{"id":1206,"date":"2006-03-23T00:00:00","date_gmt":"2006-03-23T00:00:00","guid":{"rendered":"http:\/\/localhost\/wordpress\/?p=1206"},"modified":"2015-08-24T15:54:07","modified_gmt":"2015-08-24T08:54:07","slug":"no-culpen-a-los-chinos","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/es\/1206\/no-culpen-a-los-chinos","title":{"rendered":"No culpen a los chinos"},"content":{"rendered":"<p>La rapidez con la que ha crecido la importaci\u00f3n de productos forestales durante la \u00faltima d\u00e9cada resulta dif\u00edcil de creer: de $6 mil millones en 1996 a $16 mil millones en 2005; y se cree que esta cifra se duplicar\u00e1 antes del 2015. Eso ha evocado im\u00e1genes de un medio ambiente global que se derrumba bajo el peso de mil millones y medio de chinos que repentinamente se incorporan a la clase media. Muchos, entre los cuales me incluyo yo, hemos imaginado la China como si fuera la gran aspiradora de los bosques del mundo.<\/p>\n<p>Esta misma l\u00f3gica ha conducido a que la gente culpe a los chinos por el auge actual de extracci\u00f3n ilegal de madera en lugares como Indonesia, Myanmar, Papua-Nueva Guinea, y el lejano este de Rusia, paises que luego env\u00edan el producto a China. A los conservacionistas les preocupa que sus esfuerzos por asegurarse que los productos forestales que entran a Europa y Norteam\u00e9rica sean producidos de forma legal y sostenible, est\u00e9n condenados a fracasar debido a que los chinos aparentemente no tienen ning\u00fan escr\u00fapulo en comprar productos obtenidos dudosamente.<\/p>\n<p>Sin embargo, un informe reciente de Forest Trends, CIFOR, y el Centro sobre las Pol\u00edticas de Agricultura Chinas muestran que las cosas no son tan simples como parecen. De hecho, las exportaciones de productos forestales chinos han estado subiendo tan r\u00e1pidamente como sus importaciones; saltaron de $4 mil millones en 1997 a $17 mil millones en el 2005. Aun m\u00e1s, el volumen de madera que sale para exportaciones es aproximadamente el 70% del volumen que se importa, lo que significa que las exportaciones son casi iguales a las importaciones. As\u00ed que en vez de usar los recursos mismos, China principalmente los procesa y los env\u00eda de nuevo hacia fuera. Parece m\u00e1s una planta de fabricaci\u00f3n gigante que una aspiradora.<\/p>\n<p>Los principales importadores de muebles chinos, madera aserrada y  otros productos forestales son de los Estados Unidos y Europa. Solo Estados Unidos registra el 35% de las exportaciones chinas de productos a base de madera y las importaciones que hizo Estados Unidos de estos productos chinos se incrementaron en 1000% entre 1997 y 2005. Europa es el segundo importador m\u00e1s grande y sus importaciones aumentaron casi un 800% durante el mismo periodo. Eso significa que los americanos y los europeos son los que usan la mayor\u00eda de la madera y que tambi\u00e9n est\u00e1n bien posicionados para tomar medidas contra la extracci\u00f3n ilegal e insostenible si trabajan con sus socios chinos para cerciorarse que los muebles o la madera aserrada que importan de China no hayan sido fabricados con madera de dudosa procedencia. Las recientes pol\u00edticas europeas que intentan asegurar que los gobiernos no compren madera de fuentes ilegales puede tambien ayudar. Pero todav\u00eda hay que hacer mucho m\u00e1s.
