\u201cImplementaci\u00f3n, Implementaci\u00f3n, Implementaci\u00f3n, aunque no necesariamente en ese orden\u201d. Esta fue la respuesta que \u00c1ngel Gurria, Secretario General de la Organizaci\u00f3n para la Cooperaci\u00f3n y el Desarrollo Econ\u00f3micos (OECD, por su sigla en ingl\u00e9s) brind\u00f3 durante la Semana Mundial del Agua<\/a> en Estocolmo al ser consultado sobre las tres estrategias prioritarias en las que el sector h\u00eddrico debe concentrarse este a\u00f1o.<\/p>\n

Estocolmo, conocida como la ciudad del agua, fue la sede de la edici\u00f3n n\u00famero 26 de este evento anual cuyo tema fue \u201cAgua para el crecimiento sostenible\u201d. Gran parte de la atenci\u00f3n en la plenaria de apertura se centr\u00f3 en celebrar la adopci\u00f3n del sexto Objetivo de Desarrollo Sostenible (ODS): \u00abAgua limpia y la saneamiento\u00bb<\/a>, y en c\u00f3mo puede ser alcanzado. Luego se discuti\u00f3 de qu\u00e9 forma el agua podr\u00eda posicionarse como medio para alcanzar varios, si es que no todos, los dem\u00e1s ODS.<\/p>\n

Tambi\u00e9n se enfatiz\u00f3 que aunque 2015 fue un a\u00f1o productivo en t\u00e9rminos de identificar objetivos y crear mandatos, 2016 debe ser el momento para que estos compromisos se transformen en acciones. Finalmente, parece haber un consenso razonablemente universal de que tal progreso solo se pudo alcanzar mediante el desarrollo de soluciones hol\u00edsticas que integraron los objetivos de m\u00faltiples sectores.<\/p>\n

Hubo dos notables observaciones hechas durante el inicio de las discusiones. Primero, la evidente relaci\u00f3n entre los objetivos del sector h\u00eddrico y los del sector forestal (y presumiblemente agr\u00edcola, energ\u00e9tico, industrial, pesquero, etc.).<\/p>\n

Si nos preguntamos si \u00bfel sector forestal celebra la inclusi\u00f3n del objetivo 15.2? La respuesta es, s\u00ed. \u00bfSe cree que el alcanzar los compromisos del sector forestal es fundamental para satisfacer otros ODS? S\u00ed. \u00bfSe busca alcanzar soluciones hol\u00edsticas? S\u00ed. En efecto, en ocasiones parec\u00eda que si se hubiera cambiado el t\u00e9rmino \u201cagua\u201d por el de \u201cbosque\u201d, esta hubiera podido ser la Semana Mundial de los Bosques. Esto es, sin embargo, alentador, pues claramente fortalece el apoyo a la noci\u00f3n de integraci\u00f3n como catalizador potencial de progreso. La segunda observaci\u00f3n quiz\u00e1 sea motivo de preocupaci\u00f3n: en tanto que se entiende que el agua es el asunto central y se represent\u00f3 muy bien el sector h\u00eddrico, era notable la falta de representaci\u00f3n de otros sectores (forestal, agr\u00edcola, privado y dem\u00e1s), lo cual abre el siguiente interrogante \u00bfc\u00f3mo lograr la integraci\u00f3n cuando las personas que reciben el serm\u00f3n ya se han convertido?<\/p>\n

Desaf\u00edos y soluciones<\/strong><\/p>\n

Con el trascurso de la semana, la congruencia entre agua y bosques trascendi\u00f3 los objetivos comunes para incluir tanto los desaf\u00edos como las soluciones. Estos desaf\u00edos har\u00e1n eco a los presentes en el sector forestal: falta de voluntad pol\u00edtica, desalineaci\u00f3n de objetivos pol\u00edticos con las capacidades t\u00e9cnicas, cuestiones sobre c\u00f3mo alcanzar la equidad de g\u00e9nero, falta de compromiso del sector privado, un modelo de negocio d\u00e9bil para la inversi\u00f3n en el sector, necesidad de un marco confiable de monitoreo, estrategias poco claras de la forma de incentivar el compromiso m\u00e1s all\u00e1 de los ciclos de un proyecto, y otros m\u00e1s.<\/p>\n

Es interesante, y de alg\u00fan modo desalentador, que las soluciones que se ofrecieron sonaban familiares: un mayor compromiso de todos los actores involucrados (gubernamentales y no gubernamentales) en alcanzar los ODS, requisito para que los Gobiernos logren pol\u00edticas coordinadas para abordar los objetivos a trav\u00e9s de metas (con el agua como fundamento para todos); el desarrollo de un sistema de monitoreo que puede brindar evaluaciones regulares del progreso; gesti\u00f3n mejorada de los recursos naturales; m\u00e1s requisitos de sostenibilidad y confiabilidad por parte del sector comercial; un di\u00e1logo mejorado con el sector privado; y, por supuesto, un enfoque multisectorial m\u00e1s integrado.<\/p>\n

Lamentablemente falt\u00f3 en varias discusiones la inclusi\u00f3n de la dif\u00edcil pregunta sobre c\u00f3mo estas amplias y gen\u00e9ricas soluciones se van a configurar en la pr\u00e1ctica. Incluso se puede argumentar que lo que aqu\u00ed se present\u00f3, de hecho no son soluciones, sino meras recomendaciones.<\/p>\n

Sin embargo, existe una oportunidad. Quiz\u00e1 no es exactamente \u201csoluciones\u201d los que debamos buscar. A pesar de las ambiciones de los ODS, los desaf\u00edos mundiales en relaci\u00f3n con la pobreza, el hambre, la seguridad h\u00eddrica, y la conservaci\u00f3n de la biodiversidad no se van a resolver en el futuro cercano. Por lo tanto, m\u00e1s que en soluciones debemos concentrar esfuerzos en enfoques integrados para que gu\u00eden estos temas. Se hizo notar que los ODS brindan un marco \u00fatil para la acci\u00f3n, y el conjunto de metas claramente definidas ciertamente ilustra, a escala global, lo que se necesita hacer. Y a pesar de la naturaleza sectorial de los objetivos individuales que quiz\u00e1 incrementan la propensi\u00f3n de soluciones sectoriales, parece la visi\u00f3n hol\u00edstica se ha tomado en cuenta.<\/p>\n

A nivel subnacional (donde se har\u00e1n los esfuerzos de implementaci\u00f3n) parece que los impulsos contin\u00faan en desarrollo. A pesar de los desaf\u00edos inherentes de la implementaci\u00f3n, un enfoque integrado de paisaje ofrece un punto de partida potencial como un marco conceptual. Con la atenci\u00f3n en el di\u00e1logo entre m\u00faltiples actores y el manejo adaptativo, un enfoque de paisaje intenta integrar la pol\u00edtica con la pr\u00e1ctica, y equilibrar mejor los objetivos para estimular el logro de paisajes m\u00e1s sostenibles. Durante la cuarta edici\u00f3n del Global Landscapes Forum<\/a><\/em> programado para noviembre, se buscar\u00e1 estimular a los sectores a comprometerse m\u00e1s all\u00e1 de sus \u00e1reas, y ser\u00e1 interesante observar si se puede lograr avanzar en la integraci\u00f3n, la implementaci\u00f3n y, algo muy importante, el tema del \u201c\u00bfc\u00f3mo lograrlo?\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"
