El Foro Global sobre Paisaje 2013, organizado en paralelo a las <a href=\"http:\/\/unfccc.int\/2860.php\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">conversaciones sobre el cambio clim\u00e1tico <\/a>en Varsovia, se enfoc\u00f3 en la adopci\u00f3n de un enfoque hol\u00edstico en la gesti\u00f3n del uso de la tierra.<\/p>\n<p>En la siguiente entrevista, Terry Sunderland, investigador principal del <a href=\"http:\/\/www.forestsnews.org\/es\/\">Centro para la Investigaci\u00f3n Forestal Internacional<\/a> (CIFOR) define el \u201cenfoque de paisajes\u201d- por qu\u00e9 lo necesitamos y qu\u00e9 necesitan hacer los cient\u00edficos, las organizaciones no gubernamentales y los legisladores para empezar a implementarlo.<\/p>\n<ul>\n<li><b>\u00bfQu\u00e9 es un enfoque de paisajes? <\/b><\/li>\n<\/ul>\n<p>Un enfoque de paisajes trata esencialmente de la gesti\u00f3n de paisajes complejos de una manera integrada, en forma hol\u00edstica, incorporando todos los diversos usos de la tierra dentro de ellos en un solo proceso de gesti\u00f3n.<\/p>\n<ul>\n<li><b>\u00bfPor qu\u00e9 lo necesitamos? <\/b><\/li>\n<\/ul>\n<p>La raz\u00f3n por la que necesitamos un enfoque de paisajes se debe a la historia de la segregaci\u00f3n de funciones dentro de un paisaje. Ya sea que se trate de una concesi\u00f3n de conservaci\u00f3n \u2013 un parque nacional, una concesi\u00f3n comunitaria, forester\u00eda comunitaria realmente, o extracci\u00f3n de madera \u2013 y aunque todas est\u00e1n realmente interconectadas social y biof\u00edsicamente, han sido gestionadas en forma aislada. Y lo que realmente necesitamos es un enfoque mucho m\u00e1s hol\u00edstico para entender las interconexiones entre todos estos distintos usos de la tierra, y tambi\u00e9n para entender la complejidad de esos usos de la tierra, y asegurarnos que su gesti\u00f3n sea integrada y simplificada en una forma que no se ha hecho anteriormente.<\/p>\n<ul>\n<li><b>\u00bfPor qu\u00e9 no se ha hecho antes? <\/b><\/li>\n<\/ul>\n<p>A pesar de que se trata de un proceso muy simple en muchos aspectos \u2013 es algo muy complicado de hacer en el terreno. Reunir a las partes interesadas alrededor de la mesa \u2013 que tienen opiniones muy diferentes acerca de lo que deber\u00eda pasar en el paisaje \u2013 ponerse de acuerdo en una visi\u00f3n compartida, una opini\u00f3n compartida de lo que deber\u00eda suceder en ese paisaje, es particularmente dif\u00edcil\u2026 al igual que llegar a un consenso \u2013 y ese es el mundo real del enfoque de paisaje, es lograr consenso en el paisaje, consenso entre todas las partes interesadas.<\/p>\n<ul>\n<li><b>\u00bfPodemos encontrar siempre soluciones donde todos ganan? <\/b><\/li>\n<\/ul>\n<p>En realidad, las soluciones donde todos ganan en la mayor\u00eda de paisajes tropicales han demostrado ser algo esquivas \u2013 y el principio real por as\u00ed decirlo \u2013 de la gesti\u00f3n integrada de paisajes y el enfoque de paisajes es el reconocimiento de las ventajas y desventajas y la negociaci\u00f3n de las mismas para que todas las partes interesadas lleguen a un acuerdo en el que haya ganadores y perdedores \u2013 pero uno gana m\u00e1s y pierde menos. Ese es verdaderamente el fundamento detr\u00e1s del enfoque de paisajes.<\/p>\n<ul>\n<li><b>\u00bfPor qu\u00e9 es importante la adaptabilidad cuando se gestionan paisajes? <\/b><\/li>\n<\/ul>\n<p>Las cosas cambian diariamente, semanalmente, mensualmente, pero uno necesita adaptarse a esos cambios. Con frecuencia los proyectos est\u00e1n limitados por su propio documento de proyecto, esto es lo que vamos a hacer en el paisaje, y esto se hace con frecuencia al pie de la letra, pero no se puede gestionar un paisaje complejo de esa manera. Uno necesita tener adaptabilidad y flexibilidad frente al cambio a medida que se avanza en el proceso de gesti\u00f3n.<\/p>\n<ul>\n<li><b>\u00bfCu\u00e1l es el papel de los cient\u00edficos en el enfoque de paisajes? <\/b><\/li>\n<\/ul>\n<p>\u00bfEl papel de la ciencia? Nosotros informamos. Y hemos elaborado una serie completa de principios y pautas que permiten implementar el enfoque de paisajes. Es solamente un marco. No podemos llevarlo m\u00e1s all\u00e1. Estamos entregando la investigaci\u00f3n que ha permitido que se ponga ese marco a disposici\u00f3n, pero ahora depende de otras instituciones, otras agencias, adoptar dichas pautas y principios para implementar el enfoque de paisajes para ellos mismos.<\/p>\n<ul>\n<li><b>\u00bfQu\u00e9 pueden empezar a hacer ahora las ONG e instituciones gubernamentales para trabajar con miras a un enfoque de paisajes?<\/b><\/li>\n<\/ul>\n<p>Los lugares donde las cosas funcionan en el terreno, donde las cosas son m\u00e1s efectivas, donde se logran mejores resultados, son lugares en los que las personas se comunican entre ellas. Las organizaciones de conservaci\u00f3n no pueden trabajar solamente en un \u00e1rea protegida sin tener conocimiento de lo que est\u00e1 sucediendo a su alrededor. Lo mismo aplica para concesiones madereras, el sector privado \u2013 todos necesitan comunicarse entre ellos porque todas las cosas interact\u00faan a nivel de paisajes.
