et provinces du GCF ont accompli jusqu\u2019\u00e0 pr\u00e9sent sont importants mais fragiles\u00bb, stipule-t-elle. \u00abUn soutien est n\u00e9cessaire d\u2019urgence afin d\u2019assurer la viabilit\u00e9 \u00e9conomique et politique de ces programmes\u00bb. <\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">\u00abNous nous sommes engag\u00e9s \u00e0 r\u00e9duire de fa\u00e7on significative les \u00e9missions de carbone \u00e0 condition que des m\u00e9canismes de financements sur r\u00e9sultat adapt\u00e9s, suffisants et \u00e0 long terme soient accessibles\u00bb.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">Le groupe de travail du GCF est compos\u00e9 d\u2019\u00e9tats et de provinces tropicaux du Br\u00e9sil, P\u00e9rou, Nigeria, de l\u2019Indon\u00e9sie et du Mexique mais aussi de juridictions dans des zones extratropicales, telles que la Catalogne en Espagne ou encore l\u2019Illinois en Californie aux Etats Unis, qui d\u00e9veloppent leur propres politiques en mati\u00e8re de climat et qui cherchent des moyens pour compenser leurs \u00e9missions de carbone.\u00bb<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">Au niveau des \u00e9tats dans les pays tropicaux, l<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">e groupe <a href=\"http:\/\/www.gcftaskforce.org\/about\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">vise<\/a> \u00e0 faire progresser les programmes<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">. Ces-derniers<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\"> sont destin\u00e9s \u00e0 promouvoir le d\u00e9veloppement rural \u00e0 faibles \u00e9missions de carbone<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">, ainsi que <\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">la r\u00e9duction des \u00e9missions r\u00e9sultant de la d\u00e9forestation et de la d\u00e9gradation des for\u00eats (REDD+), et \u00e0 lier ces missions avec les r\u00e9gimes \u00e9mergents de contr\u00f4le des gaz \u00e0 effet de serre et autres m\u00e9canismes de financement sur r\u00e9sultat.<\/span><\/span><\/span><\/p>\n<p><strong><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">CALIFORNIA DREAMIN\u2019<\/span><\/span><\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">Pour l\u2019instant, la Californie est <a href=\"http:\/\/www.gcftaskforce.org\/about\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">la seule juridiction au monde<\/a> qui consid\u00e8re activement la possibilit\u00e9 de <\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">reconna\u00eetre<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\"> les cr\u00e9dits carbone internationaux de REDD+ qui pourraient \u00eatre vendus pour co<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">mpenser<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\"> les \u00e9missions de carbone des industriels en Californie au travers du syst\u00e8me \u00e9tatique obligatoire \u00ab<a href=\"http:\/\/www.arb.ca.gov\/cc\/capandtrade\/capandtrade.htm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">cap-and-trade<\/a><\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">\u00bb (un syst\u00e8me de plafonnement et d&rsquo;\u00e9change fond\u00e9 sur l&rsquo;intensit\u00e9 des \u00e9missions de <\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">c<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">arbone).<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">Toutefois, la Californie ne s\u2019est pas encore engag\u00e9e pour mettre en \u0153uvre la REDD et l\u2019\u00e9tat figure parmi les rares membres du GCF qui n\u2019ont pas encore sign\u00e9 l\u2019engagement de Rio Branco, bien que M. Nepstad esp\u00e8re que la Californie le fera bient\u00f4t.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">La mise en place de la REDD dans les lois sur le climat en Californie pourrait encourager les gouvernements des \u00e9tats et provinces du GCF qui mettent en place ces programmes de r\u00e9duction de la d\u00e9forestation, ce qui permettrait au programme de changement climatique en Californie \u00abd\u2019en avoir consid\u00e9rablement pour son argent\u00bb, explique M. Nepstad.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">Lorsque M. Nepstad a rencontr\u00e9 le <\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">g<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">ouverneur de Californie, Jerry Brown, il \u00e9tait profond\u00e9ment int\u00e9ress\u00e9 par <\/span><\/span><\/span><a href=\"http:\/\/www.sciencemag.org\/content\/344\/6188\/1118\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">l<\/span><\/span><\/span><\/a><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\"><a href=\"http:\/\/www.sciencemag.org\/content\/344\/6188\/1118\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">a r\u00e9ussite du Br\u00e9sil<\/a> en termes de ralentissement de la d\u00e9forestation. Et m\u00eame si le programme de REDD de la Californie a seulement l\u00e9g\u00e8rement baiss<\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">\u00e9 <\/span><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">les taux de d\u00e9forestation dans l\u2019Amazonie br\u00e9silienne, il pourrait doubler, voire tripler, les effets de la loi sur le ralentissement du changement climatique en encourageant les efforts r\u00e9gionaux, ajoute M. Nepstad.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">\u00abLa D\u00e9claration de Rio Branco repr\u00e9sente l\u2019une des meilleures solutions \u00e0 court terme pour le changement climatique, car les gouverneurs des \u00e9tats de for\u00eats tropicales ne demandent pas que ce soient les pays industrialis\u00e9s qui paient la totalit\u00e9 de la facture\u00bb, explique-t-il. A titre d\u2019exemple il cite Mato Grosso au Br\u00e9sil, une immense \u00e9conomie agricole qui a r\u00e9duit son taux de d\u00e9forestation <a href=\"\/\/www.cifor.org\/library\/4131\/export-oriented-deforestation-in-mato-grosso-harbinger-or-exception-for-other-tropical-forests\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">de plus de 80%<\/a>.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"font-size: small;\">\u00abSi c\u2019\u00e9tait un pays, il aurait \u00e9t\u00e9 parmi les premiers ralentisseurs du changement climatique dans le monde. Il repr\u00e9sente plus de la moiti\u00e9 de la r\u00e9duction de la d\u00e9forestation en Amazonie et n\u2019a pas re\u00e7u un centime\u00bb, affirme M.
