El Grupo de Trabajo de Composici\u00f3n Abierta sobre Objetivos de Desarrollo Sostenible de la Asamblea General de Naciones Unidas ha debatido al respecto y estamos orgullosos de que la cient\u00edfica de CIFOR Dra. Daju Resosudarmo haya sido invitada para hacer una presentaci\u00f3n y formar parte del panel de expertos.<\/p>\n<p>Es una oportunidad \u00fanica para demostrar la importancia fundamental de los bosques y la gesti\u00f3n forestal en el desarrollo sostenible, en particular las contribuciones que se pueden hacer a trav\u00e9s de una amplia gama de aspiraciones para el desarrollo. El proceso de Los Objetivos de Desarrollo Sostenible (ODS) tambi\u00e9n ha demostrado ser importante para el debate sobre el significado que damos a la \u201cgesti\u00f3n forestal\u201d y para fortalecer la posici\u00f3n y percepci\u00f3n del sector.<\/p>\n<p>En esta misma l\u00ednea, CIFOR y sus socios promovieron el a\u00f1o pasado una perspectiva de paisaje, especialmente a trav\u00e9s del <a href=\"http:\/\/www.landscapes.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Foro Global de Paisajes. <\/a> Las <a href=\"http:\/\/www.landscapes.org\/executive-summary-key-messages-global-landscapes-forum\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">actas<\/a> del Foro reafirman que es esencial mantener una perspectiva intersectorial, especialmente entre los sectores del uso de la tierra, como la silvicultura y la agricultura, para lograr mejores soluciones en cuanto a la pobreza, la seguridad alimentaria, el cambio clim\u00e1tico, la biodiversidad y el crecimiento ecol\u00f3gico.<\/p>\n<p>Habr\u00e1 un s\u00f3lido enfoque sobre los bosques y la gesti\u00f3n forestal en las Naciones Unidas durante la pr\u00f3xima semana. Esto es excelente para todos los que estamos comprometidos en estos campos. Pero recordemos tambi\u00e9n el panorama m\u00e1s amplio, c\u00f3mo interact\u00faan los sectores en el terreno y \u00a1el futuro general que queremos!<\/p>\n<p>Han pasado 19 meses desde la conferencia R\u00edo+20 y la Asamblea General de Naciones Unidas se prepara para la octava y \u00faltima reuni\u00f3n del Grupo de Trabajo de Composici\u00f3n Abierta (OWG, por sus siglas en ingl\u00e9s) sobre los Objetivos de Desarrollo Sostenible. <a href=\"http:\/\/sustainabledevelopment.un.org\/index.php?menu=1549\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">OWG<\/a> es la m\u00e1s importante de una serie de \u201ciniciativas de trabajo\u201d que se iniciaron para desarrollar los ODS despu\u00e9s de las conclusiones de R\u00edo+20 en <a href=\"http:\/\/www.uncsd2012.org\/thefuturewewant.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u201cEl Futuro Que Queremos\u201d<\/a>.<\/p>\n<p>Para finales del presente a\u00f1o veremos el informe del OWG y su esquema propuesto para los ODS. Representantes de los 71 pa\u00edses miembros del OWG presentar\u00e1n estas recomendaciones a la Asamblea General y al Secretario General de Naciones Unidas, Ban Ki-moon.<\/p>\n<p>Para quienes estamos comprometidos con la gesti\u00f3n forestal, es importante que los bosques aparezcan como uno de los temas en la reuni\u00f3n final del OWG. Durante los \u00faltimos seis meses, el OWG ha debatido cada uno de los temas que fueron elaborados en R\u00edo+20, siendo los bosques uno de ellos. Cuando se habla de c\u00f3mo incluir a los bosques y a la gesti\u00f3n forestal en los ODS, considero que es \u00fatil reflexionar acerca de todo el conjunto de temas y el contexto que estos ofrecen. La siguiente lista sigue la secuencia de temas que el OWG ha cubierto y los temas (#26-32) que se tratar\u00e1n en su reuni\u00f3n final:<\/p>\n<ol>\n<li>Erradicaci\u00f3n de la pobreza<\/li>\n<li>Seguridad alimentaria y nutrici\u00f3n<\/li>\n<li>Agricultura sostenible<\/li>\n<li>Desertificaci\u00f3n, degradaci\u00f3n de la tierra y sequ\u00eda<\/li>\n<li>Agua