{"id":50161,"date":"2017-06-08T04:24:27","date_gmt":"2017-06-07T21:24:27","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=50161"},"modified":"2018-02-07T14:59:44","modified_gmt":"2018-02-07T07:59:44","slug":"dennis-del-castillo-del-iiap-peru-las-turberas-no-son-tierras-baldias","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/es\/50161\/dennis-del-castillo-del-iiap-peru-las-turberas-no-son-tierras-baldias","title":{"rendered":"Dennis del Castillo del IIAP-Per\u00fa: \u201cLas turberas no son tierras bald\u00edas\u201d"},"content":{"rendered":"<p>Del Per\u00fa a la Rep\u00fablica Democr\u00e1tica del Congo, y de la Rep\u00fablica Democr\u00e1tica del Congo a Indonesia, en los \u00faltimos a\u00f1os se han desarrollado diversas iniciativas de restauraci\u00f3n y gesti\u00f3n de turberas que han generado un inter\u00e9s creciente. \u00bfQu\u00e9 han producido estos esfuerzos hasta el momento y c\u00f3mo pueden incrementarse y mejorar en el futuro?<\/p>\n<p>Cient\u00edficos y formuladores de pol\u00edticas expresaron sus distintas perspectivas al compartir sus contextos nacionales y locales, desaf\u00edos, mejores pr\u00e1cticas y oportunidades para mejorar la gesti\u00f3n de las turberas en todo el mundo, en la sesi\u00f3n plenaria titulada <a href=\"http:\/\/www.landscapes.org\/peatlands\/agenda-item\/thursday-18-may-2017\/peatlands-matter-sharing-lessons-best-practices-latest-research-around-world\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><em>Peatlands around the world: Challenges and opportunities<\/em><\/a> (Turberas en el mundo: desaf\u00edos y oportunidades), celebrada durante el evento tem\u00e1tico <a href=\"http:\/\/www.landscapes.org\/peatlands\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><em>Global Landscapes Forum: Peatlands Matter<\/em><\/a> (Las turberas importan) realizado en Yakarta, Indonesia, el 18 de mayo pasado.<\/p>\n<p>El Foro reuni\u00f3 a 425 actores diversos del gobierno, el sector privado, el mundo cient\u00edfico y la sociedad civil, con el objetivo de acelerar la acci\u00f3n positiva en la gesti\u00f3n de las turberas globales.<\/p>\n<p><a href=\"http:\/\/www.landscapes.org\/peatlands\/speaker\/dennis-del-castillo\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Dennis del Castillo<\/a>, director del Programa de Investigaci\u00f3n en Manejo Integral del Bosque y Servicios Ambientales del Instituto de Investigaciones de la Amazon\u00eda Peruana (IIAP), fue uno de los expositores del panel. Luego de su participaci\u00f3n, Del Castillo convers\u00f3 con Los Bosques en las Noticias, para hablar sobre las acciones del Per\u00fa para la gesti\u00f3n sostenible de sus turberas.<\/p>\n\n<ul>\n<li><strong>\u00a0<\/strong><strong>\u00bfPor qu\u00e9 deben preocuparnos las turberas?<\/strong><\/li>\n<\/ul>\n<p>B\u00e1sicamente, necesitamos mucha educaci\u00f3n sobre las turberas porque, en general, son consideradas \u201ctierras bald\u00edas\u201d, algo que no son. Las turberas desempe\u00f1an un papel muy importante en t\u00e9rminos de mitigaci\u00f3n del clima y, tambi\u00e9n, en los medios de vida de las personas que viven en esas \u00e1reas. As\u00ed que las turberas no son tierras bald\u00edas en lo absoluto; en realidad, son tierras muy productivas.<\/p>\n<ul>\n<li><strong>Esa es una observaci\u00f3n interesante, que la gente ve las turberas como tierras bald\u00edas. \u00bfPor qu\u00e9 cree que tienen esta impresi\u00f3n?<\/strong><\/li>\n<\/ul>\n<p>Lo que ocurre es que cuando uno ve turberas, ve diferentes tipos de pantanos en los que se puede encontrar diversos tipos de serpientes y animales, por lo que casi todos les temen. De ah\u00ed que muchos creen que son tierras bald\u00edas. Pero no es el caso. Simplemente representan vida.