Foto cortes\u00eda Pixabay.<\/figcaption><\/figure>\n<p>Mientras nuestro inter\u00e9s contin\u00faa centrado en los Objetivos de Desarrollo Sostenible y el nuevo acuerdo clim\u00e1tico como herramientas para asegurar nuestro futuro en el planeta, es evidente que muchos de los retos urgentes que debe enfrentar la humanidad se encuentran en los paisajes rurales del mundo. Y es all\u00ed tambi\u00e9n donde debemos encontrar muchas de las soluciones.<\/p>\n<p>Para ayudar a identificar algunas de estas soluciones, doscientos actores, incluidos varios l\u00edderes de las organizaciones del sector de financiamiento y  el desarrollo, se reunieron en Londres el pasado 10 de junio durante el <a title=\"Opens in a new window\" href=\"http:\/\/www.landscapes.org\/london\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Global Landscapes Forum: The Investment Case<\/a>, evento coordinado por CIFOR, el Banco Mundial, el Banco Europeo de Inversiones y el PNUMA.<\/p>\n<p>Nuestra meta: encontrar soluciones para promover  inversiones en paisajes sostenibles, prestando especial atenci\u00f3n a las necesidades de los peque\u00f1os agricultores del mundo. Menuda tarea.<\/p>\n<p><strong>UN MUNDO LLENO DE DESAF\u00cdOS<\/strong><\/p>\n<p>Nuestras ambiciones y aspiraciones se fundamentan en lo siguiente:<\/p>\n<ul>\n<li>Buscamos garantizar suficientes alimentos, nutritivos y sostenibles, para una poblaci\u00f3n cada vez m\u00e1s grande.<\/li>\n<li>Miles de millones de personas, en su mayor\u00eda peque\u00f1os agricultores o actores que participan en las cadenas de valor de productos, continuar\u00e1n obteniendo sus ingresos y bienestar de los paisajes.<\/li>\n<li>La energ\u00eda rural renovable, generada a partir de la biomasa o de otras fuentes, es esencial para mantener las luces encendidas y los hervidores funcionando, sobre todo para los pobres.<\/li>\n<li>La conservaci\u00f3n y el uso sostenible de nuestra biodiversidad terrestre es una estrategia de supervivencia a largo plazo que forma parte de los paisajes rurales.<\/li>\n<li>Nuestra necesidad de agua potable deber\u00e1 alcanzarse mediante un manejo efectivo de cuencas e irrigaci\u00f3n.<\/li>\n<li>Dependemos de los paisajes para mitigar el cambio clim\u00e1tico, regular condiciones regionales y locales, y para asegurar la resiliencia de los medios de vida y los sistemas alimentarios ante la variabilidad clim\u00e1tica.<\/li>\n<\/ul>\n<p>Todo esto, y m\u00e1s, lo podemos lograr trav\u00e9s de los paisajes sostenibles. Estos paisajes deber\u00edan ser prioritarios en una agenda para el futuro, junto con mejoras en la salud y la nutrici\u00f3n, igualdad de oportunidades y prosperidad para todos.<\/p>\n<p>Estos temas, adem\u00e1s, est\u00e1n \u00edntimamente relacionados.<\/p>\n<p>No se trata de una novedad. Durante los \u00faltimos <a title=\"Opens in a new window\" href=\"http:\/\/www.un-documents.net\/aconf48-14r1.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">43 a\u00f1os<\/a> hemos estado hablando, al m\u00e1s alto nivel pol\u00edtico, de la estrecha vinculaci\u00f3n entre las agendas del medio ambiente y del desarrollo y tambi\u00e9n, durante los \u00faltimos <a title=\"Opens in a new window\" href=\"http:\/\/newsroom.unfccc.int\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">21 a\u00f1os<\/a>, sobre la urgencia de hacer frente al cambio clim\u00e1tico.<\/p>\n<p>Sin embargo, durante estas d\u00e9cadas tambi\u00e9n hemos visto el constante incremento de la poblaci\u00f3n mundial, del uso de los recursos naturales, el desarrollo econ\u00f3mico en general y tambi\u00e9n de las emisiones de gases de efecto invernadero.<\/p>\n<p>Al mismo tiempo, la pobreza, la inseguridad alimentaria y la degradaci\u00f3n del medio ambiente han continuado sin evidenciar mejoras a un ritmo suficientemente r\u00e1pido.<\/p>\n<p><strong>REVERTIR LAS TENDENCIAS<\/strong><\/p>\n<p>Me gustar\u00eda destacar tres factores que, en conjunto, podr\u00edan representar un cambio de paradigma desde donde tal vez podamos empezar a hablar no s\u00f3lo de detener tendencias destructivas, sino de revertirlas tambi\u00e9n.<\/p>\n<p>El primer factor se refiere a los derechos. Es justo decir que los derechos de los pueblos ind\u00edgenas y las comunidades locales est\u00e1n siendo reconocidos, como lo ha demostrado por ejemplo la <a title=\"Opens in a new window\" href=\"http:\/\/www.rightsandresources.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Iniciativa para los Derechos y Recursos (RRI)<\/a> de la que CIFOR es socio y tambi\u00e9n <a title=\"Opens in a new window\" href=\"http:\/\/www.cgdev.org\/blog\/indigenous-peoples-rights-and-redd\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">por la atenci\u00f3n prestada<\/a> en las negociaciones e implementaci\u00f3n de REDD+ en los \u00faltimos a\u00f1os.