Le r\u00f4le des for\u00eats est l&rsquo;un de ces th\u00e8mes. <\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Les ODD \u2013 un cadre propos\u00e9 pour remplacer les <\/span><\/span><span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.un.org\/millenniumgoals\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"font-family: Tahoma, sans-serif;\">Objectifs du Mill\u00e9naire pour le D\u00e9veloppement<\/span><\/a><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> (OMD) qui expirent en 2015 \u2013 sont destin\u00e9s \u00e0 guider les actions mondiales sur la sant\u00e9, la pauvret\u00e9, la faim, le climat et d&rsquo;autres d\u00e9fis du d\u00e9veloppement.<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Les for\u00eats les recoupent toutes.<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">\u00abLes for\u00eats sont importantes tout au long de l\u2019agenda du d\u00e9veloppement\u00bb, d\u00e9clare Peter Holmgren, Directeur g\u00e9n\u00e9ral du Centre de Recherche Foresti\u00e8re Internationale (CIFOR). \u00abElles sont importantes pour la s\u00e9curit\u00e9 alimentaire, la protection de l&rsquo;environnement, le changement climatique, l&rsquo;\u00e9conomie verte. Par cons\u00e9quent, on ne peut pas vraiment placer les for\u00eats dans une case. Nous devons d\u00e9terminer la mani\u00e8re dont les for\u00eats peuvent jouer un r\u00f4le pour l\u2019ensemble des ODD.\u00bb<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Les for\u00eats maintiennent l&rsquo;approvisionnement en eau, aident \u00e0 att\u00e9nuer le changement climatique et donnent un revenu, de la nourriture et des m\u00e9dicaments \u00e0 des milliards de personnes vivant dans l\u2019extr\u00eame pauvret\u00e9. Les d\u00e9cideurs politiques mondiaux connaissent bien la valeur des for\u00eats, mais les interventions de d\u00e9veloppement n&rsquo;ont pas r\u00e9ussi \u00e0 soutenir leurs contributions aux \u00e9cosyst\u00e8mes et aux moyens de subsistance.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">En outre, au cours des derni\u00e8res ann\u00e9es les cadres de d\u00e9veloppement mondiaux &#8211; dont les OMD &#8211; ont eu tendance \u00e0 \u00eatre sectoriels, en r\u00e9solvant des questions limit\u00e9es par des moyens limit\u00e9s. Par exemple, bien que les OMD aient r\u00e9alis\u00e9 des <\/span><\/span><span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.brookings.edu\/research\/articles\/2013\/02\/21-millennium-dev-goals-mcarthur\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"font-family: Tahoma, sans-serif;\">gains tangibles<\/span><\/a><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> en r\u00e9duisant la pauvret\u00e9 et la faim, tout en augmentant l&rsquo;acc\u00e8s \u00e0 l&rsquo;\u00e9ducation primaire et aux soins maternels, un de leurs <\/span><\/span><span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.un.org\/en\/development\/desa\/policy\/untaskteam_undf\/report.shtml\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"font-family: Tahoma, sans-serif;\">d\u00e9fauts document\u00e9s<\/span><\/a><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> a \u00e9t\u00e9 l\u2019incapacit\u00e9 d\u2019aborder l&rsquo;environnement d&rsquo;une mani\u00e8re int\u00e9gr\u00e9e et intersectorielle.<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">\u00abLes OMD ont \u00e9t\u00e9 tr\u00e8s sp\u00e9cifiques et souvent li\u00e9s \u00e0 un secteur\u00bb, a d\u00e9clar\u00e9 M. Holmgren lors d\u2019une interview.<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Cependant, m\u00eame dans le cas des ODD, les for\u00eats seules ne sauveront pas la mise: \u00abNous ne pouvons pas vraiment trouver de solutions si nous nous focalisons seulement sur les for\u00eats\u00bb, dit-il. Au lieu de cela, M. Holmgren recommande une <\/span><\/span><span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.forestsnews.org\/19791\/on-landscapes-part-2-what-are-landscapes#.UvCNmmS1baM\"><span style=\"font-family: Tahoma, sans-serif;\">approche paysag\u00e8re<\/span><\/a><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> \u2013 qui consid\u00e8re conjointement plusieurs secteurs dans une zone donn\u00e9e, tels que les for\u00eats et l&rsquo;agriculture \u2013 afin de fournir une base pour discuter de solutions communes.