A la cofrad\u00eda de <a href=\"http:\/\/www.uncsd2012.org\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Rio+20<\/a> se le ocurri\u00f3 la idea de ponerse de acuerdo en torno a los <a href=\"http:\/\/sustainabledevelopment.un.org\/index.php?menu=1300\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Objetivos del Desarrollo Sostenible<\/a> (ODS) que preparar\u00edan el escenario para la acci\u00f3n en el marco de la agenda de desarrollo post-2015 y supuestamente definir\u00edan \u201cEl futuro que queremos para todos\u201d, como se dispone en el <a href=\"http:\/\/www.uncsd2012.org\/content\/documents\/727The%20Future%20We%20Want%2019%20June%201230pm.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">documento resultante de Rio+20<\/a>.<\/p>\n<p>Los calendarios de reuniones y los programas de viaje convergen ahora para impulsar el proceso de los ODS. Para quienes participan en el trabajo de desarrollo encabezado por las Naciones Unidas, este proceso podr\u00eda parecer un camino hacia el futuro que queremos. Como lo expres\u00f3 Ross Coggins en 1976 en el poema <a href=\"http:\/\/www.owen.org\/blog\/116\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"><i>The Development Set<\/i><\/a>: \u201cNuestros pensamientos son profundos y nuestra visi\u00f3n global\u201d. No hay duda de que surgir\u00e1 una nueva sabidur\u00eda y que ser\u00e1 compartida por todos lo que tienen una cuenta de Twitter.<\/p>\n<p>Pero la experiencia tambi\u00e9n nos dice que los procesos de aspiraci\u00f3n pol\u00edtica no necesariamente conducen a la claridad. Nuestro conjunto actual de indicadores de desarrollo global surgen de los Objetivos de Desarrollo del Milenio (ODM). En total, se han identificado <a href=\"http:\/\/mdgs.un.org\/unsd\/mdg\/Host.aspx?Content=Indicators\/OfficialList.htm\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">60 indicadores<\/a> sobre t\u00f3picos muy importantes, desde la tasa de mortalidad infantil, las emisiones de CO2, hasta el uso de condones durante pr\u00e1cticas sexuales de alto riesgo. Los bosques tambi\u00e9n han sido incluidos, bajo el indicador \u201cproporci\u00f3n de la superficie cubierta por bosques\u201d.<\/p>\n<p>Mientras que los<a href=\"http:\/\/www.devinfo.info\/mdginfo\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\"> informes sobre los indicadores de los ODM<\/a> nos han hecho m\u00e1s conscientes sobre las cuestiones de desarrollo y nos han obligado a estar mejor informados, sigue siendo dif\u00edcil deducir de este complejo conjunto de indicadores lo que entendemos por progreso, y, lo m\u00e1s importante, c\u00f3mo medimos ese progreso.<\/p>\n<p>Yo soy de la opini\u00f3n que hay que mantener las cosas sencillas. Si queremos que la sostenibilidad sea comprendida y deseada por una audiencia amplia, deber\u00edamos evitar lo complejo. Y tengamos en cuenta que la complejidad no necesariamente significa sofisticaci\u00f3n. Tambi\u00e9n puede referirse al uso excesivo de detalles. Algunos dicen que el diablo est\u00e1 en los detalles, pero tal vez sea justo lo contrario: los detalles <b>son<\/b> el diablo.<\/p>\n<p>En otras palabras, necesitamos encontrar maneras para describir el desarrollo sostenible donde quiera que estemos y en diferentes escalas. Y debe ser f\u00e1cil entenderlo y econ\u00f3mico medirlo. Sobre todo para los que est\u00e1n invirtiendo en empresas que necesitan ser rentables y sostenibles.<\/p>\n<p>El desarrollo sostenible tiene tres dimensiones: econ\u00f3mica, social y ambiental. El proceso de Rio+20 hizo un buen trabajo reafirmando el concepto que se remonta a la <a href=\"http:\/\/conspect.nl\/pdf\/Our_Common_Future-Brundtland_Report_1987.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Comisi\u00f3n Brundtland<\/a> de1987 y la <a href=\"http:\/\/www.unep.org\/Documents.Multilingual\/Default.asp?DocumentID=97\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Conferencia de las Naciones Unidas sobre el Medio Humano <\/a>realizada en Estocolmo en 1972.<\/p>\n<p>\u00bfPor qu\u00e9 no volver entonces a esta base acordada? Me parece que cuatro medidas ser\u00edan suficiente si apuntamos hacia el camino de la sostenibilidad:<\/p>\n<p>1. La dimensi\u00f3n econ\u00f3mica del desarrollo sostenible siempre tendr\u00e1 que ver con un <i>crecimiento constante de los ingresos<\/i>. Los economistas argumentan qu\u00e9 tipo de ingreso ser\u00eda apropiado utilizar, pero la medida ser\u00eda en t\u00e9rminos monetarios, i.e. <b>\u0394$.<\/b><\/p>\n<p>2. La dimensi\u00f3n social tiene que ver con una amplia gama de temas, desde los derechos, la salud hasta la educaci\u00f3n. Sin embargo, una medida general podr\u00eda referirse a la manera en que se determinan las prioridades y acciones para estas \u00e1reas. En este sentido, un <i>aumento constante del n\u00famero de personas involucradas en la toma de decisiones<\/i> podr\u00eda ser una medida \u00fatil, i.e. <b>\u0394n<\/b>.<\/p>\n<p>La dimensi\u00f3n ambiental es aun m\u00e1s compleja, por lo que sugiero dos medidas generales que nos digan algo acerca del impacto directo sobre el medio ambiente y tambi\u00e9n sobre la capacidad de resistencia (<i>resilience<\/i>) de la naturaleza y la humanidad.<\/p>\n<p>3. En primer lugar, una <i>recuperaci\u00f3n paulatina de la biomasa en los paisajes<\/i> podr\u00eda tener varios impactos positivos, i.e. <b>\u0394tC<\/b> (toneladas de carbono).<\/p>\n<p>4. En segundo lugar, ser\u00eda deseable <i>una reducci\u00f3n constante del uso<\/i> <i>de los combustibles f\u00f3siles por producto obtenido<\/i>, i.e. <b>\u0394J\/<\/b><b>$<\/b> (Joule\/USD, o eficiencia de la energ\u00eda).<\/p>\n<p>Si estas cuatro medidas muestran tendencias positivas en el largo plazo, o se mantienen en niveles satisfactorios, entonces podemos afirmar con seguridad que tenemos desarrollo sostenible:<\/p>\n<p><b>SD =<\/b> <b>\u0394$ + \u0394n + \u0394tC &#8211; \u0394J\/$<\/b><\/p>\n<p>Por supuesto, no basta s\u00f3lo con creer. Espero con inter\u00e9s una base de evidencia cient\u00edfica que nos informe c\u00f3mo se puede medir eficazmente el desarrollo sostenible.<\/p>\n<p>Mientras tanto, ser\u00e1 interesante seguir el proceso formal del establecimiento de los ODM.<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Las conversaciones pol\u00edticas para alcanzar nuevos objetivos globales han empezado.
