El PNUMA publicar\u00e1 a finales de este a\u00f1o una Evaluaci\u00f3n Global de Respuesta R\u00e1pida sobre las turberas, a la que seguir\u00e1 el pr\u00f3ximo a\u00f1o una evaluaci\u00f3n cient\u00edfica global en profundidad sobre las turberas, que esperamos ayude a todos los pa\u00edses a responder las siguientes preguntas: <em>\u00bfContamos con turberas? \u00bfD\u00f3nde se encuentran? \u00bfQu\u00e9 tan grandes son? \u00bfCu\u00e1nto carbono contienen? \u00bfQu\u00e9 se puede hacer para protegerlas?<\/em>\u201d.<\/p>\n<p><em> <\/em><em>Lea a continuaci\u00f3n la transcripci\u00f3n completa de la entrevista:<\/em><\/p>\n<ul>\n<li><strong>\u00bfCu\u00e1l es la importancia de las turberas? \u00bfCu\u00e1l es su papel en las estrategias de adaptaci\u00f3n y mitigaci\u00f3n del cambio clim\u00e1tico y en las metas de desarrollo m\u00e1s generales?<\/strong><\/li>\n<\/ul>\n<p>Las turberas son ecosistemas fascinantes. Se encuentran en 180 pa\u00edses, por lo que probablemente haya una cerca de usted, donde quiera que est\u00e9. Son uno de los ecosistemas menos comprendidos. Solo recientemente hemos descubierto que tienen enormes dep\u00f3sitos de carbono. B\u00e1sicamente, durante miles de a\u00f1os, la materia org\u00e1nica se ha ido acumulando [en ese lugar]. As\u00ed que, en lo que respecta al clima, existe un enorme potencial de mantener ese carbono en la tierra y seguir secuestrando [m\u00e1s], o que funcionen como sumideros de carbono.<\/p>\n<p>Las turberas representan solo el 3 por ciento de la superficie terrestre mundial, pero probablemente son responsables del 5 por ciento de todas las emisiones de gases de efecto invernadero. Si logramos evitar esa fuga, ello probablemente nos dar\u00eda suficiente impulso para alcanzar el objetivo del Acuerdo de Par\u00eds de mantenernos dentro de los 2 grados de calentamiento global. Si no logramos evitar esa fuga de incendios y degradaci\u00f3n de turberas, puede que sea muy dif\u00edcil mantenernos dentro de l\u00edmites seguros y dentro de la meta del Acuerdo de Par\u00eds.<\/p>\n<div class='short-quote'>\n\t\t\t<blockquote>\n\t\t\t\t<p><\/p>\n\t\t\t\t<footer>\n\t\t\t\t\t<cite title='Source Title'><\/cite>\n\t\t\t\t<\/footer>\n\t\t\t<\/blockquote>\n\t\t<\/div>\n<ul>\n<li><strong>\u00bfLos pa\u00edses que ya cuentan con programas de REDD+ en marcha est\u00e1n aprovechando plenamente el potencial de las turberas para la mitigaci\u00f3n y adaptaci\u00f3n al cambio clim\u00e1tico?<\/strong><\/li>\n<\/ul>\n<p>A\u00fan no. Por ejemplo, Indonesia cuenta con un nivel de  referencia de emisiones forestales seg\u00fan la Convenci\u00f3n sobre el Clima, para medir cu\u00e1ntas emisiones genera y de qu\u00e9 manera quiere reducirlas, pero <em>no <\/em>toma en cuenta los dep\u00f3sitos de turba ni los incendios que se producen en las turberas.<\/p>\n<p>La misma situaci\u00f3n ocurre en muchos otros pa\u00edses donde la turba a\u00fan no ha sido incluida en dichas iniciativas, pero vemos que esto est\u00e1 empezando a cambiar. Los pa\u00edses est\u00e1n m\u00e1s atentos a las posibilidades y desaf\u00edos [de las turberas].<\/p>\n<p>Es por ello que [el PNUMA] ha promovido la <em><a href=\"http:\/\/www.landscapes.org\/glf-marrakesh\/launchpad\/wednesday-16-november\/global-peatlands-initiative\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Global Peatlands Initiative<\/a><\/em> (Iniciativa Global para las Tuberas), que re\u00fane a m\u00e1s de 20 organizaciones internacionales y pa\u00edses como los de la cuenca del r\u00edo Congo, Per\u00fa e Indonesia, para analizar c\u00f3mo integrar mejor las turberas en sus Objetivos de Desarrollo Sostenible y en las iniciativas clim\u00e1ticas que se est\u00e1n realizando.