Fotograf\u00eda de CIFOR\/Gabriela Ramirez<\/figcaption><\/figure>\n<p>Tuve el placer de leer el excelente Informe de Pol\u00edticas Alimentarias Mundiales 2012, publicado el 14 de marzo por el Instituto Internacional de Investigaci\u00f3n sobre Pol\u00edticas Alimentarias (IFPRI por sus siglas en ingl\u00e9s), uno de los socios de CIFOR en el sistema del CGIAR.<\/p>\n<p>El informe ilustra muy bien c\u00f3mo deber\u00edamos considerar al sistema alimentario como parte de toda la ecuaci\u00f3n de la sostenibilidad y, de la misma forma, c\u00f3mo la gesti\u00f3n forestal y el paisaje m\u00e1s amplio necesitan integrarse al sistema alimentario.<\/p>\n<p>El art\u00edculo principal, <a href=\"http:\/\/www.ifpri.org\/sites\/default\/files\/publications\/gfpr2012_ch01.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Walk the Talk<\/a>, del Director General de IFPRI, el Dr. Shenggen Fan, me llev\u00f3 a tomar las siguientes notas para la reflexi\u00f3n:<\/p>\n<ul>\n<li>En la actualidad no existe una falta de compromisos pol\u00edticos en el campo de la alimentaci\u00f3n y del espacio terrestre. La Conferencia de las Naciones Unidas sobre Desarrollo Sostenible (Rio+20) discuti\u00f3 la tasa cero de hambre y de degradaci\u00f3n de los suelos. El Grupo de los 20 y el Grupo de los 8 han destacado la necesidad de contar con inversiones en las \u00e1reas de agricultura y nutrici\u00f3n. Entonces, \u00bfc\u00f3mo ponemos en pr\u00e1ctica estos compromisos y c\u00f3mo evaluamos los avances?<\/li>\n<li>Hay grandes expectativas en torno a lo que llamamos la \u201ceconom\u00eda verde\u201d. En el centro de esta aspiraci\u00f3n est\u00e1 la \u201cbioeconom\u00eda\u201d, que integra los aportes de los sectores basados en la tierra hasta el crecimiento verde participativo como componente clave del desarrollo sostenible. Esto ofrece enormes oportunidades para las econom\u00edas rurales, incluyendo la gesti\u00f3n del bosque y las poblaciones rurales pobres del mundo \u2013siempre y cuando el acceso al capital y los mercados evolucionen, con condiciones establecidas para la sostenibilidad. Sin embargo, todo indica que carecemos de una hoja de ruta pol\u00edtica. \u00bfDeber\u00edamos entonces recurrir al proceso de los Objetivos de Desarrollo Sostenible (ODS) para producir estos resultados?<\/li>\n<li>El informe destaca la necesidad de pasar de las mediciones cuantitativas de la seguridad alimentaria, basadas en el consumo cal\u00f3rico, a mediciones que tomen en cuenta los aspectos cualitativos de la nutrici\u00f3n. La medici\u00f3n de calor\u00edas puede distorsionar importantes necesidades de nutrici\u00f3n y no representar adecuadamente las oportunidades que tiene el manejo forestal para contribuir a la misma. Asimismo, existe el riesgo de que las pol\u00edticas agr\u00edcolas, centradas en calor\u00edas, no resulten necesariamente en un mejor manejo de los recursos naturales.<\/li>\n<li>Los precios de los alimentos contin\u00faan representando un factor importante en las pol\u00edticas de seguridad alimentaria, pero deber\u00edamos mantenernos alertas frente a la posible aparici\u00f3n de medidas proteccionistas y la forma en que podr\u00edan afectar a los otros objetivos de la sostenibilidad. En el corto plazo, mantener los precios bajos podr\u00eda ayudar a que los alimentos sean m\u00e1s asequibles, pero esto podr\u00eda tener serias implicaciones para los medios de vida de los agricultores y la manera en que manejamos los recursos naturales.<\/li>\n<li>Estamos empezando a ver un mayor \u00e9nfasis en cuestiones de g\u00e9nero, muy esperado por cierto, en los campos de la agricultura y la econom\u00eda rural. Coincido plenamente con el Dr. Fan en que necesitamos m\u00e1s informaci\u00f3n y evidencia desagregadas por g\u00e9nero para garantizar que estas pol\u00edticas sean integradas.<\/li>\n<li>Debemos prestar atenci\u00f3n a las mega-tendencias y los motores de largo plazo. Uno de ellos es la urbanizaci\u00f3n y los efectos del aumento en los patrones de consumo, pero otro es el atractivo que la agricultura guarda como profesi\u00f3n. La agricultura y el manejo forestal deben ser rentables y din\u00e1micos para captar el inter\u00e9s de la gente joven.<\/li>\n<li>Otro mega-factor es la intersecci\u00f3n de la agricultura y el manejo forestal con la producci\u00f3n y el consumo de energ\u00eda. Dr. Holmgren has a PhD in Forestry and 26 years of experience in international forestry and agriculture. Prior to CIFOR, Dr. Holmgren worked at the Food and Agriculture Organization (FAO), where he led FAO\u2019s work on climate change and its contributions to the UNFCCC process. While at FAO he also coordinated the Global Forest Resources Assessment, played a leading role in establishing the UN-REDD program and led the development of the Climate Smart Agriculture concept. Under his leadership, CIFOR updated its strategy in 2016, emphasizing the role of forestry in achieving each of the 17 Sustainable Development Goals. Dr. Holmgren has a PhD in Forestry and 26 years of experience in international forestry and agriculture. Prior to CIFOR, Dr. Holmgren worked at the Food and Agriculture Organization (FAO), where he led FAO\u2019s work on climate change and its contributions to the UNFCCC process. While at FAO he also coordinated the Global Forest Resources Assessment, played a leading role in establishing the UN-REDD program and led the development of the Climate Smart Agriculture concept. Dr. Holmgren is credited for leading the dialogue to enhance and broaden the role of forestry in the Global Development Agenda to address the major challenges of our time: poverty, food security, climate change and green economy.