<\/p>\n<ul>\n<li><strong>Las turberas suelen caer en una zona gris entre la conservaci\u00f3n econ\u00f3mica y el desarrollo econ\u00f3mico, intereses que en ocasiones pueden entrar en conflicto. \u00bfCu\u00e1l es la mejor manera de conciliar estos intereses y crear m\u00e1s comunicaci\u00f3n entre los gobiernos y las comunidades locales en lo que respecta a la gesti\u00f3n de las turberas?<\/strong><\/li>\n<\/ul>\n<p>Lo que ocurre es que, debido a como hemos sido educados, creemos que algunas personas son silvicultoras, otras agr\u00f3nomas, otras bi\u00f3logas y otras administradoras pesqueras&#8230; y entonces vamos todos en direcciones distintas.<\/p>\n<p>Pero cuando hablamos de turberas, tenemos que trabajar juntos para entendernos. Porque esa es la \u00fanica manera de comprender qu\u00e9 son las turberas y c\u00f3mo gestionarlas. Si todos vamos en direcciones distintas, estamos perdiendo nuestro tiempo porque estamos perdiendo la oportunidad de trabajar juntos para gestionarlas mejor.<\/p>\n\n<ul>\n<li><strong>\u00bfPuede hablarme un poco sobre la situaci\u00f3n de las turberas en el Per\u00fa, donde usted vive?<\/strong><\/li>\n<\/ul>\n<p>Por supuesto. Es un lugar muy especial. En primer lugar, quiero diferenciar entre las turberas que hay aqu\u00ed en Indonesia y las turberas en el Per\u00fa. [En lo que respecta a] las turberas en Indonesia, la mayor\u00eda han sido destruidas debido a la gran cantidad de plantaciones de palma aceitera.<\/p>\n<p>Lo que sucede en el Per\u00fa es muy diferente. All\u00e1, tenemos diversas frutas. De hecho, <a href=\"https:\/\/www.youtube.com\/watch?v=BEQeE0WTjbs\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><em>esta ma\u00f1ana habl\u00e9 sobre la palmera aguaje<\/em><\/a>. Es una fruta deliciosa. Y contamos con cinco millones de hect\u00e1reas de ella. Es una planta que nos proporciona una econom\u00eda, alimento y biodiversidad. As\u00ed que nuestro enfoque en el Per\u00fa es c\u00f3mo preservar y gestionar esas turberas con aguaje, la palmera de la que hablo. Tenemos ese enfoque, en lugar de destruirlas. Esa es la diferencia que existe entre las turberas en la Amazonia peruana y aqu\u00ed en Indonesia.<\/p>\n<ul>\n<li><strong>En Indonesia, luego de la crisis de los incendios y humaredas de 2015, el gobierno indonesio instituy\u00f3 una pol\u00edtica de \u201cno quema\u201d en las turberas. \u00bfEl gobierno peruano tiene pol\u00edticas similares?<\/strong><\/li>\n<\/ul>\n<p>No tenemos problemas en cuanto a la quema de turberas porque [en el Per\u00fa] el enfoque es salvar esas turberas, dado que ya contamos con productos procedentes de ellas, como aguaje, pescado, madera, etc\u00e9tera.<\/p>\n<p>Cuidamos las turberas porque constituyen nuestra econom\u00eda. No necesitamos destruirlas. Necesitamos seguir ayudando a la poblaci\u00f3n local y a la econom\u00eda nacional.<\/p>\n\n<ul>\n<li><strong>Usted tiene mucha experiencia en el trabajo con comunidades locales. \u00bfCu\u00e1l cree que es la mejor manera de comprometerlas y movilizarlas para que se involucren en la gesti\u00f3n sostenible de las turberas?<\/strong><\/li>\n<\/ul>\n<p>Le dir\u00e9 algo: he tenido la suerte de trabajar en diferentes partes del mundo. Trabaj\u00e9 en \u00c1frica; trabaj\u00e9 en la Amazonia. Creo que el enfoque que funciona mejor es simplemente ir con una mente abierta, hablar con los agricultores locales y tratar de aprender de ellos.<\/p>\n<p>Cometemos un gran error cuando vamos y tratamos de ense\u00f1arles c\u00f3mo manejar su biodiversidad. Nadie es mejor que los agricultores locales cuando se trata de la gesti\u00f3n local de la biodiversidad.<\/p>\n<ul>\n<li><strong>Y Dennis, \u00bfqu\u00e9 lo trajo hoy al Global Landscapes Forum?<\/strong><\/li>\n<\/ul>\n<p>Estoy tratando de aprender c\u00f3mo se aborda [el tema de las] turberas aqu\u00ed [en Indonesia]. Y tambi\u00e9n busco intercambiar ideas con personas de otros lugares: de \u00c1frica, de otras partes de Asia, e incluso de la Amazonia, porque aqu\u00ed he conocido a algunos peruanos a quienes nunca conoc\u00ed en el Per\u00fa.