<\/p>\n\n<ul>\n<li><strong>Cu\u00e9nteme un poco m\u00e1s acerca de la iniciativa que acaba de mencionar. Por lo que entiendo, fue presentada en otro evento del <em>Global Landscapes Forum<\/em>.<\/strong><\/li>\n<\/ul>\n<p>As\u00ed es, en Marrakech. La lanzamos reci\u00e9n el a\u00f1o pasado, en noviembre de 2016. Y ahora tenemos m\u00e1s de 20 socios. Nuestro objetivo es armonizar mejor todos los datos y el apoyo que la comunidad internacional puede aportar a pa\u00edses como Indonesia y la Rep\u00fablica Democr\u00e1tica del Congo, y a trav\u00e9s de ello esperamos tambi\u00e9n sensibilizar a los responsables de la formulaci\u00f3n de pol\u00edticas (ministros del ambiente, ministros de finanzas, ministros de planificaci\u00f3n) sobre el hecho de que las turberas son probablemente los ecosistemas terrestres m\u00e1s importantes para la lucha contra el cambio clim\u00e1tico.<\/p>\n<ul>\n<li><strong>\u00bfCu\u00e1les son algunos de los desaf\u00edos que los pa\u00edses tienen para aprovechar plenamente el potencial de las turberas?<\/strong><\/li>\n<\/ul>\n<p>En primer lugar, muchos pa\u00edses no saben d\u00f3nde figuran  las turberas en la Convenci\u00f3n sobre el Clima. Hace muchos a\u00f1os, en Kenia, en 2006, los negociadores sobre el clima trataron de introducir las turberas en la discusi\u00f3n, pero algunos pa\u00edses dijeron: <em>\u201cPero no tenemos turberas\u201d<\/em>, entre ellos el anfitri\u00f3n, Kenia. Sin embargo, a cinco kil\u00f3metros de la sede de la convenci\u00f3n hab\u00eda una gran cantidad de turberas. Simplemente no sab\u00edan d\u00f3nde estaban.<\/p>\n<p>Reci\u00e9n estamos empezando a tener ese conocimiento. El segundo punto es que en muchos casos \u2014e Indonesia es en este momento el pa\u00eds m\u00e1s importante en lo que respecta a este tema\u2014 una gran cantidad de estas \u00e1reas se encuentran en producci\u00f3n agr\u00edcola. Sol\u00edan ser turberas, pero a menudo son drenadas y hay plantaciones y campos agr\u00edcolas en ellas. Y la problem\u00e1tica de los incendios que vemos en Indonesia se debe en gran medida a este drenaje de las turberas.<\/p>\n\n<ul>\n<li><strong>\u00bfQu\u00e9 espera lograr con este Global Landscapes Forum aqu\u00ed en Yakarta? \u00bfQu\u00e9 aportes le gustar\u00eda tener al final del d\u00eda?<\/strong><\/li>\n<\/ul>\n<p>Bueno, pienso que el lema de este evento \u2014Peatlands Matter (Las turberas importan), es el n\u00facleo del mensaje que queremos transmitir a los responsables de la formulaci\u00f3n de pol\u00edticas.<\/p>\n<p>Las turberas son importantes para el clima, pero tambi\u00e9n para el desarrollo. Se trata de millones de hect\u00e1reas de tierra en muchos pa\u00edses tropicales. Hay millones de personas que dependen de ellas para su sustento. En algunos casos, son sobreutilizadas, sobreexplotadas, mal gestionadas o drenadas a demasiada profundidad, al punto que la capa fre\u00e1tica baja demasiado su nivel. Tenemos que revertir esta situaci\u00f3n y asegurarnos de que las turberas sean gestionadas con \u00e9xito.<\/p>\n<p>Aqu\u00ed en el <em>Global Landscapes Forum<\/em> estamos escuchando muchos ejemplos exitosos de c\u00f3mo lograrlo. Nos gustar\u00eda llevar estos ejemplos a otros pa\u00edses \u2014algunos que est\u00e1n presentes aqu\u00ed hoy, y algunos que no\u2014.
