El concepto de paisaje ha suscitado mucho inter\u00e9s durante el \u00faltimo a\u00f1o pero tambi\u00e9n han surgido interrogantes sobre lo que significa un paisaje y c\u00f3mo funcionar\u00eda el enfoque de paisaje en la pr\u00e1ctica.<\/p>\n<p>Durante los pr\u00f3ximos d\u00edas resumir\u00e9, en una serie de blogs, algunas de las reflexiones sobre los paisajes que han surgido como resultado de mis conversaciones con diferentes personas. No pretendo con ello llegar a una conclusi\u00f3n ni ser cient\u00edfico, pero me gustar\u00eda estimular la reflexi\u00f3n antes del foro.<\/p>\n<p><b>Para empezar \u2013 \u00bfPor qu\u00e9 es el \u201cpaisaje\u201d un concepto tan importante?<\/b><\/p>\n<p>El enfoque de paisaje no es nuevo en el desarrollo, la conservaci\u00f3n o la investigaci\u00f3n. Muchos, incluso CIFOR, han destacado la importancia de trabajar entre sectores en la pr\u00e1ctica. Lo que es nuevo, sin embargo, es que el gran inter\u00e9s en el enfoque se ha dado a un alto nivel. En reuniones anteriores de la Conferencia de las Partes (COP) de la Convenci\u00f3n Marco de Naciones Unidas sobre Cambio Clim\u00e1tico (CMNUCC) nos enteramos de que el acuerdo clim\u00e1tico post-2015 podr\u00eda integrar temas agr\u00edcolas y forestales \u2013 un punto de partida para el Foro Global sobre Paisajes. Adem\u00e1s, el trabajo posterior a Rio+20 sobre una agenda de desarrollo post-2015 ha destacado, con frecuencia, la necesidad de soluciones transversales. Todo parece indicar que el momento y el nivel de sensibilidad son propicios para encontrar nuevas soluciones y lograr una mayor aceptaci\u00f3n del concepto.<\/p>\n<p>Es cierto que algunos comentarios han sido menos constructivos, sugiriendo que el debate de paisaje es una moda temporal que pronto desaparecer\u00e1 mientras supuestamente persisten los enfoques m\u00e1s robustos y habituales. Sin embargo, no estoy tan seguro. Si tenemos en cuenta la reforma actual en el Banco Mundial y la FAO, as\u00ed como en los programas de investigaci\u00f3n del CGIAR, no hay duda de que se est\u00e1n promoviendo enfoques transversales e innovadores. Es bajo esta luz que deber\u00edamos ver el enfoque de paisaje. Incluso si limitamos el paisaje a la agricultura y al manejo forestal, as\u00ed como el n\u00famero de personas involucradas en estas actividades, resulta evidente que estamos hablando de una parte importante de nuestro futuro com\u00fan. Dependemos de la agricultura y el manejo forestal para:<\/p>\n<ul>\n<li>Proporcionar ingresos y medios de vida a miles de millones de personas;<\/li>\n<li>Producir todos nuestros alimentos y fibras naturales, as\u00ed como el 10 % de energ\u00eda a trav\u00e9s de la biomasa;<\/li>\n<li>Mantener servicios ecosist\u00e9micos clave, como biodiversidad, oferta de agua, capacidad de resistencia del ecosistema y productividad de la tierra;<\/li>\n<\/ul>\n<p>Al mismo tiempo, estos sectores contaminan seriamente el aire, agua y las cadenas alimenticias, y son responsables de un tercio de las emisiones de gases de efecto invernadero.<\/p>\n<p>Si adem\u00e1s incluimos otros componentes del paisaje como energ\u00eda renovable, miner\u00eda, ciudades y usos culturales, resulta evidente que los paisajes son una parte muy importante de nuestro futuro.<\/p>\n<p><b>Entonces, \u00bfqu\u00e9 esperamos mejorar usando el enfoque de paisaje?<\/b><\/p>\n<p>La raz\u00f3n principal para explorar el enfoque de paisaje es que los sectores existentes basados en el uso de la tierra tienen un pobre historial de encontrar soluciones que vayan m\u00e1s all\u00e1 de sus territorios institucionales.<\/p>\n<p>Tradicionalmente, han limitado su \u00e1mbito de acci\u00f3n a espacios definidos a trav\u00e9s de la historia por la actividad econ\u00f3mica, las comunidades profesionales, los l\u00edmites geogr\u00e1ficos y las estructuras de gobierno.<\/p>\n<p>La hip\u00f3tesis b\u00e1sica del enfoque de paisaje es que podremos encontrar mejores soluciones si buscamos oportunidades que atraviesen econom\u00edas, disciplinas y territorios dispares. Es decir, vamos a encontrar soluciones combinadas que son mejores que la suma de las partes de sus sectores espec\u00edficos.<\/p>\n<p><i>En t\u00e9rminos econ\u00f3micos<\/i>, un enfoque de paisaje tendr\u00e1 como objetivo reducir o incluso eliminar las externalidades entre los sectores basados en el uso de la tierra. <i>En t\u00e9rminos de planificaci\u00f3n<\/i>, contemplar\u00e1 un conjunto m\u00e1s completo de opciones, evitando soluciones demasiado limitadas. Tambi\u00e9n alentar\u00e1 a m\u00e1s actores a considerar un conjunto m\u00e1s amplio de objetivos de paisaje. Esto no significa que el enfoque de paisaje genere siempre oportunidades donde todos ganan; m\u00e1s bien puede ayudarnos a encontrar ventajas y desventajas m\u00e1s inteligentes entre objetivos.<\/p>\n<p>En definitiva, los paisajes son importantes porque representan una parte fundamental del desarrollo sostenible. Para reiterar un punto hecho por el investigador cient\u00edfico Terry Sunderland en una entrevista reciente, los esfuerzos funcionan en el campo y se logran mejores resultados cuando las personas se comunican.<\/p>\n<p>Es solo a trav\u00e9s de la creaci\u00f3n de asociaciones que el enfoque de paisaje puede funcionar. Under his leadership, CIFOR updated its strategy in 2016, emphasizing the role of forestry in achieving each of the 17 Sustainable Development Goals. Dr. Holmgren has a PhD in Forestry and 26 years of experience in international forestry and agriculture. Prior to CIFOR, Dr. Holmgren worked at the Food and Agriculture Organization (FAO), where he led FAO\u2019s work on climate change and its contributions to the UNFCCC process. While at FAO he also coordinated the Global Forest Resources Assessment, played a leading role in establishing the UN-REDD program and led the development of the Climate Smart Agriculture concept. Dr. Holmgren is credited for leading the dialogue to enhance and broaden the role of forestry in the Global Development Agenda to address the major challenges of our time: poverty, food security, climate change and green economy.
