{"id":14948,"date":"2013-04-11T23:53:06","date_gmt":"2013-04-11T16:53:06","guid":{"rendered":"http:\/\/www.forestsnews.org\/?p=14948"},"modified":"2015-10-07T13:11:03","modified_gmt":"2015-10-07T06:11:03","slug":"pueden-los-objetivos-de-desarrollo-sostenible-incluir-los-paisajes","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/es\/14948\/pueden-los-objetivos-de-desarrollo-sostenible-incluir-los-paisajes","title":{"rendered":"\u00bfPueden los Objetivos de Desarrollo Sostenible incluir los paisajes?"},"content":{"rendered":"<p>La semana pasada, el <a href=\"http:\/\/post2015.org\/2012\/08\/01\/un-secretary-general-appoints-high-level-panel-on-post-2015-development-agenda\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Grupo de Alto Nivel sobre la Agenda de Desarrollo post-2015 de la Naciones Unidas<\/a> se reuni\u00f3 en Bali, Indonesia. El compromiso pol\u00edtico asumido durante la conferencia de Rio+20 de llegar a un acuerdo sobre un conjunto de metas post-2015 que aborden los grandes desaf\u00edos de la erradicaci\u00f3n de la pobreza, la protecci\u00f3n del medio ambiente y el consumo y producci\u00f3n sostenibles (los objetivos de desarrollo sostenible u ODS) contin\u00faa siendo fuerte.<\/p>\n<p>Al mismo tiempo, hay un <a href=\"http:\/\/post2015.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">torbellino de ideas <\/a>en torno a estos objetivos y c\u00f3mo se deber\u00edan medir los progresos. Con frecuencia, estas propuestas provienen de organizaciones que hab\u00edan recibido el mandato de ocuparse de ellos. Esto podr\u00eda impedir que tengamos una visi\u00f3n de conjunto de lo que quisi\u00e9ramos realmente alcanzar en el futuro.<\/p>\n<p>A riesgo de aumentar la confusi\u00f3n, les presento aqu\u00ed algunas ideas en torno a una posible configuraci\u00f3n de los ODS, incluyendo un <a href=\"http:\/\/www.forestsnews.org\/12517\/landscapes-for-sustainable-development\/#.UVwCiKuSBN0\">objetivo relacionado con los paisajes<\/a>. Aunque el tema del paisaje est\u00e1 estrechamente vinculado al mandato de CIFOR y el CGIAR, el objetivo de este blog es ofrecer algunas ideas de c\u00f3mo ampliar la perspectiva de los ODS.<\/p>\n<p>Conviene recordar que el proceso de desarrollo de los ODS ha sido m\u00e1s ambicioso que el de los ocho <a href=\"http:\/\/www.un.org\/millenniumgoals\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Objetivos de Desarrollo del Milenio<\/a> (ODM), a los que los ODS est\u00e1n destinados a sustituir. Los ODM no se especificaron en la <a href=\"http:\/\/www.un.org\/millennium\/declaration\/ares552e.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Declaraci\u00f3n del Milenio del 2000 <\/a>\u2013los objetivos, metas e <a href=\"http:\/\/mdgs.un.org\/unsd\/mdg\/Host.aspx?Content=Indicators\/OfficialList.htm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">indicadores <\/a>se prepararon despu\u00e9s, a partir de un acuerdo general. Si bien la <a href=\"http:\/\/daccess-dds-ny.un.org\/doc\/UNDOC\/GEN\/N05\/487\/60\/PDF\/N0548760.pdf?OpenElement\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Cumbre Mundial de 2005<\/a> reconoci\u00f3 los ODM, se trataba de una gama m\u00e1s amplia de objetivos de desarrollo internacional. Reci\u00e9n el 2010, la Asamblea General de las Naciones Unidas asumi\u00f3 con mayor firmeza el <a href=\"http:\/\/www.un.org\/en\/mdg\/summit2010\/pdf\/outcome_documentN1051260.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">compromiso de alcanzar los ODM<\/a>. En cambio, los objetivos y metas de los ODS fueron dise\u00f1ados para llegar a un acuerdo desde el principio. As\u00ed se explica el inter\u00e9s puesto en el proceso de negociaci\u00f3n.<\/p>\n<p>Adem\u00e1s, se espera que los ODS se orienten menos a la Ayuda Oficial al Desarrollo (AOD). En contraste, uno de los ODM (<a href=\"http:\/\/www.un.org\/millenniumgoals\/global.shtml\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">n\u00famero 8 \u2013 \u201cFomentar una alianza mundial para el desarrollo<\/a>\u201d) estaba dedicado a la AOD. Con un enfoque m\u00e1s gen\u00e9rico al desarrollo, los ODS podr\u00edan permitir inversiones mucho mayores del sector privado, as\u00ed como del sector p\u00fablico m\u00e1s all\u00e1 de la AOD.