El sector privado, por supuesto, tiene que participar, pero sin los gobiernos, no pasar\u00e1 nada.\u00bb<\/p>\n<p>Noruega se ha comprometido con 2.8 billones en fondos bilaterales y multilaterales para la Reducci\u00f3n de Emisiones provenientes de la Deforestaci\u00f3n y Degradaci\u00f3n de los bosques (REDD+), seg\u00fan un <a href=\"http:\/\/www.odi.org.uk\/resources\/details.asp?id=6152&amp;title=redd-finance-delivery-lessons-early-experience\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">informe<\/a> publicado el pasado mes de noviembre por el Overseas Development Institute (ODI) y Heinrich Boll Stiftung. Adem\u00e1s de contribuir a los fondos multilaterales, como el del Fondo Cooperativo para el Carbono de los Bosques (FCPF por sus siglas en ingl\u00e9s), ha hecho compromisos de financiamiento bilateral, sobre todo con Brasil, Indonesia y Guyana.<\/p>\n<p>Solheim, el \u00fanico ministro que combina el medio ambiente con desarrollo internacional en su portafolio de proyectos, pidi\u00f3 a los gobiernos de los pa\u00edses desarrollados ser \u00abm\u00e1s audaces y tener mayor capacidad de asumir riesgos \u00bb en el dise\u00f1o de estrategias de desarrollo. Dijo creer que la nueva forma de dar apoyo internacional es teniendo a los gobiernos de los pa\u00edses en desarrollo al frente y dando compensaciones basadas en resultados, con una m\u00ednima interferencia en c\u00f3mo gastan los fondos.<\/p>\n<p>Sin embargo, este nuevo enfoque ha recibido algunas cr\u00edticas. Guyana, por ejemplo, planea emplear parte del financiamiento de Noruega en construir una presa hidroel\u00e9ctrica de 165 megavatios, que se estima resultar\u00e1 en la p\u00e9rdida de 4,500 hect\u00e1reas de bosque, lo que ha provocado protestas p\u00fablicas.
