En un momento decisivo para la conservaci\u00f3n del Cerrado, en el auditorio del WWF-Brasil, en Brasilia, el 29 de septiembre se llev\u00f3 a cabo el encuentro Di\u00e1logos sobre el financiamiento de la conservaci\u00f3n del Cerrado<\/em>. Promovido por CIFOR-ICRAF en Brasil, el evento convoc\u00f3 a representantes del Ministerio de Medio Ambiente de Brasil (MMA), del Banco Nacional de Desarrollo Econ\u00f3mico y Social (BNDES) y de diversas organizaciones internacionales y no gubernamentales para intercambiar experiencias sobre nuevas oportunidades de inversi\u00f3n en favor del bioma.<\/p>\n

Seg\u00fan Julio Sampaio, coordinador ejecutivo de programas de CIFOR-ICRAF en Brasil, es fundamental ampliar y diversificar los recursos financieros destinados a la conservaci\u00f3n del Cerrado, con especial atenci\u00f3n a las organizaciones de la sociedad civil y a los pueblos y comunidades tradicionales.<\/p>\n

Como ejemplo de oportunidad de financiamiento, Daniel Soeiro, representante del BNDES, present\u00f3 la convocatoria Floresta Viva 2025<\/em>, una iniciativa que apoya proyectos de restauraci\u00f3n ecol\u00f3gica con especies nativas y sistemas agroforestales (SAF), incluyendo actividades de conservaci\u00f3n en distintos biomas brasile\u00f1os, entre ellos, el Cerrado.<\/p>\n

Un bioma vital para Brasil y Am\u00e9rica del Sur<\/strong><\/p>\n

El Cerrado es el segundo bioma m\u00e1s grande de Am\u00e9rica del Sur y, seg\u00fan el Ministerio de Medio Ambiente, ocupa el 23,3 % del territorio brasile\u00f1o. Este bioma es un hotspot<\/em> de sabana, es decir, una zona de biodiversidad cr\u00edticamente amenazada por la destrucci\u00f3n. Asimismo, el Cerrado es conocido como la \u201ccuna de las aguas\u201d porque contiene las cabeceras de las tres mayores cuencas hidrogr\u00e1ficas de Sudam\u00e9rica: Amazonas-Tocantins, Paran\u00e1-Plata y S\u00e3o Francisco<\/p>\n

Adem\u00e1s de regular el clima y almacenar carbono en sus profundos suelos, este territorio es hogar de cerca de 25 millones de personas, entre ellas miles de pueblos y comunidades tradicionales que dependen directamente de sus ecosistemas para mantener sus medios de vida. Aun as\u00ed, sigue siendo uno de los biomas menos protegidos y m\u00e1s amenazados del continente, y su conservaci\u00f3n recibe escaso financiamiento de fondos internacionales, p\u00fablicos y privados.<\/p>\n

Actualizaci\u00f3n del Perfil Ecosist\u00e9mico del Cerrado: resultados preliminares<\/strong><\/p>\n

Un estudio preliminar, conducido por el equipo responsable de actualizar el Perfil Ecosist\u00e9mico del Cerrado, revel\u00f3 la baja representatividad del bioma en el financiamiento ambiental nacional e internacional.<\/p>\n

Creado por la Ley N.\u00ba 7.797\/1989, el Fondo Nacional del Medio Ambiente (FNMA) de Brasil tiene como objetivo apoyar proyectos orientados al uso racional y sostenible de los recursos naturales, con fondos no reembolsables. Entre 1990 y 2025, el Fondo apoy\u00f3 1496 proyectos, pero solo 128 se destinaron al Cerrado. De los 298 millones de reales brasile\u00f1os (R$) invertidos en \u00e1reas prioritarias, el bioma recibi\u00f3 apenas 33 millones.<\/p>\n

Otro gran desaf\u00edo se\u00f1alado por los investigadores es la dificultad para crear nuevas Unidades de Conservaci\u00f3n en esta parte del pa\u00eds, donde el agronegocio avanza r\u00e1pidamente. \u201cAunque las tierras ind\u00edgenas y los territorios quilombolas presentan mejores resultados en conservaci\u00f3n, est\u00e1n siendo amenazados. Tal vez podr\u00edamos tener un desempe\u00f1o a\u00fan mejor si existiera m\u00e1s financiamiento\u201d, reflexiona la investigadora Ana Cristina Barros.<\/p>\n

Una gu\u00eda estrat\u00e9gica para futuras inversiones<\/strong><\/p>\n

El Perfil Ecosist\u00e9mico del Cerrado<\/em>, publicado en 2016, describe las prioridades y acciones estrat\u00e9gicas de conservaci\u00f3n para el bioma y servir\u00e1 como gu\u00eda y base para el Critical Ecosystem Partnership Fund<\/em> (CEPF) en su segunda fase de inversiones (2025\u20132030), dirigida a organizaciones de la sociedad civil que trabajan por la conservaci\u00f3n de la biodiversidad.<\/p>\n

CIFOR-ICRAF es la instituci\u00f3n responsable de actualizar el Perfil, a partir de nuevas evidencias cient\u00edficas y talleres de consulta con la sociedad civil. La Red Cerrado es socia de la instituci\u00f3n en este proceso.<\/p>\n

El Perfil se considera estrat\u00e9gico para orientar las inversiones del CEPF en proyectos de conservaci\u00f3n de la biodiversidad y uso sostenible en los pr\u00f3ximos a\u00f1os. El CEPF es una iniciativa global que otorga subvenciones a la sociedad civil organizada para proteger los hotspots<\/em> de biodiversidad del mundo. Su objetivo es fortalecer la capacidad de la sociedad civil para gestionar y proteger ecosistemas de importancia global.<\/p>\n
