Foto por Michael Padmanaba\/CIFOR.<\/figcaption><\/figure>\n<p>BEIJING, China (22 de noviembre de 2011) __ Los productos de madera que cuentan con la certificaci\u00f3n de manufactura con madera legalmente obtenida en cumplimiento con los nuevos est\u00e1ndares de la UE, no tendr\u00e1n necesariamente un precio m\u00e1s alto como lo pensaron los productores asi\u00e1ticos, quienes esperaban compensar el aumento en costos de producci\u00f3n debido a los requisitos de certificaci\u00f3n, dijeron funcionarios de la Uni\u00f3n Europea.<\/p>\n<p>\u201cNo creo que vayamos a ver ning\u00fan precio verde formalizado\u201d dijo Hugh Speechly, Coordinador del Programa de Gobernanza de Bosques y Comercio del Departamento de Desarrollo Internacional del Reino Unido, en el Di\u00e1logo 2011 de la Asociaci\u00f3n Forestal de Asia AFP (Asia Forest Partnership) en Beijing. Sin embargo, los productos de madera importados a la Uni\u00f3n Europea que cuenten con una licencia de los pa\u00edses que tienen acuerdos voluntarios de asociaci\u00f3n sobre madera (FLEGT-VPA), ser\u00e1n considerados como de riesgo cero, lo cual es un beneficio inmediato en el mercado, dijo.<\/p>\n<p>El a\u00f1o pasado, la UE firm\u00f3 una ley prohibiendo la venta en Europa de madera extra\u00edda ilegalmente a partir del 2013, siguiendo una regulaci\u00f3n similar emitida por los Estados Unidos en 2008. La UE e Indonesia firmaron el FLEGT-VPA, primero de su tipo en Asia, a inicios del presente a\u00f1o, donde se dice que la madera que cuente con un certificado emitido por el Sistema Nacional de Verificaci\u00f3n de Legalidad de la Madera del Sudeste Asi\u00e1tico (SVLK) ser\u00e1 considerada legal.<\/p>\n<p>\u201cEsperamos que la certificaci\u00f3n signifique un mejor precio\u201d dijo Iman Santoso, Director General de Utilizaci\u00f3n de Bosques del Ministerio Forestal de Indonesia. Los exportadores tendr\u00e1n que asumir costos adicionales para garantizar que los productos de madera que han comprado son legales y esto \u201cno es barato\u201d, agreg\u00f3. Vietnam, que fabrica productos de madera, expres\u00f3 una preocupaci\u00f3n similar durante las conversaciones.<\/p>\n<p>De acuerdo con el Instituto Forestal Europeo (EFI, por sus siglas en ingl\u00e9s), la madera extra\u00edda ilegalmente representa aproximadamente la mitad de productos de madera exportados desde Indonesia. Alrededor de 20 por ciento de productos de madera importados a los mercados de la UE son ilegales, estim\u00f3 EFI.<\/p>\n<p>Los pa\u00edses productores que cuentan con un acuerdo FLEGT-VPA con la UE, tienen ventaja sobre otros cuando exportan madera a pa\u00edses que transforman el material en diferentes productos para venderlos en el mercado europeo, tales como China y Vietnam, dijo Vincent van den Berk, Coordinador del Programa Asia FLEGT. Una licencia FLEGT verificar\u00eda la legalidad de la materia prima, dejando en manos de los pa\u00edses procesadores la verificaci\u00f3n de la legalidad de la elaboraci\u00f3n, dijo.<\/p>\n<p>Vincent indic\u00f3 que la UE est\u00e1 en negociaciones con Malasia y Vietnam para llegar a acuerdos FLEGT-VPA similares y podr\u00eda iniciar conversaciones con Tailandia y Laos el pr\u00f3ximo a\u00f1o.<\/p>\n<p>A nivel mundial, China es el importador m\u00e1s grande de madera ilegal por volumen, con alrededor de 20 por ciento de importaciones ilegales, seg\u00fan el estimado reciente de <span style=\"text-decoration: underline;\">Chatham House<\/span>. Los Estados Unidos, la UE y Jap\u00f3n representaron m\u00e1s de la mitad de las exportaciones de China en productos de madera, con env\u00edos en el orden de 5.1 mil millones de d\u00f3lares a la UE y 7.5 mil millones de d\u00f3lares a EE.UU en el 2009, de acuerdo con el informe de <span style=\"text-decoration: underline;\">Forest Trends<\/span>, financiado por la UE.<\/p>\n<p>Los precios dependen de la oferta y la demanda y podr\u00eda haber un precio mayor, una vez que las legislaciones hayan entrado en vigor, dijo Chen Hin Keong, Jefe del Programa Global de Comercio Forestal de TRAFFIC, en el Sudeste Asi\u00e1tico. Si no hay muchas compa\u00f1\u00edas que puedan abastecer madera legal verificada, habr\u00e1 competencia y los precios podr\u00edan subir, dijo.
