Le concept de paysage a suscit\u00e9 beaucoup d&rsquo;int\u00e9r\u00eat cette ann\u00e9e, mais il y a aussi eu beaucoup de questions sur ce que l&rsquo;on entend par \u00abpaysage\u00bb et comment une approche paysag\u00e8re pourrait r\u00e9ellement fonctionner. <\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"color: #000000;\">Dans une s\u00e9rie de blogs \u00e0 para\u00eetre dans les prochains jours, je vais r\u00e9capituler des r\u00e9flexions sur les paysages n\u00e9es de mes discussions avec de nombreux acteurs vari\u00e9s. Dans ces blogs, je ne cherche pas \u00e0 \u00eatre concluant ou m\u00eame scientifique, mais plut\u00f4t \u00e0 stimuler les pens\u00e9es et les commentaires en amont du Forum. <\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"font-family: Tahoma, sans-serif;\"><b><span style=\"color: #000000;\">Pour commencer, pourquoi le \u00abpaysage\u00bb est-il un concept si important?<\/span><\/b><\/span><\/p>\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">L&rsquo;approche paysag\u00e8re n&rsquo;est pas nouvelle dans le secteur du d\u00e9veloppement, de la conservation ou de la recherche. Nombreux sont ceux, <\/span><\/span><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\"><a href=\"\/\/www.cifor.org\/online-library\/browse\/view-publication\/publication\/4136.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">y compris le CIFOR<\/a>,<\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> qui ont soulign\u00e9 l&rsquo;importance de travailler au-del\u00e0 des secteurs sur le terrain. Ce qui est nouveau, cependant, c&rsquo;est le haut-niveau d&rsquo;int\u00e9r\u00eat de cette approche. Lors du pr\u00e9c\u00e9dent <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">CCNUCC<\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> COP, nous avons entendu que l&rsquo;accord post-2015 sur le climat pourrait <\/span><\/span><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\"><a href=\"http:\/\/www.forestsnews.org\/13112\/doha-future-climate-agreement-may-merge-agriculture-land-use-change-and-forestry#.UmnN6JSSBjY\">int\u00e9grer des probl\u00e9matiques li\u00e9es \u00e0 l&rsquo;agriculture et la foresterie<\/a> <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">\u2013 ce qui constitue le point de d\u00e9part du Forum mondial sur les paysages. De plus, le travail qui a fait suite \u00e0 Rio+20 sur le d\u00e9veloppement d&rsquo;un agenda post-2015 a <\/span><\/span><a href=\"http:\/\/www.forestsnews.org\/17063\/un-rapport-propose-des-objectifs-de-developpement-durable-quel-lien-avec-les-forets-et-les-paysages#.Um7AAZScGLk\"><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\">souvent insist\u00e9 sur l&rsquo;importance de solutions transversales<\/span><\/span><\/a><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">. Il semble que le timing et la prise de conscience soient favorables \u00e0 de nouvelles solutions et une acceptation plus large.<\/span><\/span><\/p>\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Il est vrai que certains commentaires ont \u00e9t\u00e9 moins constructifs, sugg\u00e9rant que le d\u00e9bat sur les paysages est une mode passag\u00e8re, qui s&rsquo;\u00e9vanouira bient\u00f4t, alors que des approches de statu quo, suppos\u00e9es plus robustes, persisteront. Je n&rsquo;en suis pas si s\u00fbr. <\/span><\/span><\/p>\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Quand on regarde les r\u00e9formes en cours de la<\/span><\/span><a href=\"https:\/\/m.devex.com\/news\/what-to-expect-from-jim-kim-s-global-practices-plan\/82043\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\"> Banque mondiale<\/span><\/span><\/a><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"> et de la <\/span><\/span><a href=\"http:\/\/www.fao.org\/home\/fr\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\">FAO<\/span><\/span><\/a><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">, ainsi que les <\/span><\/span><a href=\"http:\/\/www.cgiar.org\/our-research\/cgiar-research-programs\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\">programmes de recherche CGIAR<\/span><\/span><\/a><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">, il <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">est clair que les approches transversales et innovantes sont largement encourag\u00e9es. Nous devrions voir l&rsquo;approche paysag\u00e8re de la m\u00eame mani\u00e8re. <\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"font-family: Tahoma, sans-serif;\"><span style=\"color: #000000;\">M\u00eame si nous limitons le paysage \u00e0 l&rsquo;agriculture et la foresterie et aux personnes impliqu\u00e9es dans ces activit\u00e9s, il est clair que nous parlons d&rsquo;une part majeure de notre avenir commun. Nous d\u00e9pendons de l&rsquo;agriculture et la foresterie pour:<\/span><\/span><\/p>\n<ul>\n<li>\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Fournir <\/span><\/span><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\"><a href=\"\/\/www.cifor.org\/online-library\/browse\/view-publication\/publication\/4103.