{"id":1225,"date":"2008-06-18T00:00:00","date_gmt":"2008-06-18T00:00:00","guid":{"rendered":"http:\/\/localhost\/wordpress\/?p=1225"},"modified":"2015-08-24T15:51:32","modified_gmt":"2015-08-24T08:51:32","slug":"nivelando-el-campo-de-juego","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/es\/1225\/nivelando-el-campo-de-juego","title":{"rendered":"Nivelando el campo de juego"},"content":{"rendered":"<p>En 1978, Jack Westoby, una figura legendaria en el campo de la foresteria internacional, que se hab\u00eda retirado de la FAO despu\u00e9s de haber trabajado 25 a\u00f1os para dicho organismo, desafi\u00f3 a los participantes del Congreso Mundial de Dasonomia realizado en Jakarta, Indonesia a que el manejo forestal respondiera a las necesidades de las poblaciones locales. Esto sucedi\u00f3 hace treinta a\u00f1os. \u00bfC\u00f3mo nos ha ido desde entonces?<\/p>\n<p>En realidad, no muy bien, como lo se\u00f1ala un nuevo art\u00edculo publicado por Anne Larson y Jesse Ribot. <i>En La pobreza de las pol\u00edticas forestales: Doble Moral en un campo de juego desigual<\/i> los autores detallan c\u00f3mo las pol\u00edticas forestales contin\u00faan privilegiando los intereses extractivos de las elites urbanas m\u00e1s adineradas y poderosas. Este prejuicio perpet\u00faa la pobreza y exclusi\u00f3n en comunidades rurales que de otra forma podr\u00edan beneficiarse de una participaci\u00f3n real en manejo el forestal.<\/p>\n<p>Con frecuencia, la legislaci\u00f3n y las pol\u00edticas forestales tienen una doble moral, imponiendo cargas adicionales a las comunidades locales o dando privilegios especiales a actores comerciales. Por ejemplo, antes de que la nueva ley forestal fuera aprobada en Honduras, la legislaci\u00f3n prohib\u00eda que se otorgaran t\u00edtulos para la mayor parte de tierras forestales. Las regulaciones limitaban los derechos comunitarios a \u201cusos tradicionales\u201d pero, al mismo tiempo, permit\u00edan a las autoridades forestales otorgar derechos de aprovechamiento para esos mismos bosques a terceras partes.<\/p>\n<p>En otros pa\u00edses, la legislaci\u00f3n es democr\u00e1tica en teor\u00eda pero no en la pr\u00e1ctica. En Senegal, la descentralizaci\u00f3n progresiva de las leyes a finales de los noventa les dio a los gobiernos locales el derecho de manejar los bosques ubicados dentro de sus jurisdicciones. Sin embargo, pr\u00e1cticamente diez a\u00f1os despu\u00e9s, el antiguo sistema de otorgamiento de permisos para la explotaci\u00f3n de carb\u00f3n mediante un sistema de cuotas, administrado por el gobierno central, permanece inalterado. La nueva legislaci\u00f3n de Honduras, aprobada luego de que este articulo fuera publicado, enfrenta problemas similares en cuanto a su implementaci\u00f3n.<\/p>\n<p>En ambos pa\u00edses, los esfuerzos por hacer que las reglas de juego beneficien a las comunidades locales han tenido consecuencias perversas. El sistema forestal social, creado en Honduras para incentivar y asegurar el acceso a los bosques de las cooperativas campesinas e ind\u00edgenas, ha sido promovido por poderosos intereses madereros en complicidad con las autoridades forestales. En Senegal, los proyectos financiados por organismos donantes para demostrar la aplicaci\u00f3n progresiva de las leyes le han dado una excusa al servicio forestal para que \u00e9ste demore su implementaci\u00f3n de forma m\u00e1s generalizada.<\/p>\n<p>El an\u00e1lisis de Larson y Ribot nos recuerda oportunamente que una mejora en la gobernanza forestal no se limita simplemente a la reforma de leyes y regulaciones formales que supuestamente determinan las reglas de juego. Se trata tambi\u00e9n de reformar las numerosas instituciones, tanto formales como informales, que determinan lo que sucede en la interpretaci\u00f3n e implementaci\u00f3n diaria de esas normas.<\/p>\n<p>Los autores se\u00f1alan que si bien puede ser necesario fortalecer los derechos de las poblaciones locales, estos derechos por s\u00ed solos no garantizan cambios en el acceso de las comunidades. Factores como las estructuras de poder local, los mercados e informaci\u00f3n conspiran para reforzar las desventajas existentes a nivel local. De hecho, \u201clas reglas s\u00f3lo son aplicadas a aquellas personas que son muy d\u00e9biles como para sortearlas: la mayor\u00eda de la poblacion rural pobre\u201d. Por lo tanto, se necesitan cambios m\u00e1s radicales para inclinar la balanza a su favor.<\/p>\n<p><b>Algunas palabra acerca de CIFOR\u2026<\/b><\/p>\n<p>Larson y Ribot sugieren que un \u201cbuen an\u00e1lisis\u201d puede ayudar a las comunidades rurales y sus defensores a lograr dicho balance y, en ese sentido, CIFOR espera poder convertirse en uno de los principales organismos que lleve a cabo este tipo de an\u00e1lisis. La estrategia de <b><i>CIFOR 2008-2018: Marcando la diferencia para los bosques y las personas<\/i><\/b><i><\/i>, resultado de una serie de consultas externas y debates internos durante los \u00faltimos 18 meses, fue aprobada por la Junta Directiva de CIFOR en mayo pasado.
