du Congo)<\/a><\/span>. Cela a \u00e9t\u00e9 l’occasion de discuter de sujets tels que l’adaptation, la synergie entre l’adaptation et l’att\u00e9nuation, l’agriculture et la conservation des mangroves. Bien qu\u2019un tel \u00e9v\u00e9nement permette d\u00e9j\u00e0 de contribuer \u00e0 donner de l’importance \u00e0 l’adaptation dans les dialogues climatiques en cours, l’appel \u00e0 l\u2019action de Lima peut fournir les moyens d’aller plus loin. Les parties prenantes int\u00e9ress\u00e9es par le d\u00e9veloppement et le bien-\u00eatre de la r\u00e9gion ne peuvent pas ignorer cet appel \u00e0 donner la m\u00eame attention \u00e0 l’adaptation et \u00e0 l’att\u00e9nuation dans la lutte contre le changement climatique.<\/p>\n

Il faut rectifier le programme d’adaptation en Afrique centrale.<\/p>\n
