Ce sera la premi\u00e8re r\u00e9union des dirigeants du monde sur cette question depuis l&rsquo;\u00e9chec de la Conf\u00e9rence de Copenhague en 2009. Cette r\u00e9union a suscit\u00e9 des attentes importantes sur des annonces de financement.<\/span><\/span><\/p>\n<p><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">La r\u00e9union en juin des <\/span><\/span><a href=\"https:\/\/unfccc.int\/essential_background\/convention\/convention_bodies\/items\/2629.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #007eb3;\"><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">Organes Subsidiaires de la CCNUCC<\/span><\/span><\/span><\/a><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\"> (SB) et du <\/span><\/span><span style=\"color: #007eb3;\"><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\"><a href=\"http:\/\/unfccc.int\/bodies\/body\/6645.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Groupe de travail sp\u00e9cial de la plate-forme de Durban pour une action renforc\u00e9e<\/a> <\/span><\/span><\/span><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">(GPD) alors que le Pr\u00e9sident des Etats-Unis Barak Obama a annonc\u00e9 une r\u00e9duction de 30% des \u00e9missions issues des centrales \u00e9lectriques d&rsquo;ici 2030 et l&rsquo;accomplissement du <\/span><\/span><a href=\"http:\/\/www.gcfund.org\/home.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #007eb3;\"><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">Fonds Vert pour le Climat<\/span><\/span><\/span><\/a><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\"> (FVC), des points essentiels n\u00e9cessaires \u00e0 la mise en \u0153uvre du fonds.<\/span><\/span><\/p>\n<p><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">Les Parties esp\u00e9raient recueillir des informations des r\u00e9unions minist\u00e9rielles qui se sont tenues. Une place importante a \u00e9t\u00e9 accord\u00e9e \u00e0 la d\u00e9ception face \u00e0 l\u2019absence de ratifications des <\/span><\/span><a href=\"http:\/\/unfccc.int\/kyoto_protocol\/doha_amendment\/items\/7362.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #007eb3;\"><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">amendements au Protocole de Kyoto (PK)<\/span><\/span><\/span><\/a><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\"> qui devaient faciliter la deuxi\u00e8me p\u00e9riode d&rsquo;engagement, \u00e0 la la stagnation de l\u2019ambition des pays d\u00e9velopp\u00e9s de r\u00e9duire les \u00e9missions de gaz \u00e0 effet de serre et au manque continu d\u2019engagements financiers. De nombreux pays ont abord\u00e9 les processus nationaux en cours afin que les ratifications se produisent, pourtant aucune grande annonce n\u2019a \u00e9t\u00e9 faite.<\/span><\/span><\/p>\n<p><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">Le P\u00e9rou, pays h\u00f4te de la <\/span><\/span><a href=\"http:\/\/www.cop20.pe\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #007eb3;\"><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">20\u00e8me Conf\u00e9rence des Parties (COP 20) de la CCNUCC<\/span><\/span><\/span><\/a><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">, a fait sentir sa pr\u00e9sence. Avec un fort du soutien de la part des pays les moins avanc\u00e9s (PMA) et les petits Etats insulaires en d\u00e9veloppement (PEID), le P\u00e9rou a rappel\u00e9 \u00e0 chaque occasion aux Parties l&rsquo;urgence d&rsquo;agir et a pos\u00e9 des attentes \u00e9lev\u00e9es pour la r\u00e9union qui aura lieu en d\u00e9cembre \u00e0 Lima. Le prochain pr\u00e9sident de la COP, le ministre Manuel Pulgar-Vidal a pr\u00e9cis\u00e9 qu&rsquo;il esp\u00e9rait que des d\u00e9cisions seront prises \u00e0 Lima concernant l&rsquo;att\u00e9nuation pr\u00e9-2020, la REDD+, la capitalisation du FVC, les contributions pr\u00e9vues d\u00e9finies au niveau national (INDCs) ainsi qu\u2019un projet de texte pour un nouvel accord sur le climat.<\/span><\/span><\/p>\n<p><span style=\"font-family: Tahoma, sans-serif;\"><span lang=\"fr-FR\">On pourrait dire que les n\u00e9gociations de fond ont commenc\u00e9. Des points de divergence et de convergence commencent \u00e0 se cristalliser.
