Le d\u00e9cor \u00e9tait hautement symbolique : la chaleur humide de la for\u00eat tropicale, l\u2019immensit\u00e9 du fleuve Guam\u00e1 et l\u2019urgence palpable d\u2019un biome \u00e0 son point de rupture. Le test de r\u00e9alit\u00e9 du \u00ab Mutir\u00e3o \u00bb : diplomatie contre biophysique<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">La <mark style=\"background-color:rgba(0, 0, 0, 0);color:#87d552\" class=\"has-inline-color\">pr\u00e9sidence br\u00e9silienne<\/mark> a fortement pouss\u00e9 deux feuilles de route ambitieuses : l\u2019une pour l\u2019\u00e9limination progressive des combustibles fossiles ; l\u2019autre pour l\u2019arr\u00eat de la d\u00e9forestation. Dans les derni\u00e8res heures de n\u00e9gociation, l\u2019opposition des Like-Minded Developing Countries et de plusieurs \u00c9tats p\u00e9troliers a conduit \u00e0 la suppression de la feuille de route sur les combustibles fossiles. Suite \u00e0 cet \u00e9chec diplomatique, la feuille de route sur la d\u00e9forestation \u2014 li\u00e9e \u00e0 la premi\u00e8re \u2014 a \u00e9galement disparu du texte contraignant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>R\u00e9sultat&nbsp;?<\/strong> le <em>Global Mutir\u00e3o<\/em> se concentre sur l\u2019adaptation et la coop\u00e9ration g\u00e9n\u00e9rale, mais sans l\u2019autorit\u00e9 d\u2019un engagement contraignant pour stopper la perte foresti\u00e8re. Les deux feuilles de route deviennent de simples initiatives volontaires \u2014 une coalition de ceux qui le souhaitent, et non un mandat mondial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>\u00c0 retenir :<\/strong> le processus de la la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) a montr\u00e9 son incapacit\u00e9 \u00e0 int\u00e9grer la complexit\u00e9 du lien entre for\u00eats et climat. Les donn\u00e9es sont sans \u00e9quivoque : les r\u00e8gles du jeu ont chang\u00e9<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Pendant que les diplomates d\u00e9battaient des formulations, la biosph\u00e8re racontait une autre histoire. Les donn\u00e9es de 2024\u20132025 montrent une \u00e9volution dangereuse des moteurs de la d\u00e9forestation.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#87d552\" class=\"has-inline-color\">Nous sommes \u00e0 63 % en dehors de la trajectoire<\/mark><\/strong> : Pour atteindre l\u2019objectif de z\u00e9ro d\u00e9forestation en 2030, les r\u00e9ductions annuelles n\u00e9cessaires ne sont pas au rendez-vous ; les taux de 2024 restent largement trop \u00e9lev\u00e9s.<\/li>\n\n\n\n<li><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#87d552\" class=\"has-inline-color\">Le feu est devenu la nouvelle tron\u00e7onneuse<\/mark><\/strong> : Jadis, l\u2019agriculture (soja, b\u0153uf, etc\u2026) \u00e9tait le principal moteur de la perte de for\u00eats. En 2024, dans plusieurs r\u00e9gions, les incendies ont d\u00e9pass\u00e9 les d\u00e9frichements agricoles comme facteur de perte de for\u00eats primaires.<\/li>\n\n\n\n<li><strong><mark style=\"background-color:rgba(0, 0, 0, 0);color:#87d552\" class=\"has-inline-color\">La boucle de r\u00e9troaction<\/mark><\/strong> : Les s\u00e9cheresses induites par le climat ass\u00e8chent les for\u00eats tropicales, les rendant extr\u00eamement vuln\u00e9rables aux incendies, lesquels rel\u00e2chent d\u2019immenses quantit\u00e9s de CO\u2082, qui acc\u00e9l\u00e8rent encore le r\u00e9chauffement. Cela confirme l\u2019argument central du Br\u00e9sil : prot\u00e9ger les for\u00eats est impossible si les temp\u00e9ratures continuent de grimper.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-3-une-lueur-d-espoir-le-financement-et-les-droits\"><strong>3. Une lueur d\u2019espoir : le financement et les droits<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Si le r\u00e9sultat politique d\u00e9\u00e7oit, les avanc\u00e9es financi\u00e8res et li\u00e9es aux droits ouvrent une fen\u00eatre d\u2019espoir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Le <em>Tropical Forests Forever Facility<\/em> (TFFF)<\/strong>. C\u2019\u00e9tait la principale demande du Br\u00e9sil.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Le positif<\/strong> : Le m\u00e9canisme est innovant et officiellement lanc\u00e9. Il r\u00e9mun\u00e8re les nations pour leurs for\u00eats disponible, consid\u00e9r\u00e9es comme une classe d\u2019actifs, et pas seulement pour la d\u00e9forestation \u00e9vit\u00e9e.<\/li>\n\n\n\n<li><strong>Le n\u00e9gatif<\/strong> : Il n\u2019a re\u00e7u que 6,6 milliards USD d\u2019engagements initiaux, loin des 25 milliards n\u00e9cessaires pour r\u00e9orienter les incitations mondiales. Quelle est la prochaine \u00e9tape?<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Bel\u00e9m a montr\u00e9 qu\u2019il n\u2019existe pas de consensus g\u00e9opolitique pour un arr\u00eat contraignant de la d\u00e9forestation. L&rsquo;\u00e8re de la d\u00e9pendance aux n\u00e9gociations de l&rsquo;ONU pour \u00ab interdire \u00bb la d\u00e9forestation est probablement r\u00e9volue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La voie \u00e0 suivre repose sur trois piliers :<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>1. Des march\u00e9s carbone \u00e0 haute int\u00e9grit\u00e9<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Avec <a href=\"https:\/\/www.forestsnews.org\/153172\/natural-climate-solutions-article-6-4-cop30\">l\u2019op\u00e9rationnalisation de l\u2019Article 6.4<\/a>, les capitaux priv\u00e9s doivent affluer massivement vers la restauration des for\u00eats. Mais le march\u00e9 reste enferm\u00e9 dans une vision \u00ab carbone-tunnel \u00bb. La s\u00e9questration du carbone compte, mais les for\u00eats offrent des services encore plus imm\u00e9diats : r\u00e9gulation hydrique, temp\u00e9rature locale, biodiversit\u00e9.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Faire fonctionner le TFFF&nbsp;<\/strong>: Les engagements doivent \u00eatre rapidement d\u00e9caiss\u00e9s pour d\u00e9montrer que le mod\u00e8le fonctionne et peut attirer des capitaux institutionnels afin d\u2019atteindre l\u2019objectif de 25 milliards USD.
