{"id":1247,"date":"2012-11-13T20:10:00","date_gmt":"2012-11-13T20:10:00","guid":{"rendered":"http:\/\/localhost\/wordpress\/?p=1247"},"modified":"2015-08-24T15:50:40","modified_gmt":"2015-08-24T08:50:40","slug":"los-retos-de-comunicacion-de-las-ciencias-para-las-politicas-forestales-2","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/es\/1247\/los-retos-de-comunicacion-de-las-ciencias-para-las-politicas-forestales-2","title":{"rendered":"Los retos de comunicaci\u00f3n de las ciencias para las pol\u00edticas forestales"},"content":{"rendered":"<p>   Por <a href=\"http:\/\/www.forestsnews.org\/author\/peter-holmgren\/#.UKI-KGcmx8E\">Peter Holmgren <\/a><br \/>\nDirector General, Centro para la Investigaci\u00f3n Forestal Internacional<\/p>\n<p> <img decoding=\"async\" src=\"\/\/cifor.org\/fileadmin\/images\/polex\/communication.jpg\" hspace=\"20\" align=\"right\" \/>   Comunicar resultados cient\u00edficos y de investigaci\u00f3n, y  sus implicaciones, es un desaf\u00edo tanto para los que los emiten como para los  destinatarios. Por un lado, nos esforzamos por contar con pruebas rigurosas y  relevantes, y por el otro, de tener un proceso de decisi\u00f3n democr\u00e1tico. Pero  aun as\u00ed, no lo conseguiremos si la comunicaci\u00f3n entre ambas partes no funciona  o si est\u00e1 repleta de informaci\u00f3n con escaso fundamento cient\u00edfico. El objetivo  es agrupar los resultados relevantes de manera que las consecuencias de la  acci\u00f3n (o de su ausencia) sean comprendidas, asimiladas y no se ignoren a la  ligera.  <\/p>\n<p>   Este <a href=\"http:\/\/www.forestsnews.org\/11482\/communication-challenges-in-science-for-forest-policy\/#.UJx1ym83vTp\">blog<\/a> es una reflexi\u00f3n personal sobre las posibles  consecuencias de utilizar buena informaci\u00f3n equivocadamente y, lo que es m\u00e1s  peligroso, usar informaci\u00f3n err\u00f3nea de modo convincente. Para ello, he tomado  prestada la figura de arriba de Gill Petrokofsky, del Instituto de  Biodiversidad de la Universidad de Oxford, para ilustrar con un esquema los  casos posibles.  <\/p>\n<p>   Muchas personas, incluyendo acad\u00e9micos, legisladores y  personas del &quot;cuarto poder&quot;, cuyo papel principal es la comunicaci\u00f3n,  se dedican al an\u00e1lisis minucioso de la comunicaci\u00f3n de las ciencias que estudian  al cambio clim\u00e1tico (como por ejemplo,&nbsp;<a href=\"http:\/\/rogerpielkejr.blogspot.com.br\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Roger  Pielke<\/a> y&nbsp;<a href=\"http:\/\/stephenschneider.stanford.edu\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Stephen  Schneider<\/a>). El <a href=\"http:\/\/www.ipcc.ch\/publications_and_data\/ar4\/syr\/en\/contents.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">proceso de evaluaci\u00f3n y los informes del IPCC<\/a> y un amplio corpus cient\u00edfico sientan las bases para  alcanzar un consenso cient\u00edfico sobre el cambio clim\u00e1tico. Por lo tanto, es  desconcertante leer un&nbsp;<a href=\"http:\/\/www.ucsusa.org\/assets\/documents\/global_warming\/Is-News-Corp-Failing-Science.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">documento reciente<\/a>&nbsp;que muestra que algunos canales de informaci\u00f3n muy  influyentes (Fox News y el <i>Wall Street Journal<\/i>) tergiversan este consenso  hasta en el 80 y 90% de sus art\u00edculos e intervenciones referentes al cambio  clim\u00e1tico. En mi opini\u00f3n, este es un caso claro de informaci\u00f3n deficiente bien  utilizada: comunicadores muy influyentes han reunido informaci\u00f3n enga\u00f1osa y la  han presentado a un p\u00fablico formado en su mayor\u00eda por personas sin  conocimientos cient\u00edficos.  <\/p>\n<p>   Un ejemplo de buena informaci\u00f3n mal empleada procede de  un campo completamente distinto. Como muchos recuerdan, el&nbsp;<a href=\"http:\/\/www.nasa.gov\/mission_pages\/shuttle\/shuttlemissions\/archives\/sts-51L.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">transbordador espacial Challenger<\/a>&nbsp;se desintegr\u00f3 poco despu\u00e9s de despegar el 28 de  enero de 1986. Tal como se describe en el&nbsp;<a href=\"http:\/\/www.edwardtufte.com\/tufte\/books_visex\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">excelente libro de Edward Tufte<\/a>, los cient\u00edficos e ingenieros hab\u00edan llegado de antemano  a la conclusi\u00f3n de que hac\u00eda demasiado fr\u00edo para el lanzamiento, bas\u00e1ndose en  los datos y experiencias de misiones anteriores. Pero estos resultados no  fueron comunicados de modo que las personas que tomaban las decisiones  comprendieran claramente las implicaciones de un lanzamiento. A pesar de las  pruebas existentes, ocurri\u00f3 el desastre. Este es s\u00f3lo un dram\u00e1tico recordatorio  de que la forma en la que se comunican los resultados puede ser crucial.  <\/p>\n<p>   Volviendo ahora a la silvicultura. \u00bfCu\u00e1nto \u00e9xito tenemos  al convencer a los interesados sobre el estado de los bosques y la  silvicultura? Hay mucho que leer sobre la relaci\u00f3n entre la ciencia forestal y  la pol\u00edtica forestal, por ejemplo en este&nbsp;<a href=\"http:\/\/www.iufro.org\/download\/file\/654\/387\/op17_pdf\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">documento del IUFRO<\/a>&nbsp;de 2005.  <\/p>\n<p>   Pero, m\u00e1s all\u00e1 del c\u00edrculo de expertos en pol\u00edtica  forestal, la percepci\u00f3n del p\u00fablico sobre los bosques y la silvicultura puede  ser bastante diferente. Esto ha sido bien estudiado en Europa, por ejemplo  en&nbsp;<a href=\"http:\/\/ec.europa.eu\/agriculture\/fore\/publi\/public-perception\/report_en.pdf\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">este informe<\/a>,  que presenta una brecha considerable entre la percepci\u00f3n del p\u00fablico y el  conocimiento cient\u00edfico consolidado, incluso en hechos bien establecidos como  el cambio de la superficie forestal.&nbsp;Dos estudios recientes de CIFOR  en&nbsp;Nepal&nbsp;y&nbsp;Pap\u00faa Nueva Guinea&nbsp;confirman este panorama. Llegan a la conclusi\u00f3n de  que la prensa de estos dos pa\u00edses no informa adecuadamente sobre REDD+, debido  en parte a que los periodistas no tienen acceso a informaci\u00f3n balanceada y  verificada.  <\/p>\n<p>   As\u00ed que no podemos asumir que nuestros resultados  cient\u00edficos ser\u00e1n entendidos. Con frecuencia nos centramos en la necesidad de  presentar pruebas cient\u00edficas como tales. Retomar\u00e9 el tema de las pruebas y las  revisiones sistem\u00e1ticas de la investigaci\u00f3n forestal en pr\u00f3ximos blogs.
