{"id":1136,"date":"2002-02-04T00:00:00","date_gmt":"2002-02-04T00:00:00","guid":{"rendered":"http:\/\/localhost\/wordpress\/?p=1136"},"modified":"2015-08-24T15:55:17","modified_gmt":"2015-08-24T08:55:17","slug":"aun-en-costa-rica-hay-actividades-forestales-ilegales","status":"publish","type":"post","link":"https:\/\/www.forestsnews.org\/es\/1136\/aun-en-costa-rica-hay-actividades-forestales-ilegales","title":{"rendered":"A\u00fan en Costa Rica hay actividades forestales ilegales"},"content":{"rendered":"<p>Costa Rica se conoce internacionalmente como uno de los pa\u00edses tropicales con mayor conciencia ambiental. Sin embargo, seg\u00fan un informe nuevo de Jos\u00e9 Joaqu\u00edn Campos y un equipo de CATIE, titulado &quot;Extracci\u00f3n Ilegal de Madera en Costa Rica, Un An\u00e1lisis para Discusi\u00f3n&quot;, entre 28% y 41% de todo la madera que se vende en Costa Rica ha sido talada o transportada de forma ilegal.<\/p>\n<p>Alrededor del 50% de la madera ilegal proviene de sitios donde los madereros pudieron haberla cosechado de forma legal, pero no obtuvieron los permisos necesarios. Un 40% viene de \u00e1reas protegidas, \u00e1reas con fuertes pendientes y sitios muy cercanos a r\u00edos y a ca\u00eddas de agua en donde la tala es ilegal. El porcentaje restante es de lugares en donde alguien solicit\u00f3 un permiso pero no lo consigui\u00f3.<\/p>\n<p>Puesto que Costa Rica ya no tiene mucho bosque primario afuera de las \u00e1reas protegidas, la mayor\u00eda de la madera talada de forma legal se obtiene de \u00e1rboles sueltos en los potreros (53%) y de plantaciones forestales(33%). Solamente un 14% proviene de bosques naturales. Con la madera ilegal las proporciones son similares. La tala en los bosques con planes de manejo solo representa un peque\u00f1o porcentaje (4%) de la madera ilegal. La mayor\u00eda de la tala ilegal proviene de \u00e1rboles en potreros, la conversi\u00f3n ilegal de bosques secundarios y bosques primarios sin planes de manejo.<\/p>\n<p>El informe indica que lo primero que debe hacer el gobierno para reducir las actividades ilegales es simplificar y abaratar los tramites que tienen que cumplir los madereros y normar solo aquellos aspectos realmente necesarios para el manejo sostenible de sus bosques. En segundo lugar, se debe comenzar a usar la tecnolog\u00eda inform\u00e1tica moderna para vigilar el aprovechamiento, transporte y procesamiento de la madera. Tercero, se debe crear un equipo multidisciplinario bien entrenado a nivel central para supervisar, vigilar, evaluar, y ayudar a los funcionarios que trabajan en el campo. Dicho equipo debe dar prioridad al control de la tala dentro de las \u00e1reas protegidas. Cuarto, varias entidades p\u00fablicas y privadas necesitan entrenar a todos los grupos involucrados en la producci\u00f3n y la regulaci\u00f3n de los productos forestales. Quinto, las ONGs, los medios de comunicaci\u00f3n y otros grupos privados deben involucrarse m\u00e1s en la vigilancia de las actividades ilegales y el gobierno debe apoyarlos en sus esfuerzos. En sexto lugar, las nuevas leyes deben ser claras en cuanto a las sanciones aplicables por la violaci\u00f3n a las regulaciones y sobre las responsabilidades de los que compran o transportan madera cosechada ilegalmente.<\/p>\n<p>Como la mayor\u00eda de los pa\u00edses, Costa Rica tiene serias dificultades en hacer cumplir sus leyes forestales. Pero al menos est\u00e1n enfrentando esta situaci\u00f3n. En efecto, representantes del gobierno fueron quienes solicitaron a CATIE que preparara este informe.