<\/p>\n<p>Finalmente, los ODM se construyeron de una manera que no siempre alienta las contribuciones de otros sectores. Los bosques y el manejo forestal, por ejemplo, se incluyeron dentro del objetivo de medio ambiente, dentro de la meta relacionada con revertir la p\u00e9rdida de los recursos ambientales y con un indicador \u201cproporci\u00f3n de la superficie de tierras cubiertas por bosques\u201d. Evidentemente esto no expresa correctamente las contribuciones m\u00e1s amplias de los bosques y del manejo forestal al desarrollo, incluyendo la pobreza, la seguridad alimentaria, los paisajes adaptables y el crecimiento verde. M\u00e1s bien, puede haber reforzado la idea de que los bosques se relacionan simplemente con la protecci\u00f3n del medio ambiente.<\/p>\n<p>Con esto en mente, quisiera presentarles algunas ideas en torno a la configuraci\u00f3n de los ODS y c\u00f3mo podr\u00edamos definir un objetivo relativo a los paisajes.<\/p>\n<p><b>El n\u00famero 5 es un buen n\u00famero para los ODS<\/b><\/p>\n<p>La definici\u00f3n de los ODS y las metas globales relacionadas en la definici\u00f3n de prioridades nacionales y locales es dif\u00edcil porque una serie de intereses especiales promueven sus propias agendas. Por ejemplo, las instituciones\/pol\u00edticas de los pa\u00edses desarrollados con frecuencia respaldan en\u00e9rgicamente la dimensi\u00f3n ambiental del desarrollo sostenible.<\/p>\n<p>Se necesitan objetivos\/metas\/par\u00e1metros simplificados, claros, integrados y medibles.<\/p>\n<ul>\n<li>El marco de los ODM no ofrece un punto de partida convincente.<\/li>\n<li>No deber\u00edan haber m\u00e1s de cuatro o seis ODS.<\/li>\n<\/ul>\n<p>Se necesita liderazgo pol\u00edtico que nos permita trascender sectores e intereses especiales y pasar a los ODS.<\/p>\n<ul>\n<li>Especialmente teniendo en cuenta la situaci\u00f3n de los pa\u00edses en desarrollo\/emergentes donde el nexo del desarrollo social, econ\u00f3mico y ambiental es evidente y crucial.<\/li>\n<\/ul>\n<p>Las econom\u00edas rurales, incluidas la agricultura, el manejo forestal y la pesca han estado por lo general subrepresentadas en los marcos de desarrollo como los ODM. Sin embargo, representan algunos de los sectores m\u00e1s amplios y con mayor potencial para todas las dimensiones de desarrollo sostenible en todas las regiones.<\/p>\n<p>Con esto en mente, los siguientes representan un conjunto de posibles ODS:<b><\/b><\/p>\n<p><b>Paisajes sostenibles<\/b> (agricultura, manejo forestal, pesca, alimentos, biodiversidad, agua, clima).<br \/>\n<b>Protecci\u00f3n social<\/b> (servicios de salud, estado de derecho, alivio  a la inseguridad alimentaria y la extrema pobreza).<br \/>\n<b>Crecimiento verde con equidad<\/b> (todos los sectores de la econom\u00eda incluyendo finanzas, emisiones de gases de efecto invernadero).<br \/>\n<b>Infraestructura para todos<\/b> (energ\u00eda, caminos, internet, mercados, agua potable y saneamiento).<br \/>\n<b>Igualdad de oportunidades<\/b> (g\u00e9nero, educaci\u00f3n, empleo, derechos humanos).<\/p>\n<p>Cada objetivo tendr\u00eda su propio paradigma de desarrollo, permitiendo superposiciones entre objetivos.<\/p>\n<p>Cada objetivo tendr\u00eda un conjunto de tres a cinco metas, con un indicador por meta.<\/p>\n<p>La implementaci\u00f3n de objetivos a trav\u00e9s de metas, indicadores, planificaci\u00f3n, inversiones se deber\u00eda poder aplicar en ambos niveles global y local, y ser medible en todos los niveles y escalas.<\/p>\n<p><b>Un objetivo para los paisajes sostenibles<\/b><\/p>\n<p>Necesitamos un nuevo paradigma para el desarrollo y el medio ambiente que contrarreste las divisiones entre la agricultura, el manejo forestal, la pesca y la conservaci\u00f3n.