<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">\u00c0 cette fin, un ODD sur les \u00abpaysages durables\u00bb sera propos\u00e9 \u00e0 New York. La scientifique du CIFOR Daju Resosudarmo, invit\u00e9e \u00e0 parler au Groupe de travail ouvert de l&rsquo;ONU, fera appel aux membres pour qu\u2019ils envisagent un ODD traitant plusieurs fonctions du paysage, telles que la fourniture de moyens de subsistance, les services \u00e9cosyst\u00e9miques et la production alimentaire. Les for\u00eats sont un \u00e9l\u00e9ment majeur de ces fonctions, et elle fera valoir qu&rsquo;un ODD cibl\u00e9 sur les for\u00eats est potentiellement b\u00e9n\u00e9fique non seulement pour les for\u00eats elles-m\u00eames, mais pour la r\u00e9ussite des objectifs globaux de d\u00e9veloppement.<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">\u00abNous n\u2019examinons pas seulement comment les for\u00eats peuvent \u00eatre utilis\u00e9es pour l&rsquo;\u00e9radication de la pauvret\u00e9 et le d\u00e9veloppement durable\u00bb, a d\u00e9clar\u00e9 Mme Resosudarmo lors de ses commentaires pr\u00e9alables. \u00abNous pouvons \u00e9galement retourner la question et examiner comment un nouveau cadre de d\u00e9veloppement pourrait soutenir les for\u00eats et la foresterie dans l&rsquo;accomplissement de leurs multiples fonctions.\u00bb<\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Un ODD portant sur les paysages durables pourrait \u00eatre soutenu politiquement. Lors d&rsquo;une r\u00e9union du Forum sur les For\u00eats des Nations Unies en avril 2013, les repr\u00e9sentants du Ghana et de la Chine ont <\/span><\/span><span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.iisd.ca\/vol13\/enb13181e.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"font-family: Tahoma, sans-serif;\">plaid\u00e9 pour une approche transversale<\/span><\/a><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> des for\u00eats et du d\u00e9veloppement, avec un accent sur l&rsquo;\u00e9radication de la pauvret\u00e9. Les repr\u00e9sentants de l\u2019Indon\u00e9sie ont fait de m\u00eame en faisant appel \u00e0 un ODD qui <\/span><\/span><span style=\"color: #0000ff;\"><span style=\"text-decoration: underline;\"><a href=\"http:\/\/www.iisd.ca\/vol13\/enb13181e.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"font-family: Tahoma, sans-serif;\">\u00abinclue l&rsquo;\u00e9limination de la pauvret\u00e9, la croissance durable et l&rsquo;\u00e9quit\u00e9, et les for\u00eats\u00bb<\/span><\/a><\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">, plut\u00f4t qu&rsquo;un objectif isol\u00e9 sp\u00e9cifique aux for\u00eats.<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Dans l&rsquo;une des approbations gouvernementales les plus claires de cette approche jusqu\u2019ici, le Secr\u00e9taire g\u00e9n\u00e9ral du Minist\u00e8re des For\u00eats de l&rsquo;Indon\u00e9sie, Hadi Daryanto, a dit lors d&rsquo;une r\u00e9union de repr\u00e9sentants des minist\u00e8res indon\u00e9siens que leur pays devait \u00aballer au-del\u00e0 d&rsquo;une focalisation sur la r\u00e9colte de gains \u00e9conomiques \u00e0 partir de nos for\u00eats&#8230; et voir leur contribution \u00e0 d&rsquo;autres secteurs\u00bb.<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">\u00abAvec la mont\u00e9e de la classe moyenne en Asie du Sud-Est, la pression sur nos ressources naturelles pour l\u2019approvisionnement \u00e9nerg\u00e9tique et la s\u00e9curit\u00e9 alimentaire augmente\u00bb, a d\u00e9clar\u00e9 M. Daryanto cette semaine. \u00abPour r\u00e9pondre \u00e0 ces besoins, nous avons besoin d&rsquo;une approche int\u00e9gr\u00e9e. C&rsquo;est uniquement par ce moyen que nous pouvons assurer la gestion durable de nos paysages.\u00bb<\/span><\/span><\/p>\n<p lang=\"fr-FR\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">M.