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">des revenus et des moyens de subsistance \u00e0 des milliards<\/a> <\/span><\/span><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">de personnes;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Produire toute notre nourriture et fibres naturelles, de m\u00eame que <\/span><\/span><a href=\"http:\/\/www.worldenergyoutlook.org\/publications\/weo-2010\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #a34625;\"><span style=\"font-family: Tahoma, sans-serif;\">10% de notre \u00e9nergie via la biomasse<\/span><\/span><\/a><span style=\"color: #544c4c;\"><span style=\"font-family: Tahoma, sans-serif;\">;<\/span><\/span><\/p>\n<\/li>\n<li>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Maintenir des services vitaux pour les \u00e9cosyst\u00e8mes, tels que la biodiversit\u00e9, l&rsquo;approvisionnement en eau, la r\u00e9silience de l&rsquo;\u00e9cosyst\u00e8me et la productivit\u00e9 des terres. <\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">En m\u00eame temps, ces secteurs polluent massivement l&rsquo;air, l&rsquo;eau et la chaine alimentaire \u2013 et causent <a href=\"http:\/\/www.ipcc.ch\/ipccreports\/far\/wg_III\/ipcc_far_wg_III_chapter_04.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><span style=\"color: #a34625;\">un-tiers de nos \u00e9missions de gaz \u00e0 effet de serre<\/span>. <\/a><\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Ajoutez d&rsquo;autres composants du paysage, tels que l&rsquo;\u00e9nergie renouvelable, les mines, les villes et les usages culturels, et il devient clair que les paysages constituent une part importante de notre avenir. <\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><b>Alors, qu&rsquo;esp\u00e9rons-nous am\u00e9liorer avec une approche paysag\u00e8re? <\/b><\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">La principale raison qui nous pousse \u00e0 explorer l&rsquo;approche paysag\u00e8re est que les secteurs terrestres ont eu de maigres r\u00e9sultats en cherchant des solutions dans leurs territoires institutionnels. Ils sont traditionnellement confin\u00e9s dans des bo\u00eetes, d\u00e9finies au cours de l&rsquo;histoire par l&rsquo;activit\u00e9 \u00e9conomique, les communaut\u00e9s professionnelles, les barri\u00e8res g\u00e9ographiques et les structures gouvernementales. <\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">L&rsquo;hypoth\u00e8se paysag\u00e8re de base est que nous trouverons de meilleures solutions si nous explorons les opportunit\u00e9s communes \u00e0 des secteurs \u00e9conomiques, disciplinaires et territoriaux disparates. Les solutions combin\u00e9es que nous trouverons seront meilleures qu&rsquo;une somme de leurs parties sectorielles sp\u00e9cifiques.<\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\"><i>En termes \u00e9conomiques, <\/i>une approche par les paysages cherchera \u00e0 r\u00e9duire, voire \u00e9liminer, les externalit\u00e9s entre les secteurs terrestres. <i>En termes de planification<\/i>, cela permettra de consid\u00e9rer un panel d&rsquo;options plus complet, \u00e9vitant des solutions trop restreintes. Cette approche encouragera aussi un plus large panel d&rsquo;intervenants \u00e0 tenir compte de plus d&rsquo;objectifs paysagers. Cela ne signifie pas que l&rsquo;approche paysag\u00e8re d\u00e9bouchera toujours sur des opportunit\u00e9s gagnant-gagnant, mais plut\u00f4t qu&rsquo;elle peut apporter un moyen de nous aider \u00e0 trouver de meilleurs compromis entre les objectifs. <\/span><\/span><\/p>\n<p align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">En conclusion, les paysages sont importants parce qu&rsquo;ils constituent une part majeure du d\u00e9veloppement durable. Pour r\u00e9it\u00e9rer une remarque faite par le chercheur du CIFOR Terry Sunderland <a href=\"http:\/\/www.forestsnews.org\/19628\/qa-scientist-terry-sunderland-describes-the-landscapes-approach#.UmnYYZSSBjY\"><span style=\"color: #a34625;\">dans une interview <\/span><\/a><a href=\"http:\/\/www.forestsnews.org\/19628\/qa-scientist-terry-sunderland-describes-the-landscapes-approach#.UmnYYZSSBjY\">r\u00e9cente<\/a><\/span>, les efforts payent sur le terrain et on obtient de meilleurs r\u00e9sultats quand les personnes se parlent. <\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">L&rsquo;approche paysag\u00e8re ne peut fonctionner qu&rsquo;\u00e0 travers des partenariats. Et nous esp\u00e9rons que certains de ces partenariats se forgerons le mois prochain lors du Forum mondial sur les paysages. <\/span><\/span><\/p>\n<p lang=\"fr-FR\" align=\"LEFT\"><span style=\"color: #000000;\"><span style=\"font-family: Tahoma, sans-serif;\">Dans mon prochain blog, j&rsquo;explorerai ce qu&rsquo;est un paysage, car vous avez \u00e9t\u00e9 nombreux \u00e0 demander une d\u00e9finition claire.