<\/p>\n<p>Si bien el concepto del paisaje no es nuevo, podemos redefinirlo para poder:<\/p>\n<ul>\n<li>Incorporarlo al marco de los ODS como uno de sus objetivos.<\/li>\n<li>Vincularlo a los objetivos de desarrollo m\u00e1s amplios como pobreza, seguridad alimentaria, cambio clim\u00e1tico, crecimiento verde, derechos, gobernanza y g\u00e9nero.<\/li>\n<li>Incorporar una medici\u00f3n clara y comprensible del progreso:\n<ul>\n<li>Objetivos gen\u00e9ricos de paisaje que se puedan aplicar en cualquier lugar.<\/li>\n<\/ul>\n<\/li>\n<li>Un n\u00famero reducido de indicadores relevantes, que puedan ser utilizados en diferentes escalas, para medir el alcance de los objetivos.<\/li>\n<li>Encontrar mejores soluciones que vayan m\u00e1s all\u00e1 de los m\u00e9todos econ\u00f3micos neocl\u00e1sicos.<\/li>\n<li>Facilitar una definici\u00f3n de prioridades y planificaci\u00f3n con m\u00faltiples objetivos y actores.<\/li>\n<\/ul>\n<p>Con este paradigma, podr\u00edamos tambi\u00e9n:<\/p>\n<ul>\n<li>Atraer inversiones privadas de gran escala (con una gesti\u00f3n de riesgos financiada parcialmente con fondos p\u00fablicos).<\/li>\n<li>Promover procesos de definici\u00f3n de la tenencia de tierra y los recursos.<\/li>\n<li>Estimular mercados para econom\u00edas de base biol\u00f3gica.<\/li>\n<\/ul>\n<p>Algunos de los requisitos son:<\/p>\n<ul>\n<li>Liderazgo pol\u00edtico para superar las divisiones en todos los niveles\n<ul>\n<li>Por ejemplo, vincular el manejo forestal y la agricultura con las negociaciones anuales de la CMNUCC (no se pierda el Foro Global sobre paisajes durante la decimonovena conferencia de las Partes en Varsovia).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Inversiones de largo plazo en investigaci\u00f3n transversal que respalden las pol\u00edticas con evidencia.<\/p>\n<figure id=\"attachment_14973\" href=\"http:\/\/www.forestsnews.org\/14948\/pueden-los-objetivos-de-desarrollo-sostenible-incluir-los-paisajes\/holmgren-stockholm-6-march-2013_final\/\" rel=\"attachment wp-att-14973\"><img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-14973\" src=\"\/\/www.forestsnews.org\/wp-content\/uploads\/2013\/04\/Holmgren-Stockholm-6-March-2013_final-500x375.jpg\" alt=\"Figura 1.\" width=\"500\" height=\"375\" \/><\/a><figcaption id=\"caption-attachment-14973\" class=\"wp-caption-text\">Figura 1.<\/figcaption><\/figure>\n<p>La figura 1 muestra los cuatro objetivos propuestos para <b>los paisajes<\/b> con indicadores de desempe\u00f1o.<\/p>\n<ul>\n<li>Estos indicadores de desempe\u00f1o se pueden aplicar en cualquier lugar en cualquier escala, incluyendo la escala global.<\/li>\n<li>Si los cuatro son estables o mejoran, podemos decir que tenemos un paisaje <b>sostenible <\/b>que contribuye a los objetivos de desarrollo.<\/li>\n<li>Los cuatro objetivos e indicadores de desempe\u00f1o tambi\u00e9n se pueden usar para definir metas como las siguientes:<\/li>\n<\/ul>\n<p><b>Meta 1: Disposiciones relativas a los medios de vida:<\/b> Los ingresos de los agricultores se duplicar\u00e1n para <i>[a\u00f1o].<\/i><\/p>\n<p><b>Meta 2: Servicios ecosist\u00e9micos:<\/b> Incremento de biomasa en el paisaje a <i>[n\u00famero]<\/i> pentagramas (Pg) de carbono para <i>[a\u00f1o]<\/i>.<\/p>\n<p><b>Meta 3: Productos:<\/b> Aumento en la oferta de alimentos y productos b\u00e1sicos en <i>[n\u00famero]<\/i>% para <i>[a\u00f1o].<\/i><\/p>\n<p><b>Meta 4: Eficiencia de los recursos:<\/b> Emisiones de GEI procedentes de actividades del paisaje reducidas en<i>[n\u00famero]<\/i> Pg\/a\u00f1o para <i>[a\u00f1o].<\/i><\/p>\n<p>Esto es, por supuesto, solo un aporte a la discusi\u00f3n; hay muchos puntos de vista que deben ser consolidados. CIFOR y su socios est\u00e1n trabajando en el dise\u00f1o de enfoques de paisaje como una manera de encontrar mejores soluciones para los sectores basados en la tierra que trabajan m\u00e1s all\u00e1 de los l\u00edmites de la agricultura y el manejo forestal.