<\/p>\n<p>La palabra \u2019derechos\u2019 cubre un campo muy amplio y podr\u00eda incluir un acceso justo a mercados y capital para actores menos favorecidos. Mantener la tem\u00e1tica de los derechos en la agenda es sin duda un factor clave para el \u00e9xito.<\/p>\n<p>En segundo lugar, el sector financiero privado parece estar entendiendo que los retornos financieros de los paisajes realmente pueden ofrecer una opci\u00f3n bastante <a title=\"Opens in a new window\" href=\"http:\/\/www.economist.com\/news\/britain\/21652355-wealthy-investors-are-branching-out-evergreen-new-asset-class-where-money-grows-trees\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">atractiva para hacer dinero<\/a>. Despu\u00e9s de todo, estamos hablando de empresas a largo plazo que potencialmente pueden generar mayores retornos que muchas inversiones a gran escala.<\/p>\n<p>Adem\u00e1s, si las ganancias sostenibles se convierten en parte de la receta, los consumidores pueden ofrecer su apoyo por razones \u00e9ticas, una reacci\u00f3n opuesta a  productos menos sostenibles, cada vez m\u00e1s objeto de <a title=\"Opens in a new window\" href=\"http:\/\/www.theguardian.com\/world\/2015\/may\/27\/norway-sovereign-fund-reduce-coal-assets?utm_medium=twitter&amp;utm_source=dlvr.it\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">campa\u00f1as de desinversi\u00f3n<\/a>.<\/p>\n<p>En este sentido, los principales obst\u00e1culos parecen estar relacionados con la ampliaci\u00f3n y gesti\u00f3n de riesgos, junto con el reto de mantener las transacciones y verificaciones a bajo costo. Esta tambi\u00e9n es una <a href=\"http:\/\/www.forestsnews.org\/27589\/aqui-y-ahora-es-tiempo-para-el-financiamiento-de-paisajes-sostenibles\">prioridad de investigaci\u00f3n para CIFOR<\/a> y fue uno de los temas m\u00e1s populares durante el Global Landscapes Forum: The Investment Case.<\/p>\n<p>El tercer factor es un creciente inter\u00e9s en la restauraci\u00f3n. Este es un objetivo expresado m\u00e1s positivamente que los centrados en reducir, detener o cambiar comportamientos no deseados, ya sea la deforestaci\u00f3n, las emisiones de gases de efecto invernadero procedentes del uso del suelo, el abuso de los derechos humanos o las p\u00e9rdidas\/mermas derivadas de los alimentos..<\/p>\n<p>En este caso estamos hablando de inversiones destinadas a generar mayores beneficios sociales, ambientales y econ\u00f3micos a partir de los paisajes y bosques y todo parece indicar que ser\u00e1 m\u00e1s f\u00e1cil movilizar los intereses e incentivos de todos los involucrados.<\/p>\n<p><strong>IMPLEMENTANDO SOLUCIONES<\/strong><\/p>\n<p>Entonces \u00bfes la soluci\u00f3n apoyar la inversi\u00f3n en los paisajes del mundo?<\/p>\n<p>\u00bfPodr\u00eda alguien acaso argumentar que esto es lo que caus\u00f3 todos estos problemas en un principio, incluidos la deforestaci\u00f3n, la degradaci\u00f3n de los suelos y agua, la marginaci\u00f3n de los pobres, la corrupci\u00f3n, el comercio ilegal, la apropiaci\u00f3n de tierras, y m\u00e1s?<\/p>\n<p>\u00bfNo deber\u00edamos ser m\u00e1s cautelosos antes de  darle luz verde a inversionistas de gran escala en la agricultura y la forester\u00eda?<\/p>\n<p>Por supuesto debemos ir con cuidado, pero tampoco debemos quedarnos atrapados en  paradigmas hist\u00f3ricos, pol\u00edticos o ideol\u00f3gicos respecto a estos importantes desaf\u00edos.<\/p>\n<p>Estamos escuchando cada vez m\u00e1s que el sector financiero privado debe participar en la b\u00fasqueda de soluciones para el desarrollo sostenible, pues mientras  el sector p\u00fablico puede tener toda la voluntad del mundo, no tiene el respaldo financiero para lograrlo.<\/p>\n<p>Involucrar capital a gran escala para producir retornos en la forma correcta a trav\u00e9s de la restauraci\u00f3n de paisajes y proporcionando oportunidades para la poblaci\u00f3n rural parece ser un desaf\u00edo digno de emprender.<\/p>\n<p>Al hacer esto, es claro que la investigaci\u00f3n y el desarrollo tienen un importante papel que desempe\u00f1ar para alcanzar una combinaci\u00f3n adecuada de \u201cderechos, retornos y restauraci\u00f3n\u201d.<\/p>\n<p>Pero adem\u00e1s de todo esto, el tema m\u00e1s importante de la agenda debe ser, en \u00faltima instancia, atender las necesidades y aspiraciones de los miles de millones de personas que son los custodios de nuestros paisajes, muchos de los cuales, a menudo, se encuentran entre los m\u00e1s desfavorecidos.<\/p>\n<p>Si ellos cuentan con mejores oportunidades para invertir en su propia agricultura familiar o en negocios relacionados, entonces todos tendremos una mejor oportunidad para alcanzar un desarrollo sostenible.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Mientras nuestro inter\u00e9s contin\u00faa centrado en los Objetivos de Desarrollo Sostenible y el nuevo acuerdo clim\u00e1tico como herramientas para asegurar nuestro futuro en el planeta, es evidente que muchos de los retos urgentes que debe enfrentar la humanidad se encuentran en los paisajes rurales del mundo.