y saneamiento<\/li>\n<li>Empleo y trabajo digno para todos<\/li>\n<li>Protecci\u00f3n social<\/li>\n<li>Juventud<\/li>\n<li>Educaci\u00f3n y cultura<\/li>\n<li>Salud<\/li>\n<li>Din\u00e1mica demogr\u00e1fica<\/li>\n<li>Crecimiento econ\u00f3mico sostenible e inclusivo<\/li>\n<li>Asuntos de pol\u00edtica macroecon\u00f3mica (incluyendo el comercio)<\/li>\n<li>Desarrollo de infraestructura e industrializaci\u00f3n<\/li>\n<li>Energ\u00eda<\/li>\n<li>Medios de implementaci\u00f3n incluyendo financiamiento, ciencia y tecnolog\u00eda, c\u00f3mo compartir el conocimiento y consolidar capacidades<\/li>\n<li>Asociaciones a nivel mundial para alcanzar el desarrollo sostenible<\/li>\n<li>Necesidades de los pa\u00edses en situaciones especiales<\/li>\n<li>Derechos humanos<\/li>\n<li>Derecho al desarrollo<\/li>\n<li>Gobernanza mundial<\/li>\n<li>Ciudades y asentamientos humanos sostenibles<\/li>\n<li>Transporte sostenible<\/li>\n<li>Consumo y producci\u00f3n sostenibles (incluyendo qu\u00edmicos y residuos)<\/li>\n<li>Cambio clim\u00e1tico y reducci\u00f3n del riesgo de desastres<\/li>\n<li>Oc\u00e9anos y mares<\/li>\n<li>Bosques<\/li>\n<li>Biodiversidad<\/li>\n<li>Promoci\u00f3n de la igualdad, incluyendo equidad social, igualdad de g\u00e9nero y empoderamiento de las mujeres<\/li>\n<li>Prevenci\u00f3n de conflictos<\/li>\n<li>Consolidaci\u00f3n de la paz despu\u00e9s de los conflictos y promoci\u00f3n de una paz duradera<\/li>\n<li>Estado de derecho y gobernanza<\/li>\n<\/ol>\n<p>Ahora bien, esta larga lista de prioridades es trascendente y me lleva a sacar dos conclusiones: (a) hay muchos temas que son m\u00e1s importantes que los bosques <i>per se<\/i>,<i> <\/i>ya que se refieren a aspiraciones generales como la erradicaci\u00f3n de la pobreza; (b) los bosques y la gesti\u00f3n forestal est\u00e1n relacionados con muchos de los otros temas. Con esta perspectiva, no es tan pertinente considerar como opci\u00f3n un SDG independiente sobre los bosques, que es lo que se ha hecho en el <a href=\"http:\/\/sustainabledevelopment.un.org\/content\/documents\/2291Forest%20Issues%20Brief_FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">\u201cinforme de temas\u201d sobre los bosques <\/a>del OWB. M\u00e1s bien, deber\u00edamos identificar la forma en que la gesti\u00f3n forestal puede contribuir m\u00e1s ampliamente de una manera integrada \u2013 una manera m\u00e1s efectiva de crear conciencia y fortalecer el sector.<\/p>\n<p>Perm\u00edtanme recordar tambi\u00e9n que es <a href=\"http:\/\/sustainabledevelopment.un.org\/index.php?menu=1300\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">deseable<\/a> que los ODS finales sean:<\/p>\n<ul>\n<li>Orientados a la acci\u00f3n<\/li>\n<li>Concisos<\/li>\n<li>F\u00e1ciles de comunicar<\/li>\n<li>De n\u00famero limitado<\/li>\n<li>Aspiracionales<\/li>\n<li>De car\u00e1cter mundial<\/li>\n<li>Elaborados aprovechando asociaciones verdaderas de desarrollo (a trav\u00e9s de los sectores y m\u00e1s all\u00e1 de la ayuda)<\/li>\n<li>De aplicaci\u00f3n universal en todos los pa\u00edses<\/li>\n<\/ul>\n<p>Los lectores de este blog recordar\u00e1n que he hecho algunas <a href=\"http:\/\/www.forestsnews.org\/14788\/could-the-sustainable-development-goals-include-landscapes\">sugerencias<\/a> en este sentido y tambi\u00e9n relacionadas con <a href=\"http:\/\/www.forestsnews.org\/16931\/high-level-report-proposes-sdgs-how-are-forestry-and-landscapes-linked\">el Informe del Panel de Alto Nivel sobre <\/a>ODS publicado en mayo de 2013. Una de las propuestas que hice fue que \u201clos Paisajes Sostenibles\u201d ser\u00edan un ODS apropiado y de naturaleza transversal.<\/p>\n<p>Sin importar como se configure el grupo final de los ODS, debemos definir y comunicar la forma en que los bosques y la gesti\u00f3n forestal se relacionan con esta visi\u00f3n m\u00e1s grande.
