{"id":28303,"date":"2015-05-06T10:13:43","date_gmt":"2015-05-06T03:13:43","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=28303"},"modified":"2017-03-01T02:41:08","modified_gmt":"2017-02-28T19:41:08","slug":"expertos-piden-mayor-rigor-cientifico-en-los-esquemas-de-pagos-por-servicios-ambientales","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/es\/28303\/expertos-piden-mayor-rigor-cientifico-en-los-esquemas-de-pagos-por-servicios-ambientales","title":{"rendered":"Expertos piden mayor rigor cient\u00edfico en los esquemas de pagos por servicios ambientales"},"content":{"rendered":"<p>Bogor, Indonesia\u2014 M\u00e1s de 45 cient\u00edficos internacionales han respaldado un art\u00edculo de opini\u00f3n recientemente aparecido en la revista <a href=\"http:\/\/www.sciencemag.org\/content\/347\/6227\/1206.summary\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Science<\/a>, pidiendo a los responsables pol\u00edticos y los organismos ambientales \u201cconsiderar bases cient\u00edficas adecuadas en los esquemas de pagos por los servicios de la naturaleza\u00bb.<\/p>\n<p>Mientras los <a href=\"\/\/www.cifor.org\/project-websites\/payment-environmental-services\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">pagos por servicios ambientales (PSA)<\/a> se vuelven cada vez m\u00e1s populares, los autores sostienen que muchos proyectos tienen como base un marco cient\u00edfico deficiente y que hace falta mayor rigor en las etapas de evaluaci\u00f3n.<\/p>\n<p>El economista Sven Wunder, cient\u00edfico del <a href=\"\/\/www.cifor.org\/es\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Centro para la Investigaci\u00f3n Forestal Internacional (CIFOR)<\/a> y uno de los firmantes del editorial, explica c\u00f3mo estos esquemas podr\u00edan beneficiarse con mayor evidencia cient\u00edfica en la siguiente entrevista.<\/p>\n<ul>\n<li><strong>\u00bfQu\u00e9 son los pagos por servicios ambientales y de d\u00f3nde vienen?<\/strong><\/li>\n<\/ul>\n<p>Un PSA es un incentivo dise\u00f1ado para producir servicios ambientales adicionales mediante pagos condicionales hechos por los usuarios de estos servicios a quienes los producen. La condicionalidad es clave aqu\u00ed: las personas que est\u00e1n pagando por el servicio \u2013o por los mecanismos indirectos del uso de la tierra acordados por ese servicio\u2013 pueden dejar de pagar si no se los suministra.<\/p>\n<p>El t\u00e9rmino proviene de <a href=\"http:\/\/www.fonafifo.go.cr\/mapasitio.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">un esquema de pagos por servicios ambientales en Costa Rica<\/a>, en el que el gobierno se puso en la posici\u00f3n de comprador de estos servicios debido a que era poco probable que los usuarios reales pagaran por ellos (la biodiversidad, por ejemplo, que beneficia a todo el mundo). Bajo contrato, pagaron a la poblaci\u00f3n local para mantener o reestablecer la cobertura forestal, como mecanismos indirectos para el almacenamiento de carbono o biodiversidad. Esto se viene desarrollando hace m\u00e1s de 15 a\u00f1os, aunque otros programas similares, que exist\u00edan previamente en distintos lugares y bajo otros nombres, como el <a href=\"http:\/\/www.fsa.usda.gov\/FSA\/webapp?area=home&amp;subject=copr&amp;topic=crp\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Conservation Reserve Program<\/a>, comenzaron en los EE.UU. en la d\u00e9cada de 1980.<\/p>\n<ul>\n<li><strong>El editorial subraya la \u00abcreciente preocupaci\u00f3n \u00a0respecto a las deficiencias a nivel cient\u00edfico\u00bb en los PSA.<\/strong><\/li>\n<\/ul>\n<p>Hay dos maneras de monitorear esos proyectos: comprobar si el proveedor cumple (por ejemplo, si un \u00e1rea de bosque se conserva o no); y si a mayor escala el servicio (almacenamiento de carbono, conservaci\u00f3n de la biodiversidad, etc.) presenta un resultado. En algunos casos, ser\u00eda bueno agregar m\u00e1s base cient\u00edfica para comprobar que el servicio ha sido, en efecto, provisto.<\/p>\n<ul>\n<li><strong>Los autores han dise\u00f1ado recomendaciones para que los esquemas de PSA se basen m\u00e1s en evidencia y han revisado proyectos existentes se\u00f1alando que el 60% de ellos carece por lo menos de un ingrediente clave para la \u00abintegridad de la investigaci\u00f3n cient\u00edfica\u00bb \u00bfC\u00f3mo puede esto afectar sus resultados?<\/strong><\/li>\n<\/ul>\n<p>Los proyectos desarrollados a gran escala \u2013como <a href=\"http:\/\/www.fao.org\/forestry\/12306-029e1db027db2e7a722380ae780aa104c.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">el intento de Sud\u00e1frica por erradicar \u00e1rboles ex\u00f3ticos que succionan agua de sus cuencas hidrogr\u00e1ficas<\/a>\u2013 deben incluir cuatro elementos fundamentales en su dise\u00f1o.<\/p>\n<p>Primero, una <strong>l\u00ednea de base<\/strong>, es decir, un punto de partida para medir c\u00f3mo la poblaci\u00f3n de esos \u00e1rboles est\u00e1 evolucionando. Segundo, <strong>monitoreo,<\/strong> para comprobar que los \u00e1rboles son erradicados y los servicios de agua mejoran como resultado. Tercero, <strong>reconocimiento<\/strong> de que los ecosistemas son din\u00e1micos \u2013 por ejemplo, \u00bfqu\u00e9 pasa si esos \u00e1rboles vuelven? \u00bfCu\u00e1les son las consecuencias para la biodiversidad? \u00bfC\u00f3mo cambian los h\u00e1bitats?\u2013 y, por \u00faltimo, <strong>factores externos<\/strong>, como el cambio clim\u00e1tico, que pueden modificar los escenarios de los PSA y por ello deben ser considerados. Los proyectos de menor escala, en cambio, probablemente no cuenten con medios suficientes para cubrirlos todos.<\/p>\n<ul>\n<li><strong>Sin embargo, \u00bfAcaso el editorial no sostiene que las pautas fueron \u00abdise\u00f1adas de modo que no son muy dif\u00edciles de alcanzar\u00bb?<\/strong><\/li>\n<\/ul>\n<p>Siempre existen opciones y atajos que pueden utilizarse si no se tienen los recursos. Por ejemplo, si usted desea medir c\u00f3mo un proyecto de carbono de REDD+ tambi\u00e9n contribuye a la biodiversidad, es posible que no pueda evaluar todos los indicadores disponibles, pero podr\u00eda estudiar c\u00f3mo afecta la diversidad de aves como un indicador indirecto.<\/p>\n<ul>\n<li><strong>Las pautas, \u00bfEst\u00e1n ya establecidas, o se podr\u00edan mejorar en el futuro?<\/strong><\/li>\n<\/ul>\n<p>El modelo de los PSA se est\u00e1 consolidando. Si bien los principios de dise\u00f1o est\u00e1n avanzados, no hay suficiente ciencia s\u00f3lida para evaluar lo que funciona y lo que no. El valor del art\u00edculo que firmamos es acercar al lector a trav\u00e9s a un marco que muestra lo que se debe tener en cuenta cuando se trabajan PSA y c\u00f3mo elevar los est\u00e1ndares.
