UU. \u2014 Una investigaci\u00f3n preliminar muestra una participaci\u00f3n un tanto limitada a nivel comunitario en los esfuerzos iniciales por reducir las emisiones de carbono mediante una disminuci\u00f3n de la deforestaci\u00f3n tropical, seg\u00fan un grupo de cient\u00edficos en una conferencia reciente.<\/p>\n<p>Los hallazgos de las iniciativas de <a href=\"\/\/www.cifor.org\/library\/2812\/simply-redd-cifors-guide-to-forests-climate-change-and-redd\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Reducci\u00f3n de Emisiones por Deforestaci\u00f3n y Degradaci\u00f3n de Bosques<\/a> (REDD+) en seis pa\u00edses est\u00e1n relacionados con las salvaguardas de REDD+, mecanismos creados para mitigar los riesgos sociales y ambientales y promover beneficios no relacionados con el carbono. Estas salvaguardas incluyen garantizar una participaci\u00f3n plena y efectiva de las partes relevantes, incluidas las poblaciones locales.<\/p>\n<p>\u201cHemos hallado bajos niveles de conocimiento y participaci\u00f3n en las etapas iniciales de las iniciativas de REDD+ a nivel de  las comunidades\u201d, dijo Amy Duchelle, cient\u00edfica del Centro para la Investigaci\u00f3n Forestal Internacional (CIFOR) y miembro del equipo del <a href=\"\/\/www.cifor.org\/gcs\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Estudio Comparativo Global (GCS) sobre REDD+ de CIFOR<\/a>. \u201cPero ello podr\u00eda deberse a que las entrevistas se realizaron en una etapa temprana en la que muchos proponentes \u2014es decir, las entidades ejecutoras de REDD+\u2014 estaban iniciando los esfuerzos de sensibilizaci\u00f3n entre la poblaci\u00f3n local\u201d.<\/p>\n<p>El estudio comparativo global tiene como objetivo apoyar a los responsables del dise\u00f1o de pol\u00edticas y profesionales con informaci\u00f3n, an\u00e1lisis y herramientas, as\u00ed como promover la validez, la eficiencia de costos, la equidad y los cobeneficios, tanto en t\u00e9rminos sociales como ambientales.<\/p>\n<ul>\n<li><strong>En el <\/strong><a href=\"http:\/\/www.forestsnews.org\/25027\/www.landscapes.org\"><strong>Foro Global sobre Paisajes<\/strong><\/a><strong>:<\/strong> los pa\u00edses deben cumplir con siete salvaguardas REDD+, las cuales requieren, entre otros, sistemas de informaci\u00f3n para permitir los pagos basados en resultados. \u00bfC\u00f3mo pueden estos sistemas permitir el acceso a oportunidades de financiamiento de REDD+? Haga clic <a href=\"http:\/\/www.landscapes.org\/glf-2014\/agenda-item\/day-2-dec-7\/six-parallel-multi-stakeholder-discussion-forums\/learning-redd-safeguards-information-systems-sis-voices-research-policy-practice\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">aqu\u00ed<\/a> para obtener m\u00e1s informaci\u00f3n.<\/li>\n<\/ul>\n<p>Duchelle y sus colegas est\u00e1n evaluando los impactos iniciales de los proyectos y programas de REDD+ utilizando un enfoque orientado a evaluar el \u201cantes y despu\u00e9s\u201d, comparando los datos recogidos en las encuestas realizadas a hogares, comunidades y mujeres en 2010-2012 con los datos del periodo 2013-2014.<\/p>\n<p>Las comunidades que participaron en intervenciones de REDD+ ser\u00e1n comparadas con las que no lo participaron, antes y despu\u00e9s de la implementaci\u00f3n, en 23 sitios de REDD+ en seis pa\u00edses: Brasil, Camer\u00fan, Indonesia, Per\u00fa, Tanzania y Vietnam, abarcando un total de 190 aldeas y m\u00e1s de 4.500 hogares.<\/p>\n<p>\u201cLas iniciativas a nivel subnacional proveen evidencia de c\u00f3mo la gente podr\u00eda beneficiarse o perjudicarse debido a los procesos de REDD+, espec\u00edficamente en lo que se refiere al respeto de los derechos locales, la participaci\u00f3n y la promoci\u00f3n de los cobeneficios sociales\u201d, dijo Duchelle en una presentaci\u00f3n realizada durante el <a href=\"http:\/\/iufro2014.com\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Congreso Mundial de la Uni\u00f3n Internacional de Organizaciones de Investigaci\u00f3n Forestal (IUFRO)<\/a>.<\/p>\n<p>En los sitios de REDD+ de la muestra, el n\u00famero de pobladores que ten\u00edan conocimiento de las iniciativas de REDD+ fue bastante bajo: menos de una cuarta parte de los hogares hab\u00edan o\u00eddo hablar de REDD+ en t\u00e9rminos generales. Entre los que manifestaron comprender las iniciativas de REDD+, la participaci\u00f3n local real era tambi\u00e9n baja: el 27 %de los encuestados hab\u00eda participado en las etapas iniciales del dise\u00f1o o la implementaci\u00f3n, pero esta participaci\u00f3n se reduc\u00eda simplemente a haber asistido a una reuni\u00f3n y, en la mayor\u00eda de casos, hab\u00eda sido pasiva.<\/p>\n<p><strong>ESPERANZAS Y TEMORES<\/strong><\/p>\n<p>Los investigadores de CIFOR tambi\u00e9n le preguntaron a la poblaci\u00f3n local sobre sus esperanzas y preocupaciones respecto de las iniciativas de REDD+. La esperanza m\u00e1s com\u00fan se relacionaba con la mejora de los ingresos y el bienestar, lo cual se refleja en las actividades de mejora de los medios de subsistencia, que se han convertido en parte medular de las intervenciones de muchas de estas iniciativas.
