Si bien \u00c1frica Central est\u00e1 desesperada por contar con m\u00e1s investigadores forestales, las universidades africanas \u2013que con frecuencia son las \u00fanicas instituciones en el pa\u00eds con experiencia suficiente como para capacitarlos- \u201cno est\u00e1n priorizando la investigaci\u00f3n forestal y dejan a los estudiantes librados a su suerte\u201d, seg\u00fan dijo el investigador de CIFOR Fracois Hiol Hiol durante un taller llevado a cabo en Duala, Camer\u00fan, la semana pasada.<\/p>\n

\u201cExiste una verdadera necesidad de contar con planes nacionales para la investigaci\u00f3n forestal en \u00c1frica Central que puedan abordar acuciantes problem\u00e1ticas globales como la captura de carbono y REDD+\u201d, dijo.<\/p>\n

El taller era parte de un encuentro en el que investigadores, representantes gubernamentales y donantes de \u00c1frica Central, Europa y los Estados Unidos y Canad\u00e1 se reunieron durante una semana para determinar la orientaci\u00f3n futura de la investigaci\u00f3n forestal en \u00c1frica Central.<\/p>\n

En 2005, una encuesta llevada a cabo por CIFOR y la Organizaci\u00f3n de las Naciones Unidas para la Alimentaci\u00f3n y la Agricultura (FAO) revel\u00f3 que en total exist\u00edan menos de 10 investigadores forestales en la Rep\u00fablica Democr\u00e1tica del Congo. El n\u00famero de investigadores se hab\u00eda visto reducido dr\u00e1sticamente debido al SIDA, la guerra y la emigraci\u00f3n. Est\u00e1 claro que si el pa\u00eds desea salir alg\u00fan d\u00eda de la pobreza utilizando sus vastos recursos, deber\u00e1 fortalecer al sector forestal considerablemente.<\/p>\n

Alan Billand, del Instituto Franc\u00e9s de Investigaci\u00f3n Agr\u00edcola para el Desarrollo (CIRAD por sus siglas en franc\u00e9s), se\u00f1al\u00f3 que gran parte de los datos que se hallan en las instituciones de \u00c1frica Central se remontan a la era colonial hasta la d\u00e9cada de 1980, cuando muchos pa\u00edses se vieron obligados a reducir el financiamiento para la investigaci\u00f3n como parte de los programas de ajuste estructural. La investigaci\u00f3n no era considerada indispensable por los gobiernos que se vieron forzados a realizar recortes; por ello, se vio afectada considerablemente.<\/p>\n

Sin embargo, esto no significa que no se lleve a cabo investigaci\u00f3n alguna en la regi\u00f3n. El Observatorio de los Bosques Centrales Africanos recientemente determin\u00f3 que la investigaci\u00f3n relacionada con los bosques generalmente se refiere a la seguridad alimentaria y se lleva a cabo bajo los auspicios de los ministerios de agricultura.<\/p>\n

M\u00e1s aun, CIFOR ha apoyado en la capacitaci\u00f3n de estudiantes de maestr\u00eda y de doctorado en la Rep\u00fablica Democr\u00e1tica del Congo, aumentando as\u00ed la capacidad de investigaci\u00f3n forestal del pa\u00eds a nivel nacional en mil por ciento.<\/p>\n

Atraer el financiamiento p\u00fablico es uno de los principales problemas, dijeron los participantes del taller.<\/p>\n

\u201cHoy hay una gran demanda para la cooperaci\u00f3n y colaboraci\u00f3n entre instituciones [en \u00c1frica Central], pero no hay instituciones internacionales que financien actividades de investigaci\u00f3n\u201d, explic\u00f3 Billand.<\/p>\n

Richard Eba\u2019a Atyi, director de la oficina regional de CIFOR en Yaund\u00e9, Camer\u00fan expres\u00f3 su preocupaci\u00f3n de que la investigaci\u00f3n forestal en \u00c1frica Central pueda haber \u201cperdido visibilidad\u201d durante los \u00faltimos 30 a\u00f1os.<\/p>\n

\u201cPara atraer el financiamiento p\u00fablico, es necesario tener cierto grado de visibilidad\u201d, sostuvo. \u201cUno de nuestros principales problemas es la dificultad que tenemos para socializar nuestro trabajo con aquellos que se ven afectados por el.\u201d<\/p>\n

Los participantes del taller sugirieron crear un consorcio de instituciones de investigaci\u00f3n africanas a nivel nacional y subregional para poder compartir resultados y mejorar la capacidad de diseminar sus investigaciones.<\/p>\n","protected":false},"excerpt":{"rendered":"
